"I encountered a masked individual departing from the sewers armed with a hatchet. He ran by quickly and was followed by two people similarly armed and clothed as him. White male, average height. Face was obscured. Whilst running off, he dropped a couple of jars. I opened them and they smelled like chemicals. A couple of druggies took the jars off my hands - not that I had much of a choice."
"The Hatchet" is a well-known figure in crime circles within his own District. Since his rise to power, cases of Artificial Fun overdoses have risen drastically. Not much is known about who “The Hatchet” may be, though rumors speculate that he is somewhere on the lower-end of the Combine’s chain of command. His bodyguards follow him wherever he goes and he always seems to slip away unharmed and untouched after exiting the condemned blocks and other ghettos of District 9.
Investigators working for Civil Protection have created a police sketch of what they believe “The Hatchet” looks like beneath his mask.
