Chapter I - A Kid From Chicago (Written Backstory):

(Told from an In-Character perspective).
"I was born in D'South Side, Chicago Illinois, on August Fourteenth, Nineteen-Ninety Four. Honestly...? Most peeps out there, they look back on d'days 'fore d'war with nostalgia. Me? Psh... I've had better times since. Was dealt a really shitty hand in a rigged game a cards. Mom was a junkie... -- She tried her best. Dad? What Dad? But anyway even as young as fuckin' five years old? Felt like I was d'one lookin' afta' my mom. Not d'otha' way around. We bounced t'ween homes, even lived on d'streets a few times. Shit was rough. But she-- I loved her... We loved eachother in our own... fucked up family way. She died in 'Oh-Three. Overdose. I--- Ahem. 'Nuff 'bout all that..."
"D'Seven Hour War, man... I was one a the "lucky" ones. Iffin' y'can call it luck. Was first placed in one a d'ose child camps. But I don't talk 'bout... those times. I-... Afta' that I was sent t'City Seventy, Detroit. Place was somehow more shitty d'an it was before d'war. Which yeah... Durr But it's Detroit, man... Didn't think that dump could get any worse d'an it was before. Aha! Anyway. Place wasn't bad. I mean, I was still... naive t'd'real world. Sheltered away all them years bein' spoon fed bullshit propaganda and- ahem... The rest... But yeah, I was a fish outta' water. Luckily some good people took me unda' d'eir wing. Showed me how t'get by, how t'not find myself 'neath the heel of a jackboot or on d'receiving end a stun stick t'da' face. No one, n' I mean, not even d'few loyalists had any creds' in d'at place. Money was tight. I had a job workin' d'register in a back alley tat' shop but shit, didn't keep money in my pocket. Ended up smugglin'. Friends introduced me to it. Go out d'city, d'en bring in contraband. I was good at it too... Light on my feet, sneaky... And on d'side, I'd began actually tattin' peeps after ageees of learnin' how t'use d'at tat gun. Life was pretty good but... Nothin' good lasts. Was eventually relocated, sent all d'way t'Japan, Tokyo, City Eight..."
"Where to fuckin' begin with City-Eight... Jeez. Shit's a chaotic lil' tale. First got a lil' job in d'is nightclub. Where I was quickly and rudely awoke t'd'layers of corruption n' crime in d'at place, when some Yakuza shook me down wid' a machete. Crazy dude. Ended up my friend later but anyway... Turns out? D'club was owned by a rival lil' street gang t'd'ese Yakuza types. I kept my head low. Earned a lotta' money d'oe! Owna' was peddlin' these "legal highs" approved by the city administration. Was literally just drinks laced with fuckin' sparkle n' coke. Comission based so... Y'anno. D'at shit sold at two hundred, even three hundred a pop. Earned me 'nuff t'open my own lil' bidness on d'side. Had a tattoo stall. Opened it wid' a buddy called Joshua Keith. Even got in better books wid' d'Yakuza types. Did a few back murals for 'em. "But as I said, good times never last. One gang war n' one city raisin' riot later which was totally nuthin' t'do with me... I found myself at the sticky end of d'law. Outlawed, ran underground. Lived in a fuckin' sewer... Shit stunk. But... It was an education. Was livin' 'mongst proper resistance fighters. Sure I was pretty good wid' a gun n' fightin' off Xenians but... these guys were the real deal. Started off writin' this... stupid... cringeworthy underground newspaper... While I got t'grips with my new life. But d'en I 'came a merc. Those--- I don't like t'talk much 'bout them jobs. I did some... awful shit. Burned a man, crushed another's head in like a watermelon, threw a guy outta' a window n' went toe t'toe with some cultists... T'name a few'a'my jobs. I--- It's a time I regret. But I had t'do it all... Earned 'nuff t'broker a deal with the city administration t'lift my AC status n' get relocated elsewhere. But it came at a price bigger d'an d'hole in my wallet. I still see the faces of those I've killed when I close my eyes at night n'... for a while? I became a junkie myself..."

