Denied Remove Benefactor Cigarettes in Non-Alcoholic

Noticed that there are benefactor cigarettes in the non-alcoholic category in bartering, Salvadore mentioned they aren't supposed to be in that category to begin with, I also wanted to ping about this on Discord but I don't have access to the business channel

According to the business handbooks cigarettes are under non alcoholic, so presumably are supposed to be there. Afaik Salvadore is in Commerce, not a CWU lead although they may have made a change without adjusting the permit.

Putting them in snacks implies that you eat them. I think this is a very literal interpretation of what a permit gives you, flour on it's own isn't really food and an audio player isn't really writing. Relax a bit.

These fall under these permits because that is technically the only place they belong. No other place to put them other than Luxury which would immediately block out a bunch of people from ever buying them. Can't put into their own category either since categories are for multiple items. Overall CWU decides what items go into which category of permit.
