Please, for the love of god let me put a red jacket ontop of a kevlar vest, or a flatcap ontop of my gasmask.

The whole point of wearing kevlar equipment is dimished by this, and that it cannot be concealed due to the purpose and plating required to make it effective. If you put a red jacket over all the gear necessary to make kevlar actually efficient, you'd look like someone on an arctic expedition.

While you could make the argument that clothing can have kevlar in it, lets be honestly, you are simply looking at stab resistant clothing. It would have to be an item on its own and provide pretty minimal armor. It makes no sense, real life and in game logic, to allow you to wear a jacket over a kevlar outfit.

Wearing hats over gasmaks are also debatable. The whole purpose of using kevlar and a gasmask in tandem is practicality, anonymity, and efficiency. Although.... It wouldn't not make sense to allow this. However, I still think that it'd look strange to model as well, besides, a gasmask needs to make a seal around your face, the hat would look so outta place.

I will be frank with you I'd be fine if I could turn a red jacket into a kevlar vest variant. and it would appear unconcealed.

ong, i wanna wear my black suit with my kevlar vest. Finna be an elegant webul ong ong

Denied.
This would warrant a massive amount of work in order to overcome the Source model bodygroup limitations, something which we don't think is worth the effort to do.