Chapter II - Empty Bottles (Willard's Story - 2021-2023):

"Arrived in City-24 strung out on whatever I could find n' drunk on the strongest liquor I could get my hands on. Anythin' t'forget d'past... But d'ghosts have a funny way of hauntin' you. Was takin' a walk down Victory Square when I first arrived n' what do I see? "Keith's Tattoo Bar" with my store logo! I thought... No way... But yes way. Josh Keith. In d'flesh. Dunno' which of us was more shocked. He... Saved my life. Honestly. Took me in, made me d'co-owner just as I had done f'him back in City-Eight n' I eventually went clean. T-Total. No booze, no drugs. He vanished, 'thout a trace. Rumoured he 'came a cop but... Unfounded. I was 'boutta' buy d'place f'myself but d'en... Someone snapped it up from me. Bernard Mulligan. Ended up workin' f'him f'a'bit in McBernard's. We was pretty good friends. He wasn't...- He wasn't what he'd go onta' become... Back d'en he was a different man. Kind, empathetic, hell... there's things I could tell y'bout him d'at-- Aha... Almost spilled his secrets... I still keep my word on d'at promise. Anyway, wasn't 'long 'fore I opened my own place again. Down in Indigent, was d'only place available. N' thas' where I met Bottlestreet..."
"I thought I'd stared down into an empty bottle f'the last time but, I didn't know who Bottlestreet was at d'time. We met... In a funny way, actually. D'ey painted their fuckin' logo on d'side of my tat' shop in Indigent. So I marched right on ova' t'dier people n' I told 'em to take it down. D'ey must'a' liked me afta' that 'cause... Not long afta'? I found myself fallen back into old habits. Joined up wid' 'em n' found myself back wid' a gun in my hand. Only d'is time? Had more purpose d'an blood money n' odd jobs. I guess redemption had come full circle. From contract merc to freedom fighter... N' by d'is point? I was d'real too. Like d'ones I looked up to back in Japan."
"Noble intentions or not... Livin' d'at kinda' life takes it's toll. Y'become jaded... N' I hate t'say, so did I. D'values of freedom I once held were replaced wid' survival. I became consumed with it. It was me 'fore anyone else... How did I get d'at way d'oe? Started when I was marked AC... Again, then Bottlestreet fell. T'dis' day... Only... three of us? Of 'least... twenny? All but dead. Next group I was in? Same fate. And us same three peeps from Bottlestreet are d'only ones that survived. I lost contact wid' d'em two afta' d'at. D'ey was also AC, like me. Assumed d'ey was both dead. 'Til I met one a'd'em later in life n' heard rumours of d'otha' active ova' in Spain. But anyway... Afta' d'at? I bounced 'tween groups. N' I started t'consider myself a curse. Every group I joined? I came out the sole survivor. Think d'as what started t'jade me... I started t'care less 'bout people, focus more on myself. Survival was all I knew and It's all I could do at d'is point... I didn't wanna' curse another group..."
"Eight months went by, but what a long eight months. On d'run, constantly hunted, yet food n' shelter was never a concern. I... Hah was a bit of a legend in d'ose times. Lotta' people knew my name. N' any rebel who could put a face t'd'at name n' d'story it came with? Was more d'an happy t'help me out. Why? 'Cause they wanted someone like me at their back's. But as I said, I remained distant, I was a curse on groups. I acted solo, brokered info 'tween cells, helped 'em from time to time with ops', gave advice...sighs I wish d'ey neva' trusted me...I can't tell y'what happened next, lotta' details best left unsaid, but... a deal was made. And I will go on d'record n' say It wasn't a chump deal most people try n' make. No... D'is was a well calculated n' thought out plan d'at ended with my citizenship re-instated with no punishments. The will t'survive can corrupt even the best of us... And I wasn't d'best t'begin with..."
"My new life wasn't so easy t'start. I said before, ghosts have a funny way of hauntin' you. Dead friends, people dead by my hand... And... witnesses to my old identity. I learned d'hardest way d'at my plan was not as well thought out as I had thought. Sure, it worked. I survived. But I was still just surviving... Pair that with... a guilt like no other, while also still havin' t'beat y'enemies n' add more faces t'those I see when I close my eyes...? And... Keep it secret d'is time, unda' a close watchful eye as an ex-AC? Most stressful time of my life... But I again...survived. N' I lived t'see d'otha' side. Peace. No one was left alive t'know my name. Bar a few I trusted. I could... retire. Try n'... enjoy a quiet life. Got work in the various cities I went to. But... All I found in d'quiet life? Was regret, sorrow n' the bottom of yet anotha' empty bottle."

