Combat without RP

So I was rp'ing with this guy when he suddenly sliced me with his hatchet without combat rp'ing. He simply did a "/me swings his hatchet onto the man's body" and immediately spammed clicked to kill me. I didn't even have time to respond in kind.
Is this even allowed?

The default combat for this server is S2K, so all you need is a /me to initiate combat and its a CSGO match.

Moving on, combat should adhere to the Crime side of the rules (See below) but there are others you should also be aware of. For starters, before initiating combat, you must do a /me prior to doing any form of damage to another user. They in turn, will not need a reactionary /me in order for combat to start.

But...

First on the list of combat rules is RDM or Random Deathmatching. We consider this to be a serious offence as it involves killing others without reason, generally has 'poor' quality associated with it and is highly unfair and game-breaking. Whenever you attack/kill another, you must have a valid reason and good RP at the ready. This also covers the fact that you should never provoke another player on purpose in order to force them into a situation where you can kill them.

If they were a loyalist, I find it hard to believe that'd be reason to butcher somebody. They ain't coldblooded serial killers.
