In my opinion, a lot of the rooms in the upper floor of the RDT serves no purpose and will barely be used, if ever. An intelligence cap is a good way of doing it but I'd frankly up it to maybe 15 because we can't really do the slow learning of languages in addition to a language cap of three or so.
