INTRODUCTION
The Commendation and Loyalist Act seeks to overhaul the current Loyalist System to better fit modern day standards. The Act seeks to be non-partisan in its execution and has already sought and gained approval from the Overwatch military branches of our Union.
SECTION I: ON LOYALTY
i.i - The Executive of the C.C.A shall immediately pursue the approval, distribution, and implementation of the following document:

FOREWORD
The following text is a guide to commendations of Loyalty to be handed out by the C.C.A to the general population for major deeds.
The C.C.A and its members would hold the right to distribute such awards.
Security Council Members would hold the ability to distribute one ring a month personally.
The Chairman of the Security Council and Directors of Unions would hold the ability to distribute two ribbons and two rings a month.
The V.A and C.A would hold the ability to distribute commendations at will.

RINGS

COLLABORATOR RING
A Triple-Sapphire Ring with a Matte Finish dubbed 'The Collaborator Ring.' It is a common ring bestowed to citizens who indicate a certain level of collaboration with C.C.A Members. Whether this be assisting a Council member, providing useful information, or getting close to them seems to be on a case-by-case basis.

PROGRESSIVE BAND
A band personalized with an amethyst, peridot, and topaz set in matte white gold with the receiver's fingerprint. It is primarily given to scientists who have contributed to minor relevant projects.

RING OF HIGHER WORK
A ring copper ringer finished with a silver and onyx band in the middle. It is gifted to Union Employees who have vigilantly worked in their particular organization. This could be anyone from a UM Doctor holding a blood drive to a CWU Industrial Worker who has recently carried out orders from the Ministry of Commerce.

FINE ARTS RING
This rose gold band with an abstract pattern is presented to small-time break-throughs by artists in their respected field. This could be presented to a citizen by a C.C.A Member for writing a particularly good article, starting a band, or opening up a library.

COMMUNITY BAND
A golden ring hand-carved with a landscape. It's presented to citizens who play an active part in the community. Whether that is running a store, actively hosting pro-government rallies, or otherwise working with the community.

ACTIVIST RING
This ring features four garnets with changeable colors resting in an illusion setting adorned with sparkling diamonds. The ring is presented to those who enroll in official Security Council political parties and play an active role. The colors of the garnets are changeable per party so that it corresponds with such a party.
Such (current) examples may be that the Iso-Centralist Band could be all red and The Futurist Party's band may be green-white-white-red.

RIBBONS

LONDON RIBBON
A red and yellow ribbon with a golden olive branch on it denoting service during the Battle of City 2 within any of the military branches of the Universal Union. It is usually a standard ribbon given to all incoming conscripts.

CIVIL DEFENSE RIBBON
A red and white ribbon with four blue stars in the center. The ribbon is primarily given to members of the community who have taken measures to defend their community. This may come in forms such as intervening in a mugging or starting a community watch group.

WHITE STAR RIBBON
A blue ribbon with a singular white star in the center. The White Star denotes an impact on foiling an anti-civil plan ahead of time. This may come in the form of joining a intelligence program and reporting an upcoming attack, overhearing a plot in a bar and reporting it, and so on.

MERIT RIBBON
A white and blue ribbon with white stars in its lines. The Merit Ribbon indicates the fulfillment of duties related to defense, military action, or intelligence. It may be rewarded based on outstanding actions in these fields not directly related to another ribbon.

HERO OF THE UNIVERSAL UNION (THE BREEN AWARD)
A bronze medal usually anodized in gold with blue, red, and white cloth attached above. This medal is one of the highest honors a civilian can receive and is commonly called the Breen Award. It's gifted to conformists who have gone above and beyond the call of duty, directly serving the C.C.A in a vital call for the Universal Union.

MEDAL OF THE ARTS
A bronze medal displaying a wreath surrounding a star with five rings. It's given to any member of the populace which has majorly culturally advanced the Universal Union. Achievements which warrant this could be writing a best selling book, starting a major pro-union ideology/faith , or otherwise.

PRIDE OF THE COMMUNITY MEDAL
This bronze medal ingrained with a 'helping hand' and finished with a purple, white, blue, and black ribbon is presented to members of the community who have assisted others during times of need. It is usually gifted following or during war time, natural disasters, or some other period when an individual assists their community by providing goods and services to those in need.

THE MEDAL OF PROGRESSION
A star, atom, and wreath line this silver medal. It's presented to those who have completed major projects in the within the scientific community which have been relevant to the Universal Union or the C.C.A.

MEDAL OF ARMED SERVICE
A bronze medal branded with a star and eagle presented to those who served the Universal Union as a conscript, officer, proselyte and provided exemplary results. It is usually provided post-discharge.

BRONZE STAR
The Bronze Star is presented to those who have served the Universal Union, be it a citizen or official in the military/police force, who was wounded or mortally wounded in their service to protect and preserve the Universal Union.

Prosocial Behaviors
Prosocial behaviors are actions that show your support for the Union and make you look good as a Citizen to the Collaborator’s party. Below are a few examples of prosocial behavior, but keep in mind that there are many more methods of gaining favor with the Party:
-Picking up trash. -Cleaning windows. -Sweeping streets. -Assisting Civil Protection in their jobs in a non-intrusive manner. -Being well-spoken. -Dressing prim and proper. -Practicing good hygiene. -Practicing good manners and etiquette. -Working hard in work cycles. -Proudly displaying your Loyalist armband. -Proudly wearing your Collaborator uniform. -Assisting fellow Collaborators. -Attending pro-Union events such as speeches and broadcasts. -Proselytizing for the Union. -Creating pro-Union literature and art. -Holding pro-Union gatherings. -Discussing the Union faith in a positive, non-obstructive manner.

i.iii - The Executive, on the advice of the Security Council, will be advised to begin an overhaul of the Loyalist System to 're-glamor' the handouts generally distributed to citizens on the system.
i.iv - The Executive, on the advice of the Security Council, shall be advised to begin the immediate creation of government bureau's to handle the implementation of Defense programs and Internal Affairs/Loyalist programs.
i.v - The Executive, on the advice of the Security Council, shall begin the immediate creation of loyalist organizations that are within reason and tasked with promoting the advancement of loyalism within the City. The Executive Shall be advised on Benefactor Party Community Watches and Intelligence Programs.

ii.i - The Executive shall immediately begin the implementation of a new 'class' within the Loyalist system as determined by Section II. The 'Underclass', as of Nov. 5th, is approved and sanctioned by the Overseers of the Military.
ii.ii - The Underclass shall be added to the Loyalist System for all individuals who fall under 95 S.C.
ii.iii - The Underclass shall be compromised of any individuals who are assigned to it and those who fall below the baseline. Chronically ill individuals who are able to work and biotics shall be permanently assigned to it.
ii.iii - Members of the Underclass shall be required to wear 'blue-suits' and be mandated to wear an identifying badge in repentance to the State.
ii.iv - Members of the Underclass shall be barred from owning loyalist apartments or premium goods.
ii.v - Shop Owners, at their own discretion, may designate a shop as an Underclass-free zone.
ii.vi - Members of the Underclass shall, within reason, be expected not to converse with C.C.A members less addressed in writing or verbally first.
