Legislative Proposal

Purpose Statement
These changes would allow a Casino to operate more readily & professionally while fostering adherence to Combine protocol. This would also undermine anti-civil elements that may already be in the process of running illegal gambling rings, making life more difficult for malicious persons in the District.

Legislative Proposal
| 2. In recognition of the possibility of anti-civil elements seeking to raid, undermine, or infiltrate a Casino, I propose the following solutions: Either: •Allow off-duty/R&R OSF soldiers to act as security for the Casino. OR •Allow Tier-3 or 4 loyalists to be employed as security in Casinos, and granted the right to Detain Citizens while awaiting Civil Protection agents. |
- Purpose Statement
- This is limited to only in the event that someone is attempting to escape with a large sum of chips exceeding one hundred or is otherwise a danger to fellow citizens. Security would still face criminal repercussions for the bodily harm or death perpetrated by their actions.
These measures would serve as a deterrence to anti-civil elements, and ensure that a properly trained 'security' team is capable of quelling any situation at risk of escalation while Civil Protection agents are en-route.
