Governor M. Drsna has resigned from his post, and left District 1. An election is to be held to find his replacement, below is the guideline and rules for the following. Campaigns are permitted to begin Thursday, and the election will end Sunday, end of the week, this time may be increased based on turnout and civil reaction. These rules have been set into place by Precinct Command, and will not be changed or altered throughout the election.


1. Any resident of District 1 is permitted to throw their name into the election.

2. Any ideology, belief, or value system is allowed to be entered.

3. The precinct will not interfere with the election, this includes every variation of dispute alongside it. Verbal, or physical.

4. Only one runner of the electives will be brought on. No vices, no assistants.

A long-time resident of District-1, most aptly having been dubbed 'The Pit' by it's neighbors in other districts and inhabitants, Ashley by her own hand and action has survived in this 'Pit' for countless months, always gazing upon it as if she knew it could be further refined and rebuilt for greatness and habitability, outside of constantly being gazed upon as a dumping ground for City-13's less fortunate.


When she- Had the bold idea of stepping up to the mantle of running for Governor, she presented little more than a simple manifesto, dedicated by the people and for the people.



'Of the people, for the people'.


1. The establishment of a permanent and central ration distribution center.


Gazing upon the less-fortunate of The Pit, Ashley saw people frail, lethargic and outright starving, turning to either parasitic leeches, alien fungi or 'other' sources of protein. All of which in the short-term caused either bouts of crippling food poisoning, parasitic borne illnesses or even straight up death if you were to eat the wrong growth.

If she was to well, secure her own position, she'd invest her own funding and heart into securing a dedicated place where the people could hand over a small amount of Francs for an edible, albeit cheap meal. Keeping those who need it most just above the brinks of starvation.


2. The complete and utter neutralization of public health threats.

One large ordeal for day-to-day life of the constant, day to day threats to yourself on the physical and cellular level. Either it be, rusted and strewn about refuse metal, festering rotting garbage laden with rodents and other generalized illnesses, or even the foreign Xenian growths slowly writhing into buildings and spewing out toxic spores and even nuclear waste, sitting in the street.

The matter of the very fact is, is if a District cannot eliminate these threats, then in time it'll continue to choke out life slowly but surely.


3. Work, for the workless.


In tandem with manifesto point number two, the people of District-1 have proven themselves to be largely out of work, scraping by and turning to a scavenger-fueled economy to seek their daily bread, if there even was any. All the whilst, valiant groups such as the Salvagers are overwhelmed and over encumbered with a seemingly unending list of maintenance.

If incumbent in victory, close collaboration with the newly dubbed District-1 Engineering Corps, formerly known as the Salvagers Union to on-board voluntary assistance within their re-construction efforts whenever task go-beyond their own small crew of skilled laborers, offering a rationed meal in exchange for a person's time.

I hark upon the labourer and citizen of district one; Think of the future, think of the neighbour standing beside you.
For all we are in the same boat, the same situation which plagues the lives of men and women alike.
Through the mettle of man and the compassion of citizen-work, we can defeat the trials ahead of us and live fulfilling lives as the world turns anew.


We are the hungry,
We are the poor,
We are the silent millions.
But now we say 'No more!'.



Althingi of the People:

The Althingi of the People is to bring every citizen from all walks of life into one communal front to combat the scarcity, wealth displacement and poverty of both the people and infrastructure. With this system, we can bring heads together to ensure that every problem is heard and not missed because one thing missed is an oath-break of service to the people served and those who rely. This extends to relations outside of the district, keeping good and cordial relations to ensure trade, prosperity and peace.

Sanctity of Labour:

The Sanctity of Labour is to ensure the rights of both the citizen and worker are not infringed upon be they shift worker to the more specialized doctor or technician - Their labour is the backbone of the district and the very lives it holds, so thusly should be rewarded well and not taken for granted with a number of benefits and ensured wealth for the sweat and toil of their jobs. The people who provide and work within the district are unsung heroes.

Bread & Hearth for the Worker:

A continuation of the aforementioned; This is to ensure the lives of those who work and provide have enough to make ends meet in finance and to ensure that they are not going hungry while being provided accommodation to live within. A worker without full stomach and a warm bed to return to is one that will not provide a service to the people.

Grand Revival of Services Once Lost:

This was born through the shocking realization, there is no official services nor industry within the district. Those which are there have been ran by criminals and gangsters, to which I say no more to that! We shall put in a series of positions to revive the industry and agricultural sectors, nationalizing them - funded by the taxes coming in through the trade. A healthcare service will be put up, pathing the way when a universal source, support and formation is established. This will ensure the city is producing capital and goods which will make every citizen more wealthy, creating jobs for people to work for an established and guaranteed wage.

Through the labour and mettle of man, we shall bear the fruits of the labour with pride and benediction. A happy person with purpose, food and board has been the richest throughout history.

just like Milada Drsna, I have ties to the underground to alleviate our district's resource issues. plus Civil Protection's networks. also i have been working with many of our locals already in cleaning up the warehouse. so i think that puts me a foot ahead of the competition. no offense they seem lovely though

People are starving, unrest plagues the District and the population are at a lost of purpose.

From the lowest lobby to the highest rooftop, the people of District 1 want Vera as their Governor!

Vera Tanović, pillar of her community, caretaker of Apartment Block Two, and the voice of her people, says enough to the plight of District 1. A fighter, not only willing to fight against poverty, but also for her people's safety, she has managed to carve out a haven for the everyday people of the district.
Having shown her dedication to the people, as well as proven her ability to make positive change, Vera wishes to expand on the success she had with her apartment block, replicating the prosperity district wide. Providing essential services to the impoverished denizens of the district such as free water, shelter, sanitation, and much more without asking for a single franc in return, she is no dictator, but the people's champion.

