Notices NEW CHANGE, NEW ERA - EXECUTIVE ORDER NO.06

The slums definitely shouldn’t be the center for RP but I think this policy will make that the case.

What I think will happen is new players will join and be discriminated against, and instead of trying to work their way up into the loyalist ranks they will just flock to the slums anyway.

But I could definitely be wrong. Most characters don’t actually have IC motivation to do what they’re doing. A player will usually have already decided what they want to be before they even make the character. (E.g. I will make a [loyalist, rebel, criminal] and I’ll be damned if my character has an actual reason to do such a thing!)

In that regard, I think this policy just reinforces the slum players and the script farmers’ OOC play style with an IC reason for doing it. And while IC motivation is good, having this motivation in particular contribute to more people in the slums will be bad.

i am surprised someone discovered a way to make grinding social credit even less incentivizing. now you're forced to choose between afking in victory or being relegated to indigent at the risk of being subjected to obscene racial slurs if you dare leave

that's not even touching on the shop issue raised above; 'ic is ic' and it maybe being a realistic response is not really good justification for making citizen gameplay (already pretty dire sometimes) objectively worse. i would reconsider this one
Just don't blow up RDT. Its sinple :smug:

i think ironically it is loyalist characters who get hit hardest by these sanctions, and i somewhat doubt most (perhaps all) have ever been involved in blowing up the RDT

I spent two days solid - I wish that was an exaggeration - trying to get a single unit to give me one last job to push me over 125 SC to be able to apply for Civil Protection when apps open IC.

It felt like pulling teeth. Almost every single cop I went and asked about it either ignored me or just brushed it off. Like, I'm not doing this because I want to be bothering you IC or because I want to grind, I literally just do not want to miss the app cycle when it opens to apply with this specific character and have no other choice. But to those cops who did RP with me, did engage and did the chill thing of giving me those last two points, you are legends and it was a fantastic scene.

I get the IC response to the bombings and stuff but at the same time - most RP happens in the slums. I can go to the slums and get involved with some passive at basically any time. I can't do that on the main streets.

Hey, guys tier 8 loyalist here!

Things I like to do!
  1. AFK at Victory
  2. Yell at slum people and get pked!
  3. Not be able to go to slums!
  4. Getting yelled at by nasty slum people!
  5. I also enjoy calling cps saying people have bombs in slums!

City is boring.

Ppl AFK for rations or just don't talk to you when you talk to them, CP's are bored so they harass you extra hard because your not just another NPC or afker, and workshifts are god awful 90% of the time.

Meanwhile slums has some of the craziest characters ever like Pegul, homeless shelter, humanitarian groups, crazy gunmen, refugee's, etc.

I mean IC is IC but this is hilariously not gunna do anything.

it's not like we had that whole futurist storyline that embroiled the city into politics, of which everytime it tried to do anything radical it got destroyed by tally-ho rp

The city thrives when there's incentive by everyone to get involved in the city itself including subsects of RebelRP - gangs, deals, etc - all of which then ripples back out to everyone. Nobody gets left out or side-lined because even without being directly involved you can get roleplay from whatever is going on.

That isn't happening right now. The Slums have been made more and more attractive for people to go to as all of the big city plotlines and stuff have been dried up or killed off due to IC actions, and this really isn't going to fix the problem. In fact it makes it worse, because cops invariably find reasons to go into the slums to get RP for themselves constantly and annoy everyone.

The city doesn't have to be as boring as it is, but stuff like this only worsens the issue.

I mean who wants to go out of Indigent if all you'll get is AFK and harassment.
There is no middle-class ( Like it was for the longest time. ), its basically you are in or you're out. You can't play a regular Citizen anymore, either you're a Outcast / 'Underclass' or a Loyalist, Its stupid. Really stupid.
Tier 1 barrier to entry is even more fucking stupid. I don't know how anybody thought 125 SC limit being both the point when you can no longer access BASICALLY HALF OF THE MAP ABOVE GROUND, and soon with V4. It'll be 2/3rds of the map.

I do agree that this only causes people to stay in indigent, and more people to flock to indigent. My only loyalist char has been completely ruined because CPs are bored and need to harass someone who ISNT afking. I literally had a unit come up to me and fine me credits because of my shop name.

imo, the middle class should be people with 100 SC
the underclass is 90 SC and lower.

the class system should go like this:

Upper Class "Collaborators" = 200 SC & T4+
Middle Class "Labourers" = 100-200 SC
Lower Class "Underclass" = -90 SC

EDIT:

I think the more time goes on the more this idea is really gonna get worse, social classes like middle, upper and lower class need to be formed by players, not through systems that end up fucking over people, the old SC system worked perfectly.

Yeah, it's been a few rough weeks for playing a non-rebel/non-loyalist citizen.
  • The EO didn't create any social conflict, my char's only been insulted as a slummer once, and cops are more inactive than before because of the empty streets, so no random searches either.
  • The thing with aliens coming out of the sewers in Triumph would have been a cool thing to keep escalating until the map change where Triumph is ICly being demolished, but it only climaxed asap and the only thing citizens got to do was bunch up in the Triumph tunnel trying to catch a glimpse of the action (or maybe that's still an active threat and it's just not obvious yet, I hope).
Maybe make it so that membership to any of the militias that are currently shelved becomes a more viable shortcut out of the Underclass than the current 'AFK until next workshift' grind. Then you make the militias do the actual belittlement or whatever breaks the boring status quo.

