CT wasn't informed of the storyline to begin with and the whole thing was started off the whim that was the OCIN event (which was also an unknown). Most CT seemingly disagreed with the concept of the narrative plan as during an actual vote later on including everyone in staff/CT it got blown out of the water by the other options everyone collectively came up with.
The concept never made sense and only got out the door cause some people didn't think it was worth checking in with others and waiting for a collective response.
I.E goes deeper than just 'CT bad.'
