Implemented Give Dispatch the OTA ESP

[Dej]

Pretty self-explanatory from the title. OTA ESP can see CPs and OTA units through walls and also observe their tagline and health/armour status, this would be extremely useful for Dispatch to locate units instead of having to ask for status reports every 10 minutes in crucial events such as a unit being attacked or informing delegates on threats based on their location.

Already a thing to a degree, they can see units in the distance with the same sort of OTA ESP

We-- We can't--

Adding on to this, maybe the ability to see descriptions or at the very least /showgendesc or individuals since we cannot do so and locate BOLs based on physical desc.

[Gyrann]

dispatch is blind atm.

Moving this to ACCEPTED instead, thought it was a thing already