Chapter III - The Survivor (Willard's Story - Present):

"By now, I've been t'almost every continent in d'world, done things from... Remain an AC for almost a year, Defy certain death, topple coups, out run the mist in City-Eight, kill mind controllin' aliens, rose up n' fell back down, helped stop a nuclear explosion, live through d'at trip to Industrial Seventeen... get... pft teleported to NYC by a Chumtoad. T'name a few things... I've lived quite a life...All d'while barely hangin' on by a thread. Surviving n' not much else. The same old story, from the cradle through the years til now. But now...But now I face somethin' I'm not sure I can come back from. A couple years back... I took a bullet t'the head meant f'Ron Goodfella. Pft...Yeah I survived that too. But that bullet is still lodged in my head. Wasn't a prollem' 'til' recent. Started... Gettin' dizzy, sometimes seein' double, headaches... Sigh Took a trip back to Japan, look up a few old contacts, Doctors... Turns out d'...Cells 'round where the bullet is? D'bullet n' d'ead... It's... Mutatin' 'em? They've grown into a tumor. . So now I'm a tickin' time bomb...Shit's gonna' keep growin' til'... Til' I'm dead...I dunno' what d'hell I'm gonna' do... If there is anythin' I can do...But...I know where t'start. Heard a lil' rumor there might be some old friends in a Terminal not far from here..."

Background:

Pre 7 Hour War:

Devi was born in Chicago, United States. Her mother Dellilah worked as a prostitute, which ultimatley led to Devi being born. Her father, due to her Mother's proffesion, is unknown. Despite Devi's conception being unplanned, her mother still loved her dearly. Devi and her mother lived in poverty. Constantly moving from home to home, and for a few months in 1999 they lived on the streets. Unfortunely, in 2000, Devi's mother circum to a heroin addiction she'd been suffering with since 1994, when she overdosed on New Year's Day. Devi then spent the next year until the 7 hour war living in an orphanage which she has quoted to have "Hated it there".

Early Occupation:

Not much is known about what happend to Devi during early occupation. Partly due to the secrecy of The Combine and the fact Devi never really talks about this time of her life. All we know is she was kept in a Union Child Camp until she was of age to become a regular citizen. It can be assumed she was subject to heavy brainwashing and potentially horrific scenes for a child. However, it's quite obvious from her personality and choicss in life that The Union Education had less than the intended affect on her.

Los Angeles:

In 2014, Devi was relocated to her first city, Los Angeles. Union records indicate she spent 2 years within the city, leaving in 2016. At some point in her time here, she fell in with a local gang called 'The Outlaws'. The gang mainly worked to perform petty acts against The Union and induldge in criminal activities. Eye witnesses report that the gang also liked to use the profits from their rackets to help the less fortunate in the city on a regular basis. In her time in The Outlaws, Devi met Tom 'Spike' Brooks. Spike got his name from his spikey leather jacket and boots. Spike was a little older than Devi, and was a Lieutenant for the gang. He took a shine to her and taught Devi almost everything she knows. How to fight, shoot a gun, how to smuggle, use a tattoo gun and even play guitar. Spike would later be a love intrest to Devi and eventually they formed a relationship together. Devi has quoted "Those days were some of the best of my life" when speaking about her time in Los Angeles. She's never stated why, however we know that when she wasn't working for the gang, she spent plenty of time drinking and experimenting with drugs with her boyfriend Spike.

Early Tokyo:

In 2016, Devi was seperated from her first love Spike when she was relocated to City 08, Tokyo Japan. She's quoted "I've never fully got over being seperated from Spike. I wonder where he is now?". Despite Spike having a place in her heart, she has moved on. Upon arriving in Tokyo, Devi intially spent time with a group of Russian parkourists, who taught her how to free climb. However, she cut ties with them as quick as she fell in with them when she got work with a local street gang called "The Vix". The Vix ran a nightclub, selling cocaine from the backroom. Devi would assist in running the club and facilitate cocaine deals for the gang. During this time, Devi became a local celebrity when she joined 'The Red Lantern Fight Club'. This is where she infact picked up the name 'Devi', as it was her stage name in the ring. She quickly established a name for herself. Beating opponent after opponent of men much bigger than her. But her fame came from her title fight when she fought a coke fueled maniac known in the ring as 'The Duval'. Contrary to the odds, Devi beat The Duval and was crowned champion of The Red Lantern, and awarded a golden championship belt. She would later retire a few months later. Her reputation in the ring gained her a lot of attention with the local Yakuza and Triads. The Kobayashi and The Tongs. This would later work in her favor, as the leader of The Vix was arrested by Civil Protection and killed, and The Kobayashi, who were Kings of the city, personally saw that Devi would succeed The Vix throne in hopes of a profitable relationship, as opposed to the previous leadership. The rest of The Vix all liked Devi. Paired with her likability and fear of her Yakuza friends, her takeover was smooth.

