Universal Union is great, because it is just as soulless, heartless, lifeless bureaucratic jargon as a modern corporation. The point is not to please and stroke a bunch of alien lifeforms you can't ever possibly see thousands of lightyears away, but to suck up to fellow high ranking humans, i.e. Combine Civil Administration.
I see absolutely no reason why using Combine exclusively would be appealing for fellow humans. I use Universal Union all the time in IC documentation and oration, and do so to fellow humans or Vortigaunts who has a good grasp of human literary culture. Other than that I can't see a reason why "Combine" would give a solitary fuck about what we call them as long as the resources are funnelled out of the Milky Way.
bUt iTs not LorE arguements are especially my pet-peeve in this topic. Human language creates new circumlocutions all the time. I can't see a single reason why it wouldn't in this case.
