Yes, exactly, the government only cares about the citizens insofar as they are work assets. All food production is under combine authority and you don't get any if you don't work. You can sort of tell this in HL2, too, because Dispatch uses very human medical terminology and such. Everything is adapted to us, rather than being a 'pure' reflection of how The Combine do anything (which even then only matters until they get what they want anyway).
