The Empowered Enforcement Act.

The current approach to handling malignant elements within city 24 falls short of those in many other cities. To the point of lawlessness in certain districts and an unchecked epidemic of terrorist activities.
Loyal citizens and collaborators go punished as a result of fringe elements with incredibly arbitrary punishments, suspension of rations, while the areas which spawn the most anti-civil activities are ignored.
Additionally, anti-citizens utilize the lax system of social credit to obtain and subvert the collaborative classes, this must be addressed as well.

§1. Abolition of unnecessary ration suspension.
City 24 shall no longer suspend rations, and instead take action directly against fringe elements.
Criteria which currently leads to ration suspension shall instead be used to justify a thorough sweep of the Indigent zone, targeting the source of unchecked malignant elements, rather than starve the working and loyal citizens.

2. Additional security measures.
Within Indigent, several surveillance cameras shall be fitted in areas determined to be of high foot traffic.
Destruction of any cameras within indigent shall determine armed anti-civil activity and justify a sweep.

Checkpoints shall be established, allowing for civil protection to more easily search and question suspicious individuals attempting to enter or exit indigent when the need arises.

Organization of a counter terror armory for civil protection, including rifles, superior body armor and any other necessary equipment to meet the threats found in indigent. Allowance of large patrols to enforce law within indigent, with frequency, size and organization decided by civil protection command.

§3. Restructuring of Social Credit reward criteria.

Social Credit shall be capped at a maximum of 2 for rewards pertaining to work shift service, or work desk participation.
In replacement of this, 2-3 additional social credit shall be awarded to citizens who provide reliable information on anti-civil activity, at officers discretion.

Information which directly assists in the capture and conviction of an anti-citizen for "red tier" anti-civil activity shall reward the reporting citizen with an additional 5 Social Credits.

I'm just getting slightly bored of endless funny admin rebel bomb events and losing rations because they left clicked with the dynamite toolgun. Can you blame a guy?

90% of those "admin" bombings are actual rebels (me actually)
 
Upon further discussion, it would appear the combine need to be incompetent on purpose because modern rebel roleplayers cannot survive any actual pressure by the UU side. Therefore I don't expect this to go anywhere, and the act can be largely ignored. (Still hope section one passes at least since I know citizens are out here trying their darndest to report the anti-citizens that get their rations suspended. What else you want them to do? Run into the slums and shoot them, themselves?)
 
Never understood rations being deducted when rebels act, acting like they can't survive with them and aren't self sufficient. This part makes sense.

As for cameras, all that's going to occur is them getting shot constantly and CWU having to be 24/7 repairing. I like this idea, let's do it.

rations being deducted is just a forced meme to make the combine "look oppressive" that's just easy to see through. Despite them being pretty relaxed in almost all respects as long as you don't badmouth the UU.

If rebels are smart enough to keep shooting at cameras and getting raided for it, that's on them. Just maybe don't treat the slum 2 blocks down from the nexus of the sector capital like it's an unwatched outlands zone.

it won't kill rebel RP. it'll just give CPs another excuse to go into the slums to sweep because one of their cameras keeps getting destroyed. if the CP faction or the CWU faction actually gave a fuck about resources, then they would obviously understand that putting a camera into a high-crime area is a dumb idea as that camera will constantly be scrapped for parts.
 
I'll put it simply. The camera idea, very stupid. Any smart rebel will know, bust a camera, cause a sweep. Ambush. Most established groups have enough firepower and resources to take down a full patrol with maybe 1 loss on their part. The reason why this isn't constant though, is the fact that the rebel economy is kinda ass right now, after it being changed to this weird ass wonky system that the vendors are missing (several) vital supplies ie. Unrefined chemicals and various other things. On top of the fact people are now scared to go into the sewers with these new cultist fucks around.

Regardless, the encouragement of reporting, the other points more or less are great though. Just the monitoring of the slums is fuckin dumb. However, i will say.

This, isn't actually a thing IC, its hard to explain but more or less, the slums lie farther out then it actually is to the nexus, but due to map restrictions it has to be placed super close. And various other reasons that is. But again. Camera idea bad, rest is okay.

I actually do give a fuck about resources... why do you think we had the Alcohol shortage? Because CMU were being fuckwits and used 200 bottles of alcohol within 5 days...

Edit: Also, the cameras kept being put up on the orders from Overwatch.

Place constantly has people with guns or BOLs on their head and once they notice the camera, they'll be gone by the time Civil Protection arrives along with the camera destroyed. Plus we already bother CWU with constant camera repairs/replacements, best to keep it at minimum.

Checkpoints in slums is not that important. There's one checkpoint right outside of slums already along with the fact there isn't much room for us to go place another in slums. Civil Protection will provide their own counter-measures to deal with Indigent. Me and my manhack tom foolery.

As for not suspending rations. We're assholes In-Character so no. That's all I can say.

Speak for yourself about being an asshole in character. I have never seen a checkpoint at any of the slum entrances, people just pass through them freely, and clearly you're not doing anything with your manhacks since the slums is still entirely lawless. Destroying the cameras should result in a sweep because there are rebels openly shooting guns at combine assets, and they will eventually learn to not do that, or self police the slums if they don't want to be raided daily by a large amount of combine players.
