The trick here is to play rebel untill you either get an SR-1 or an M1A once you have that you need to find a Rank Leader and after you give it to him he will give you Civil Protection whitelist (Not guaranteed to work if Rank Leader already wields one of the mentioned weapons however his Civil Protection girlfriend may not have it yet so there is still a chance)