Republican Guard Commander speaking here.
That is an idea, the problem is that CCA is not implementing any benefits to joining the Militia right from the gecko. They are pushing any benefits and implementation of legislation until the Militias return.
Believe me, I came to them with a list of ideas to incentive enlisting, employment protection, loans to business', SC increase, Civil Partnership, alot of cool things that would've played in part with BOE & BOL. But none of that will be coming to pass, and we'll probably see some basic veterans benefits which were granted to the Arteria-Arm months months prior.

Basically, you're not gaining anything expect some RP for now by join Militia. I'm trying my best in the limitations to provide training, thankfully with the amazing folk of CWU leads @Leudoberct, @Coroneljones and CWU workers who've volunteered to provide RP in forms of training.

Yeah I'm a sucker for anything resembling military roleplay and expected nothing more than that. But at the same time, reading that is a shame, because you could grab militias, make them more political, come up with any ideas to make them engaging and you'd have a new way of climbing the loyalist hierarchy outside of workshifts (with way more interaction between players, I bet).

My character got his first charge because of this order today, only because he wanted to work his job that is just a small walk away from the entrance to Indigent.

This order is ridiculous and even after only one charge I'm tired of it. It's ruining RP and just producing more slum RP. Literally only see people crammed in the slums instead of being out in the regular part of the city.

IC actions should not come at the expense of the player's fun. I acknowledge some may find the order not to be an issue but I think it's clear where most of the community stands on the order.

I'm not even a rebel, don't care for the script farming playstyle at all, but come on. Restricting people from traveling the map is boring.

Okay, I will spare you all from my 11 at night ramblings. Goodnight all.

It might be polemic but I got to say it.

Since this order came into abound, most of my friends have ceased playing because they feel they'll be too limited on where they can go or how they must play, this with the upcoming map change plus elden ring release has proven to be a mortal wound to their hopes and dreams regarding Willard.

The main case is of a man who had farmed around 150 Soc Cred, why? Because on a previous punishment the CP warned him that he either got his record clean or he'd be amputated upon next offence. So he began working shifts to improve his credit.

Now, he's told he can no longer roleplay in our shop (the pawn shop at the slums) without risking being punished by the CP. Which could lead to his amputation as he was pardoned of it last time with the subsequent warning.

What has this resulted in? He's gone, he's not playing anymore as all he could do is ask for Soc Cred reduction so that he being in the Slums would no longer be a criminal offence.

But then one's gotta ask. Why the fuck did he spend so much time in the workshifts? For the friends he made in there? It's just absurd that he's now being punished for following what the CP's told him to do.

So he's gone, which made the friend he brought stop playing, so that's two peep gone.
Then I am mostly alone in the shop, can only play during my work breaks. So in the end? In the end I end up playing Elden Ring almost exclusively as I can't do much because the guy who left had crafting at maximum. What do I have? jackshit

So that's three gone, then what happens? My cook? My cook needed me to do smuggling runs, bring him ingredients. But alas, I am gone.
So what does he do? He leaves too. He leaves in a ball of fire and anger, that's five gone

So now we got just one guy who regularly play. He's trying to reel us back in, but every day he tries at the end he ends up complaining about how the status of the rp has degenerated, claims to want to quit. He just can't, he's weak willed.

But the shop? The shop as a concept is gone. It remains only in spirit, yetit's production is gone. This was an enterprise which mobilised 6 players daily at it's core and 4 various associates which liked to hang out with us.

Now all that? Gone. Why? Because the fucking order said if you got High social credit you can't hang in the slums.

And just before that we had been told IC that we either got high Social credit or we'd be shot sooner or later.

So now half the work force can't legally come work here, and there's no reason to RP in the city itself as the main problem HL2RP has had since it's inception persists by it's own very design.

It's just not fun to RP for a long time in a dystopian society. Because for it's very nature it seeks to repress your joy and fun.
And once the novelty of the flashy concepts and lights run off. It's just fucking boring for most of the playerbase.

So yes, in definitive. I believe this Order is stupid.

The part with the insults, the discrimination. That's cool, that's dandy. That provides RP opportunities.

The part where you are phisically confined to a section of the map is realistic. Yet stupid for a simple reason.

This is not a real city. It's a Gmod map. It has like 4 streets, if they take one of these, you've lost access to most of the server content.

You may say they can risk it, they can smuggle along. But most folk are just not that willing to farm a character in the first place to then have to risk it on something as basic as standing behind a counter, because let me tell you. Shopkeeper RP was only fun as long as we all got in and could shit talk each other in arabic while we waited for customers.

Aside from that, it's just doing /actstand 3 and waiting.

What this order has added to my immersion is that now I am alone all day.

So from here I call for it's repeal. In game orders should not alter physical gameplay. Only psychological one.

Make rules that affect how you feel in the game, that add to the dread.
Don't make actual dictatorial rules which limit my freedom. Because this is a videogame. I can't flee City 24, it's just the skybox out there.

So this is that.

I tried to warn about it :( my character works (worked?) In INDIGENT so I'm just staying off of it, he is also in thin ice because of another violation in the past which means any violation could have him pk'd, so I'm just not playing