The Queen of Tokyo:

With Devi now the head of The Vix, she was going places. Especially with her strong ties to The Kobayashi. With these connections, she built contacts in The CCA and Civil Protection, having various corrupt officers and politicans on her payroll. Using these connections, Devi might have pulled off one of the most succsusful rackets in post 7 hour war history. She managed to push a legislation for 'Legal Highs' in her nightclub. Which were really just alcoholic drinks spiked with various narcotics, mainly cocaine. It is this racket that made her hundreds of thousands in Union Tokens. (City 24's physical equivelent of digital credits). It's also rumoured that she was behind the riots of 16'. Which was a city wide riot, sparked by anger of the former Vix leader's death. Devi's suspicion in the involvement came from the fact she hosted a free party at The Red Lantern in honour of her bosses death that very night and loaded the guests with free drugs and booze. Whether this was with the intention of starting the riot is unknown. But the evidence aginst her is pretty strong. The riots were responsible for multiple Civil Protection and Citizen casualties along side countless injuries, property damage and several businesses being destroyed. The only ones left untouched being Devi's and The Kobayashi's. The riots ended after 2 hours when OTA swept the streets going weapons free. Photographs from a scanner show Devi sat with Counciller Kugo and various known Kobayashi members, watching the riots and sipping cocktails from the Kobyashi House penthouse suite. Several days later, Devi gave a city wide speech denoucning the riots. Though many claim this to be out of either greed, to cover her tracks or both. However information was leaked that Counciller Hoffman payed her 100,000 Tokens to give the speech. It should also be known that during this time she used her influence to open a second business, Devi's Tattoo Bar, which she employed Josh Keith to run on her behalf. Despite her infamous reputation and royalty status in the city, she met her downfall in the end. She picked up a ferocious cocaine habbit, reportedly snorting up to 4500 tokens worth per day at her peak. This led her to have a series of mental breakdowns, commit brutal murders, vicious assaults and countless violent outbursts. This caused The Kobayshi and The Tongs cutting ties with her, along with her CCA contacts and Civil Protection units, due to her high profile and brazen image.

The Last Months of Tokyo:


Devi eventually ran herself underground, leaving all her businesses behind and her money stashed. She lived in the sewers amongst the resistance cells and refugees, where she continued to feed her raging cocaine habbit. This eventually resulted in one of the most horrific assualts city 8 ever saw. One day, a local tribesman managed to aggravate Devi's cocaine fury, which led Devi to throwing a molotov cocktail at the man and burning him alive. The worst part about this was the fact he lived through the ordeal and was left horrificly scarred. The local resistance cell, The Marshals, caught her red handed. The Marshals liked to impose law amongst the refugees and keep everyone fed and safe. Much like a pre war government. But because of Devi's action, she wound up in The Marshal's prison. This however worked out for the best, as she was forced to quit her cocaine addiction and eventually was able to see her life clearly and change her course. Upon her release from prison, she started a rebel newspaper called 'The Underground Echo'. Of which she released several issues of local news in and around the sewers. She's also reported to have done the odd job for a resistance mercenary job broker named 'Strelok'. Mainly a job which involved killing a group of cultists. However, this new found life didn't last long. Her past crimes caught up to her, and her old enemies came to collect their dues. By the skin of her teeth she managed to escape their grasp, leaving the last remains of her empire behind, when she pulled in one last favor and got herself a ticket to the glamours City 24...

The Story of City 24 Thus Far:
(The Story From When I Joined Willard)


When Devi first arrived in City 24 she was hooked on narcotics again. She was ridden with guilt from her past and wanted to escape the nightmares of the faces she'd once murdered or hurt. She lived in Inidgent for a while, living rough. But then, she was reunited with Josh Keith. Her old friend from City 08. Keith had continued her tattoo bar under his own name, and employed Devi at his store. This gave Devi a much needed lease of life. A purpose. Something to make her happy. She eventually quit her addictions for a second time, with the help of her friends and work. Eventually this fell through and Keith disappeared along with the business. Devi hopped from oppertunity to oppertunity until reopening the tattoo bar again under her name like it was originally. She however opened the bar in Indigent. Because of the amount of time she was spending in Indigent, and because of her friend Fabu, she made contacts within The Bottlestreet Gang and began aiding their resistance efforts, before being invited into the fold. She was a smuggler for the group, being the middle man between Bottlestreet and the smugglers underground we all know and hate for never being there when we want them to be. When Bottlestreet fell through, Devi followed Tinker and his group. Where she works to this day. Her life in City 24, and getting over her past in City 08 has matured Devi. She's more prone to reason and level headed thinking. And she even says things like "Yo" and "Dude" a whole lot less now. I wonder what the future holds for Devi?​
