1) Since all you lot have been politically inclined enough to apply for this thing, I'm willing to trust the saying of "two heads are better than one." Upon my victory, I will immediately create a board of advisors comprised of all the folks who threw their hat into this election. As long as they aren't total dumbasses.
>> 1.1) Advisors will be limited in authority as my adjutants and, obviously, advisors. They will be able to offer me their opinions, plans for the district, and anything else that they wish to bring up.
>> 1.2) In the case that someone does not wish to join the new advisership board, well, they can go back to doing whatever they usually do. I ain't forcing responsibility on anyone who doesn't want it.

>> 1.5) Exception: Lucille will not be given an advisership position and will instead be captured and tried by jury for being a traitorous little bitch. Non-negotiable. Again, fuck you.
2) The matter of having some proper fucking laws will be discussed with Precinct Satellite. Before you start calling me a cop-kisser, I'll only be discussing the matters of separating major and minor crimes, like killing from attempted-killing, and also enforcing stricter punishments for murderers (like Lucille). My first and foremost desire is to make sure crazy fucks like her aren't let go with a slap on the wrist.
>> 2.1) In cases of questionable nature (such as matters of self-defense, stealing because of starvation, and whatever stuff like that), the District should have a proper jury system instead of relying on the whims of whatever copper is handling the case. While I'm not exactly holding my breath on this one, it should at least be attempted.
3) The Salvage Company, seeing as they now got a nice and dandy warehouse, shall take the position of a main job provider, be it organising salvaging runs or buying materials from the populace.
>> 3.1) Material buying prices shall be set by the Salvage Company, but may be investigated by me and my advisors if considered to be too predatory.
>> 3.2) The Salvage Company may choose to sell their materials to any party, including the Railroad Authorities, but must pay a later-deduced tax if selling to an out-of-District entity, like the Railroad Authorities.
>>> 3.2.1) This clause may be further discussed with Minister Foster if I get the governorship.
>> 3.3.) Assuming the fixing of the fabricator will be completed, the Salvage Company may choose to open their own avenue of selling food to the populace.
>>> 3.3.1) The prices of food may be investigated by me and by advisors if considered to be too predatory. Don't let your main customers starve, that one should be obvious.
4) The new Governorship (me and my advisors) will begin to keep a treasury into which all taxes and Franc earnings and what not will be placed. The Minister of Finance, that fella Shin, shall be in charge of tracking where and how the money is going to.
>> 4.1) The funds from the treasury will be saved for extreme situations or some well-deserved population stimuluses.
5) The new Governorship will maintain the right of every District One citizen to carry a personal melee weapon for self-defense and all that other jazz. All guns, however, will be illegal as shit.
>> 5.1.) Notable exception will be the cops, me and the board of advisers. Why? Well, the cops aren't gonna give up their guns, and Lucille will probably try to kill me again. It's that simple.
6) In the case I unfortunately perish, command will be passed down to the board of advisors.
And that's it, I'm not a fucking magician. What, you think I'm gonna promise everyone a loaf of bread and a 9 to 5? We ain't even got industry, fellas! Best we can do is keep playing with outside powers until that fabricator is repaired, or someone makes a good contract with us. Then, and only then, we can start talking about social services.
