Implemented Breakdown Cigarette Pack

Empty cigarette packs don't do anything once you've got them. You can turn it into a Relabel pack but it doesn't give you anymore cigarettes, and now that the incinerator's been locked off due to instability issues, the cigarette pack will plague the trash as something not even script rebels pick up. I suggest it be broken down into either one plastic garbage or one cloth rag.
