Or have the ability for one to be equipped?

A hazmat suit is just the suit itself the combine ones include a mask so they'd need a filter that being said it'd be a good idea to have it be like this as you have total hazmat protection + gas mask protection and identity protection in 1 suit

With this, however, means they'll be more rare and be more punishable if caught with them.

Given that you can still breathe through the suit without a filter, and that spores are an airborne pathogen, I don't think this would work.
