As of 9/1/2015, the outer peripherical region of City 17, made an attempt at reclaiming what was once theirs: its eastern part, classed under the name of "District 47". The region represented a massive industrial complex and was a flourishing establishment at that time, however, this was soon changed by the constant Xenian contingencies that were brought in with each portal storm. The region was evacuated, with its civic populous relocated through other various other cities. However, on 17/1/2015, a large force, as well as a rather sizeable token workforce, was sent there to deal with the ongoing infestations and events. During the first week, everything was handled properly, as the district was renovated step-by-step. It wasn't only a week later though when the first sparks of resistance appeared and multiple buildings were torn apart, leading to increased infrastructural damage.

As a punishment, the city was being starved for a good week, which caused the local populace to group up and revolt, which only escalated further and further into chaos and became more violent by each day; it wasn't until 28/2/2015 where the food crisis had reached a breaking point, leading to civilians attacking the local civil protection garrison. As the situations became more and more overwhelming, the reactionary actions of the civil protection began to slack leading to an increased time in handling the day-to-day situations. It wasn't only a day later when TRAUMA-45 began assembling units, leading to the creation of the 'VICTOR' squad with its main purpose in specializing in quick responses and increased fire-power, as the ministry had every squad split up in multiple categories, with VICTOR specializing in counter-offenses and increased fire-power support(note: every other squad had a different specialization at that time).

The first generation of VICTORs were equipped with the MP7A1, as well as multiple AN-M14 incendiary ordnances; multiple tools were swapped out, such as the incendiary grenades for turrets. In the end, it was decided by TRAUMA-45 that every unit would carry the MP7A1 as well as a set of two flashbangs and one frag grenade. After more and more riots and multiple infestations, it was decided for the squad to be relocated within the confines of City 24, serving for the continuous time-frame of two years; it was only two years later when their equipment became decommissioned, leading to a tide of changes within the squad's overall operational integrity, as members may now carry whatever equipment they pleased.

Times moved on, and TRAUMA-45 (the former VICTOR-0) named VICTOR-4 as his successor; the squad preserves even today its veteran core members. The older mindset did not perish entirely, either as the squad operates within an offensive mindset in every operational duty, being a jack of all trades, as any other squad.

"Oh, and now I am opening this can of worms again. The very squad I used to be part of; at some point, I knew I would be done here, move on. Heck, I even tried to pick another squad but you can clearly tell where this led me. The name VICTOR may have stuck with me, but what has not stuck with me are my old comrades. A lot of them either perished in gunfights or simply vanished, for whatever reason; the current state of affairs leaves much to be desired, especially in terms of activity, conduct, and overall unit cohesion. In some regards, there's merit though; credit where credits are due. It's high time to bring back the performance the squad had once. Others seem to be keen on my return, while others aren't particularly amazed by it. Time to set things in motion again with the help of old and new members alike."​
