The Purpose of OTA in City RP

This has been a growing issue as of recent, the topic of how OTA are meant to function in HL2RP, specifically within City RP. There's a lot of different ideas being thrown around, and that's why I'm making this thread, to compile all that discussion into here. I hold my own opinion of course, and I encourage you to share yours as well, either in response to mine or of your own thoughts to the matter. But, since I'm starting the thread, I'll go ahead and give my two cents below.

Overwatch Transhuman Arm in City RP

There's been this idea going around that OTA characters should be allowed to remain flagged on, even if they aren't in use. The purposes for this are usually:
- To walk/patrol specific areas.
- To guard certain areas. (Standing in one position)
- To act as internal affairs for Civil Protection.
- To act as bodyguards.
- To establish a sense of security.
- And more I may have missed.

These are things that can be done, but in placing that in the OTA, I feel a very poor choice is being made.

As some of you know, I'm huge on Citizen RP. I've explained many times before how I am 99% certain that Citizens are the primary, priority faction on the server. No matter what. I won't go into why I think this here, but I'll gladly discuss it on Discord. Either way, with Citizens as the primary characters, you have to have factions to prop them up and support them. This is why factions such as Civil Protection, City Administration, and even OTA exist, to give that truly authentic HL2 feel, and to make their roleplay engaging and variable.

But when it comes to actors in a play, you have your protagonist, and then your side characters. And with side characters, you have your major supporting characters, and your minor supporting characters. OTA, I strongly believe, is a minor supporting character in this act.

When you look at factions and how important they are to City RP, you have to consider what their purpose is, and how they interact with Citizens. When factions are proposed as well as positions for those factions, you have to ask, what is the purpose of this faction or position? Does another faction do their job already? Is this position useful enough to justify its constant presence or will it simply be a spot for someone to jerk their cock off on in a powertrip fantasy?

So lets apply it to OTA. What is their purpose in Half Life 2 Roleplay? They are obviously part of the Combine, and what we can determine is that their presence definitely gives that Half Life 2 feel. So where does the puzzle piece go? Naturally, we already know this. They are brainwashed, combat machines. The Civil Protection are police, but they are only human. They may not be armed and trained that well. The puzzle pieces position is made clear when you realize that OTA are weapon. These aren't meant to be characters, they are meant to be a tool when CP fail, or when an encroaching force is simply too powerful.

But there's this sentiment recently with allowing OTA to be flagged on constantly. Why? For what purpose? I'm tackling these reasons one by one:

OTA should be on because...
They can act as bodyguards to the City Administration.
Why? Yes, OTA are tasked with guarding critical assets in our lore, but this doesn't warrant their position as a bodyguard. The Nexus is a very safe building. It's hard to penetrate, is swarming with units, and has an AI constantly watching its interior. Even amongst the Civil Protection, the Rank Leaders are constantly looking out for corruption, and the Director of Internal Affairs is taking an even closer to look to root out any betrayal.

This of course doesn't mean that the OTA can't perform a security detail. If Dispatch finds an intruder, if the Overseer suspects treason within the force, if a large threat is in the area, then of course OTA can flag on and perform a temporary security detail until the CA is evacuated or the threat is neutralized. Similarly, if the City Administrator, a very valuable asset, wants to go among the populace, they can have an OTA detail guarding him, a very formidable and threatening bulwark against anyone who wants to even try taking him out.

But this does not mean OTA need to constantly be on. The CA is usually safe in their office. Furthermore, his Directors aren't really considered valuable enough to warrant an OTA guard.


They can act as an internal affairs enforcer in the Civil Protection.
Why? This task is already handled by the Rank Leaders, and if need be the Director of Internal Affairs. It is their responsibility to sniff out corruption and deal with it. Even Dispatch is easily capable of detecting treason. OTA have no purpose here.

They can act as security in the Nexus, or in the Streets.
Why? Sure, in lore a Citadel might have OTA in its more critical locations, but what does this really serve on an RP server? The Civil Protection are already meant to be the security on the streets. That's their primary job. The Nexus is also, as stated before, a very secure location swarming with units.

They are meant to enforce the law.
Not a common one, but one I've heard. Civil Protection already take this role in the act though, and taking that away from them is only robbing a more important faction of their responsibilities, and instead replacing a unit with an OTA soldier who can barely interact with Citizens unlike a CP unit.

They look cool.
Maybe, but wouldn't they looked cooler if they were an uncommon sight? You look at a painting enough, it loses its surprise and wonder. You listen to a song too many times, it grows old and boring. This is what will happen with OTA if you bring them on simply because they are aesthetically pleasing, but even worse, the negatives far outweigh the positives...

