This is something me and the cop leads have wanted to decrease to a degree. Expect camera positions to shift, and camera's in the nexus to actually be physical entities. the amount of times we've busted units being naughty in a room because 'there would be camera's ICly here!!!' is baffling.
Though if I'm honest, aside from PCS-3, rebels don't have much of an avenue to roleplay their rebellion secretly when it comes to areas outside the slums and sewers.
equally on the face of it, what incentive is there for rebels to take a discreet path?
i can't speak for past rebel admins, but when looking at what rebels can do and access, the 'high tier' items are primarily guns....or body armour, which just encourage shot-copping.
If there was more....(I don't know how to put this)...freedom with regards to options on HOW to rebel, then I think the overall situation would improve, as follows we have 4 types of rebels so far:
1. The Weekend warlords: characters who try to shotcop as early as possible for gear and money, most die within a few days, the rest die within a few weeks, they are the rebel equivalent to CP's who explicitly want to PK people or hunger for every shadow sweep, they don't have a place on a server where the focus is RP with events.
2. The 9-5's: your regular slum-dwellers and such, a very mixed bag of people, often containing some really good and useful members of the Ant-citizen community, but also contains members which veer towards being a category 1 rebel.
3. The Revolutionaries: the most proactive element in rebel-rp, this sub-set are the rebels who typically have the most success and highest chance of survival, unless caught out in an unlucky sweep or such, these are the best chance at inciting proper rebel roleplay.
4. The fringe elements: Mavericks, wild cards, uncertainties, typically solo-players or small sets of people with no ties to any groups or main happenings of the slums, similar to the 9-5's, but only the extremes, ranges from Deep Cover CPRD rebel to a psychopath decked out on T3 Kevlar and a double barrel.
also the lack of rebel events doesn't help the situation either, and yea, the camera's don't help especially when they can pick you up behind a solid wall or beam you with 50 images, (has happened to me once, was mildly irritating)
