Add Craftable Zipties

As of right now zipties cannot be obtained by smuggling or crafting. Add them as a level 20 craft/whatever smuggler skill so resistance groups have a means to deal with loyalists/pro-union individuals. Very difficult to effectively search or capture people right now.

Naturally the first question most would have is how these could be abused, however zip ties were never a problem at nebulous so I doubt they will be here.

They let you /charsearch anyone without having them accept or decline, could be abused by people to take shit from AFK people.

If this gets accepted, then automatically being able to search tied people should be removed. At least for citizens. Too easy to abuse otherwise

This yes we've got /charsearch while the zipties could be abused quite easily so we avoid it in crafting