Why OTA should be scarce, and only used for their intended purpose. The negatives to constantly being flagged on:
What is their job?
The role of the OTA is to be a weapon. A shock trooper that can go in, clear a building of any hostiles, and get out. These hostiles are usually those that the CP are either incompetant against (an enemy that is proving victorious against the Civil Protection) or unable to handle in the first place (militarized resistance forces and Xenian creatures such as Antlion swarms and other large predators). They are not meant to take on petty criminals, small groups of unarmed anti-citizens, riots, the occasional Xen creature that comes up from the sewer, or even armed anti-citizens so long as they can be dispatched quick enough.

Notice a pattern in these responsibilities? These aren't issues that are common in a City RP server. So why in the world would OTA be on if these responsibilities are taken care of?


They are not characters.
This is not meant to be a downer on OTA players. Hopefully, those who applied for OTA had already came to this conclusion, because it is the only logical one. OTA are brainwashed combat troopers. They are not capable of being a character. While one could argue that HL:A proves they have a personality, this becomes moot when you realize that this is only among themselves, in times of low-activity.

In relation to other characters- they have no relations! Their personality is non-existent in the face of a foreign body such as a Citizen or CP Unit. They are simply told to go away, be quiet, or to leave them alone to perform their duties. What a great interaction right? They have very little emotion while performing their duties. They are unable to form a relationship with anyone, and they barely remember (or at least don't care about) who they are as a person.

OTA are not meant to be characters. So why have them on? They are essentially wasted slots.


They don't have potential for any responsibilities that another faction doesn't already cover.
Civil Protection guard the Nexus. Civil Protection perform their own Internal Affairs. Civil Protection patrol the streets and stand guard at hardpoints. Why would you want an OTA there? Cause it "looks cool?" These are characters mind you that can't interact with people. In having an OTA character on, you are wasting a player slot that'd be better off playing on a CP Unit, who can actually form relationships and talk to other units, or even citizens.

They don't have any use for actual Citizen RP.
This is a huge one for OTA. If a faction isn't supporting Citizen RP, then why have them? It has been established before that Citizens are the most important faction. OTA:
1. Cannot be friends with a citizen.
2. Can't form real hatred or dislike towards a citizen.
3. Cannot talk to citizens.
4. Cannot assist citizens in any way shape or form.

So why in the world should they be flagged on? The only time a Citizen should even be seeing an OTA unit in the first place is by a City Administrator's side, or in combat when the OTA arrive to fuck them up for being an Anti-Citizen that got too far.


They are a waste of a player slot that could be occupied by something better.
This layers on top of previous reasons. OTA do not appear on the scoreboard. They don't contribute to the server past their primary purpose. Why have them on? That player could play a Civil Protection member instead, who interacts and roleplays with Citizens. They could play a Citizen instead, who can actually take part in the server. If not for the roleplay, then to at least give the impression that there are more citizens around than not.

To clarify, this is not an issue that can be ignored because "We have 60 players on, why care?" It isn't just a matter of wasted player slots. It's that you could be playing a character, or at least be on a character, that can be interacted with by others. Remember that for every citizen, there has to be another citizen or CP unit to make proper fully interactive roleplay. "We have enough players, who cares about 5 OTA?" is not an excuse, because the number of players playing Citizen/CP isn't the only issue we are addressing when an OTA needs to flag down.


Conclusion
In the end, it all comes down to this: Are we here for City HL2RP? Or Military RP? OTA are not natural in a city. They aren't meant to be police men. They aren't detectives or commisars. They aren't your average guard or enforcer. They are shock troopers, and you don't find them on the streets or among a police force. If you want to walk halls endlessly or stand by a hardpoint for hours, then in my personal opinion you should just go into single player, put NPCs all over a city, and do it there, or join a Military RP server, or at least do it on a Civil Protection unit so others can roleplay with you. The last thing we need is an entire faction's theme ruined because we decided that they should be out doing useless things or robbing the opportunity that others could have taken part in.
 
I dont agree to give that freedom to a 20 slots faction that is meant to keep the balance in game.
All these points doesnt go well with my system at all. They should be there on speed dial for me when we fail at containing proper threats. Other than that, the dev of an OTA needs to be limited.
No need to give them too much freedom imo.
 
OTA are used to protect high level infrastructure such as the Citadel, NP, Specialized Hardpoints. They deploy to the Outlands to reclaim the area around the city and are used in high priority raids with the assistance of other Augmented forces. In my opinion and what we have seen from the game, they are not located in the city itself but are inserted into the area via dropship or other vehicle. Thus, we don't need OTA to be beep bopping around. Rather have more Citizens or CP's to interact with than deathwatch.

