Okay, I do not want to start a big fight or say the CP did a bad job. I think this is just an oversight in the current system that needs to be patched up.

So my character went up to the surface intending to be killed for her wounds by the CP but instead was taken to the CMU and fixed up before they identified her as a non-citizen. The RL held a scanning device to her eyes and I obliged saying it began to blink red. She was moved off to be dealt with. My character is an outcast who did not share her name in any way with the CMU staff or CP. She bolted and managed to escape into the sewer after suffering wounds. So the dispatch comes online and identifies her name despite her being an outcast that was not in their database? It does not make sense considering the RL roleplayed the eye scanner not identifying her, so why would the scanner? This implied she was not in the database what-so-ever.

I think this should be addressed because it does not make sense.

But it was fun RP though. I am just raising a point of concern.

just a tl;dr
Change the whole database-thing so that outcasts can't be identified by scanners or searched up in the combine PDA

I could have lied and said the device checked out and identified her as a citizen if I wanted to join the surface dwellers. Me being honest is made redundant by her being in the database.

You are an outcast but you were a citizen at one point, we have a database of you. You're not immune to scanners cuz that would be just everyone picking the outcast traits and going "Haha, yes. Now the scanner cannot identify me at all"

You need character authorization for a character that was never registered in the combine database.

If that is the case then it's fine. But the rules never specify this at any point nor is it explained as far as I know.

As far as I know an outcast is someone who was rejected by the society. That doesn't mean that you weren't forced at the beginning to be ID-ed. Means that you just did badly under combine rule and you chose to live more like a refugee.

Alright, I will adjust my backstory accordingly. Thanks for the clarification.

I feel like outcasts should start with a record saying they're missing from the civil populace, especially if they were once citizens, if they can start without credits, they should be able to start with a record that makes cameras detect them as like non-citizens or something

There's also no mention of any tools in the civil protection handbooks or guides about devices that can tell you who somebody is just by using an eye scanner. I wonder who else knows of this being a valid way of identifying somebody?

Maybe it would help if the staff team could tell us exactly what these backstories provide instead of letting people come to their own conclusions? That would have avoided this entire thread.

This is the first time I'm hearing that this is required and this also sounds like a GM Lead decision, not just a faction lead decision? @TheDeNuke

Not in the handbook but in the lore

Not in the handbook but in the lore

That's useful information, stuff like that (if we are going to actually be using it outside of this singularly documented occurrence on server) belongs in the CP guide. Just saying "it's in the lore" could be problematic because people will interpret it differently.

The ID creation device is somewhat OP in detecting who your character really is. If you want to be a non-citizen, feel free to /IT the device not working and tell CP's. Also expect immediate amputation to follow afterwards.

If you do accept to exist, you will be given a slap on the wrist and a new ID instead. You can always throw it away again later. I don't see why you would want to complain about that...

Well who in this case is correct? You, Spine or the GM leads?

Indeed. If this is the case, you have a valid reason for the Scanner not to identify you. If they do so anyway, contact a staff member and refer them to your authorization.

If you just start as an outcast, you will be lacking a CID, but you will still be part of the Combine database and thus can be identified. I hope this clears it up somewhat.

This stands for now. If it changes, I will update this thread to reflect that.

If you need anything else regarding this matter, or if you have questions or concerns, feel free to contact me directly.
