It's terrible. To get a few things straight, I will admit that ARC CW and with our current magazine/ammo system does contribute onto why I and others aren't very pleased with it to put it nicely. However it is not the sole reason why I have disdain for it.
"Why is it so disliked?"
ARC CW doesn't feel as clean as our previous weapon addon we used. I'm sure people can agree on this only because of the reason we are so use to TFA throughout Willard's first two years But even after given several months of using ARC on the server, our opinion on it hasn't changed. And the magazine/ammo system we have doesn't make it easier for anyone to tolerate as it's completely inconvenient and redundant. I will not go into details regarding the mag/ammo, you can read that mess here.
Another issue is the massive weapon pool we have in the server. It leaves a lot of room for unbalance and let's be honest, we'll never be able to balance it all. Let's take Civil Protection players and Rebels as an example. (NOTE: Apparently I must clarify, this isn't a jab at anyone or faction. Just the guns.) Cops would never dream of fighting the Rebels at all. They become so scared knowing that they'll just lose, so instead of responding they let the OTA deploy. And even with the OTA, they can still lose. Rebels have such a huge variety of weapons to pick from that it's fucked.
Meanwhile, Civil Protection and OTA have restrictions imposed on them that we know will never be lifted because nobody wants to see a Civil Protection player wandering the streets with a M4A1 around. And even if they could be lifted, I rather not. We have tried to fix this issue with a specialized group (SSU/QRF) to at least try to be toe-to-toe with rebels but it never worked due to not enough units to deploy or simply because it takes too long to gear up. And by the time they do gear up to respond, it's either too late or they wind up losing as well. A small note to add that I can think of is that this massive weapon pool we have encourages players to grind instead of roleplay. So many times I've seen them flash their guns around that they grinded 12 hours for then they enter hibernation. Never do anything with that gun but got it anyways for boasting rights.
"What alternative is there? What solution do you have?"
For whatever reason, the re-uploaded TFA addons are a no-go. Decided by whoever. Personally, I do not mind. I trust their judgement and their decision not to go there. I am going to provide a solution that may kill two birds with one stone. We switch to the default weapons. Mind blown right? You're probably thinking, "BUT MUH GUNS! THAT'S SO STUPID WHY!?" Honestly if you play on a HL2RP server to only care about all the weapons you can get and only play to just get them, HL2RP ain't for you. The server should be about good quality roleplay first, not the items.
Back to my solution, the default weapons aren't truly that bad. The size of the weapon pool is tiny, perfect for balance between Civil Protection and Rebel players. Hell, it might even solve our constant deployment of OTA problem. It allows both sides to have a fighting chance without anyone complaining that their gun is bigger than theirs. I can understand that the textures of the default HL2 weapons are OUTDATED, but consider my solution to that problem: https://steamcommunity.com/sharedfiles/filedetails/?id=2035609495
This addon can be used so the weapons look more slick and it's honestly not bad at all. I heavily encourage management to please look into this and not shelve this discussion away. I know effort was done to get all these ARC CW working and I'm sure everyone appreciates it. If the imperfections of ARC CW are considered then maybe we can do a rebalance proposal and try to work with ARC CW instead of just shelving it off to the side as it may be easier. With that said, I go lie in way. In hopes for change. Maybe with those hopes crashing down later.