I feel this logic could be extended to other character types that are not directly contributing to any sort of experience or are in excessive numbers (City administration, excessive amounts of civil protection, NPC bird characters if those exist here, and so on).
 
Same as above - I'd much rather have extra players on characters/in factions that the rest of the server has to actually interact with a lot.

Unrelated to this thread in specific, that's my philosophy for it all. If it isn't Citizen and isn't needed, it can go. Nobody gains any meaningful RP from zombie, antlion, or bird characters (and OTA for that matter). Citizens cant RP properly when there is five million CPs on. Excess administrators don't do anything helpful, and even the ones on are useless if they aren't doing something for citizens.

A server with a huge heavy scoreboard of 45+ Citizens (including biotics) is much more appealing than a scoreboard with ~25 Citizens, ~20 CP, 5 administrators, and then just weird shitty Xen slots or hidden OTA units.

I agree that OTA should not be online when they are not needed and can not contribute to roleplay. But a simple rule is not necessarily the best way to fix this. Sufficient education about when and when not to flag on through experience is a way to combat this, I think. Such free space for OTA currently exists in the un-updated guidelines.

The time when I would see a rule of this kind be necessary is when the OTA is not a support faction of like 10 guys. Having more than 10 people for such a deadly faction is quite powerful. And the effort to maintain each one's satisfaction and efficiency is a completely new challenge. This is where I would see such a rule be useful. As any faction/product should be, it should focus on quality over quantity at all times. I generally the support thought of a rather small OTA force to make them more of a unique sight, as you said.

Additionally, this whole topic of discussion has a connection to how much free space OTA get for their IC development. If OTAs are able to be characters, then they will automatically get this rule removed. And this is exactly what Marshal proclaimed will be happening.
I do not think OTAs should receive much of character development, at most they would develop this character on incredibly boring duties like guard/observation missions. And of course they could be able to develop their character in the nexus, but other than that, there aren't a lot of options.

We don't know what will happen in the end but that's all I got to say right now be.

This concept of OTAs guarding city areas was established in the early days of Nebulous (if I remember it right). It was a bad idea, a good platform to minge on (throw cans at the soldiers and do other provoking things). The OTAs started to shoot at the minges and this caused chaos. Anyways, they will serve more as exhibits than guards.

I don't understand this concept that OTA have to be characters. It has always been accepted that OTA are transhumans. They aren't human anymore, or at least borderline human. Even if we gave them personality, it's not like they are using it to just chat away with Civil Protection or Citizen, especially considering that doing so is a distraction to their job. I feel we're making a huge mistake allowing this, and the worst part is that it isn't even needed because if you want to play an armed, brutish hardass you can just play Civil Protection.

This notion of allowing OTA to be on just feels like a power flex, a means to play some "big scary dude" (which is then weakened by giving them a personality? <- Is this an excuse to have them on?) just by notion of having the whitelist. In reality, it should have been known and accepted by both the OTA lead and anyone who applies that OTA are, naturally and logically, meant to be tools that were given to them because they volunteered to fill the role when needed, and showed an understanding of Combat RP and Combine structure.
 
Consider the mission in Half Life 2 where Overwatch Soldiers were seen garrisoned in the interior of the Nexus complex.
No, they do not maintain a regular appearance in the city: maybe you might see them amble over a catwalk or far off in the corner of your vision past a forcefield. This vague presence is intimidating because you do not directly interact with the Transhumanist but you understand that they are fully capable of being there.

Soldiers are not intended to administer the extent of the law, they are the strong-arm of Unification and the endgame for the population of humanity that still stands on Earth, alive and 'well.'

Having your administration and civil protection-- if they are allowed to engage in some form of roleplay inside of the Nexus interact with Overwatch in small ways can make bigger strides than you would think. This is worldbuilding.

No, OTA should not be online if the playerbase is unhealthily mixed between a handful of citizens, cops, and then vortigaunt gulanga boys.

Transhumanist do not share the same identities that they had before induction and becoming subsumed. Consider the differences between HL2 and HLA combine soldiers. I believe Half Life: Alyx established more personable dialogue because of the year the game was made in: A VR experience where your only enemies spoke in consistent jargon would be disinteresting for a lot of people.

A healthy mix of the soulless, utilitarian transhuman arm and the vulgar, more passioned emotions of Alyx Overwatch could make for good roleplay.
You do not have to be like a normal person in order to still share feelings of loyalty to your Benefactors, feelings of fear or self-apathy for failing in your mission. This does not mean you will share drinks with civil protection or the suits who appear on broadcasts.

Maybe fraternizing between your transhumanists gets eavesdropped on by an enforcer, maybe then whatever was being discussed is whispered about by others.

This builds a world.

