A way to solve timescale a bit; there is probably ways to cheese this (like just sitting outside a TBC zone and then entering right as it enters to start a new one) but ill give this suggestion here first to see if its plausible and then have it tweaked if devs want to.
Basically, make it so that once a TBC zone starts, a timer begins. The longer this timer goes on, the worse your initiative / speed is debuffed when you enter the TBC zone. This basically means that if anyone decides to enter the TBC battle by running across the entire map or something, they will be so penalized by the time they get there that they might as well have not entered. But if you run in, say, close by to the TBC zone; your only penalized marginally.
This would take a bit of math; say, every 5 seconds x amount of initiative is debuffed by a percentage or exact number.
