i've been looking over various rule threads and the PK policy where it mentions NLR, though i havent seen anything about a timer. so far i've just been waiting around for a little while hoping that after sitting around doing nothing for the next 15 minutes would save me from the wrath of the combine physgunners, but honestly i dont know if theres an actual wait timer or if its like a thing where you cant be in that area for x amount of time, you can't talk to these people cuz you died in front of them, yada yada

Yes, you are correct in stating it is not defined anywhere; however, it falls under Rule 0, admins discretion.

The idea of NLR is to forget what happened leading up to your character's death or anything specific that is stated when it happened, for example, ignoring some people or the context. It should be common sense not to return to the same scene as you had just forgotten about it and should not re-engage with it. You don't require a timer to tell you when you can return. Just use your best judgment and if an admin tells you to leave, then leave.