Before I touch this quote, I will say that I agree with mostly everything you said. Technically you're right, it does build a world, but the issue I find here is a matter of "Presence VS Potential". Sure, the OTA have a very strong presence, as you have noted. They are transhuman soldiers who are incredibly powerful combatents, and just them being there is a sight. But what about their potential? When I say potential, I mean their actual ability to roleplay. This is where I find OTA to fall very short.

OTA are still transhumans. They are meant to be disconnected from the human species to some extent, and while people do like to bring up that they were sociable in HL:A, this was only seen between other OTA. On a server, you can't have OTA who form connections that well without beginning to break theme. What is an OTA doing out of stasis anyways if they aren't doing their job? And if they're doing their job, why would they be distracted by a CP unit, let alone a citizen? This is where my issues are with OTA being on. OTA are not naturally inclined to talk to CP units, and if they are, they are breaking theme. But that isn't even the real issue here. It's that OTA aren't characters that can interact with citizens. The CP don't need support character to help their RP, at least not in any capacity that OTA can fill. But OTA won't even talk to citizens, so why bother having them on? This is why I don't find ratio or population to be a factor in this, it's their potential for RP. It's why you can have 100 people on a server but 5 people off doing nothing is still 5 people that others could roleplay with.

This wouldn't be so bad, if there wasn't an alternative. Most OTA are expected to also have a Civil Protection unit as one of their members. Why don't they just play CP? You can still be a hardass, militarized, armed individual as a CP unit. Sure, you may not have the presence of an OTA, but you have far more potential to RP than an OTA unit does, and I find potential for RP to be much more important than "I'm transhuman soldier who's super cold and powerful" (Except not that super cold since they can talk to units now I guess?)

Besides, what is the point of glorifying and constantly viewing an OTA's presence when, naturally, that presence will diminish to nothing after a while? No one's going to think OTA are tough and scary anymore when they've seen them all the fucking time.

Overwatch roleplay is meant to be a buttress for other factions while also mingling between one-another, as mentioned in my prior quote.
Everything you said makes sense, your counter-argument/position makes sense: what are they going to be useful for in story writing that isn't seen in the other characters?

With a city administration faction, they act as a watchful guise and supporting group for protection inside of hardpoints such as the Nexus. I don't believe they should be anywhere outside of their assigned points of interest: civil protection can handle security details if administration members decide to go on a stroll and ask for it.

I think people draw too many comparisons to terminators and Master Chief when seeing the term 'super-soldier' labeled on Overwatch. They are super in the fact they do not need to sleep or eat, and they don't require as much moral reinforcement when suffering injuries in the field of duty. They are experts in tactical regimens and operation but they aren't going to be lifting 400 pounds on their lonesome: you can see Overwatch functionaries lugging cargo boxes and such together like ordinary people. In short, they are called super-soldiers because they do not need breaks or comforts, their training is engrained on a physical level-- their brains are permanently altered.

The Transhuman Arm is the apotheosis of the Union; the highest point of loyalty, the peak of transformation for the human race at that point. I am sure that breeds a sort of rivalry between themselves and protection units in the city: regardless if the feelings are reciprocated by the transhumanists themselves. Seeing them can incite disgust or curiosity in the enforcement and citizen caste alike, and caters to the server as a whole.

As for their image: it does not have to be secretive to be effective. It is a reminder of who is in control and what will happen if humanity continues on their path to complete integration in the combine empire.
 
A comprehensive and attractive rework guide for OTA is currently in the works. I urge everyone to wait for this to come out before they start making threads assuming things about the faction.
 
Apparently, the decision has been made by the OTA leads to not have OTA units on constantly, a decision I am personally thankful for. As such, this thread is kinda moot. Requesting that the thread be locked. @Robert @Imperator RAD-X
 
A story with only it's protagonists as its characters is not a story. You need support/secondary characters to help build the story of the world around the protagonists as well as build the protagonists' stories.

OTA have their role. They have their job and their "part in the play." This doesn't mean they need to constantly be on. They are naturally not capable of City RP past their function because they are uber professional killing machines that don't want to talk to anyone except their own about their job, whether you roll with HL:A OTA or HL2 OTA.

In short, flag onto a Civil Protection unit. Before the point is brought up, it was not Spine's decision to allow people to join OTA without a CP unit, which is quite frankly ridiculous since OTA has ALWAYS been a sub faction of CP, where any server required that you have a CP unit before you get an OTA unit.

Have no clue why that is the case, really.
 
Since the server isn't even open yet, it kinda makes sense to let people who don't currently have a CP unit apply for OTA, as CP apps aren't open for handpicking or IC and some people might not have interest in joining OTA yet. But if it is made the case that only people with CP can apply for OTA, before the server opens aswell as after, their spot should be opened up on the CP roster
