Fixed CWU/CMU Requests

On the request devices, there are options to request for CWU/CMU. The problem is that CWU (I'm not sure about CMU) don't receive these requests for them, and that only people with CCA radios can see them.

So my suggestion is simple: if someone makes a CWU/CMU request, anyone with the appropriate faction's radio can see the request being made for them

Nope, only CCA can hear it currently, and maybe Civil Protection.

Should be changed to allow CWU whitelist holders to hear it, or atleast anyone with the CWU radio.

From what I know, the CMU requests work fine and tell people with the CMU radio about it (but I may be wrong)
Its just the CWU one that is broken.

This is correct, anyone with the CMU radio receives the requests, even interns. For us, everyone in CMU (including the non-medical team) receive the CMU request notification, due to it being bound to the radio.

I'll have to test it out and see what's wrong.

Worked okay for CMU but not for CWU.

Code bug. Squashed. Should work now, will test later.