Fed up with loud mouthed, do nothing politicians, Vera promises to finally get work done by cleaning up the streets, clearing out all remaining salvage, and protecting District 1 from further crises. Empty rhetoric is not on Vera's list, and she intends to keep that promise with action.

Expansion of the agricultural sector is a must in order to alleviate the current food crisis. Vera knows that with hard work 'The Pit' can become 'The Breadbasket'. Not just for feeding the people, but exporting the surplus to rebuild the economy as well. Under her leadership, no denizen will starve again!

While others ignore the not so distant threats that loom overhead- May it be the synthetics of the Combine, the gathering storm, or just the stray headcrab shell from nearby conflicts, Vera intends on establishing emergency supply caches in secure locations. Designating shelter entry points for people to follow in times of crisis, Vera will work have for the survival of District 1.


A Proactive Force
No more sitting in ivory towers. You have seen her in your homes, in the streets, at your shops, by your side. Vera is out there working with you, for you!
A Neutral Voice

An unbiased voice, Vera is the arbiter who will ensure the gangs of District 1 do not become the end of it, while also providing a voice for the common people.

I've fixed the water pumps alongside other brave men that wandered into the sewers to fix the piping network, I've spent whatever dimes I've had on food and water to feed others.
Saved lives with whatever medical knowledge I've had and prevented catastrophes with sheer grit alone.
Where do I stand in the halls of history? A street thug, like many of you, seeking a better life.
Fighting for it, every-waking-hour of my life.
I, Lucille Harper, seek to provide comfort and solutions to the problems we face day-to-day.
We don't need armchair politicians and the ever-so-malicious Appachi-Zoku that proclaim themselves to be messianic bookkeepers that will save our district by taxing those that are already suffering from starvation and strife.


'Four things need to be done, four things that will make our lives more bearable."
  • Removal of all taxes, remove them entirely. The people of this district are poor enough, we don't need to stomp them into the ground and make sure they can't afford to feed themselves.​
  • Establishment of soup kitchens, we don't have the money to order any more of those unhealthy, plastic boxes of rations. We can already grow our own food and feed our populace with hearty soup.​
  • Creation of a government owned factory to produce goods for export and trade, we need something else to offer to other districts besides scrap.
  • Creation of more ministries designed around representing the many groups of this district besides agriculture, medicine, finance and engineering.​

My name is Hiroshi Takahashi.

Unlike the other candidates, I refuse to waste District resources on making these fancy, ego-boosting aesthetic images of myself when our District is going through crisis. Instead, you may have a photograph of a cute cat, that I have found on the Precinct computer.

Amongst the candidates, there have been so many empty promises, and vague words so far, I will be more direct:

I will ensure self-sufficiency for our District, making sure that we are no longer reliant on the whims and boot-licking of others.
Instead of focusing on establishing Ministries that we cannot fund, I will ensure that every citizen is fed, and has his right to self-determination.
I do not understand the need for taxes on food until this is done. We should get rid of those.
Every resident of District One should be proud to be from District One.
Alongside that, I believe we are long overdue a codified set of law, to unite our society, and deal with the serial killers running rampant.
Finally, the Pit should be officially recognized as a licensed entity: the source of entertainment within is far too valuable to just get rid of in the name of 'stabilization'. I like watching pit fights.

Upon my victory, I will immediately create a board of advisors comprised of all the folks who threw their hat into this election. As long as they aren't total dumbasses.
>> 1.1) Advisors will be limited in authority as my adjutants and, obviously, advisors. They will be able to offer me their opinions, plans for the district, and anything else that they wish to bring up.
>> 1.2) In the case that someone does not wish to join the new advisership board, well, they can go back to doing whatever they usually do. I ain't forcing responsibility on anyone who doesn't want it.
>> 1.3) Ministers will also become a part of the advisership board and are expected to be reasonably active, otherwise what'd be the fucking point of you?

Focus on supporting local businesses over the larger City-13 spectrum.
Local businesses are more important to the growth of the District.
Focus on the agriculture, focus on the development of the city through labour.

Despite all attempts at dissolving the Decree, it is set in place for a reason.
Full transparency will be given to anyone who asks for it, from the Minister himself.
The same Minister that paid people during the tithe works, during the cleaning of the streets.

Those who come with flour, vinegar and meat, they are not helping us. Those who really want to help us can give us farmland, fertilizers, insecticides, watering cans, drills and the ability to clear infestations. That is how we would define actual aid.

Work with the District-1 Engineering Corps, FKA: Salvagers Company, to organize work for the entire District. Citizens must be paid. No longer will we be content with mediocrity.
Have confidence in the very air that surrounds you, and work.

There is no light, for those who do not know darkness.
The Citizens of District-1 have known darkness, poverty, misery, for far too long.
It's time that we rise up and unite, fight against the outside forces that want to keep us down.

Preoccupied with a single leaf, you won't see the tree. Preoccupied with a single tree, you will miss the entire forest. Focus on the larger picture, the far future. Focus on what can be, rather than just trying to live in the current state of the District.

Educational Reforms are to be implemented within the borders of District-1.
No longer will we allow those above us to toy with us like we are stupid.
Medical, Engineering, Agricultural educational programs will be made.

In solidarity with the other points, anyone attending these gets compensation.
Compensation can be received through monetary gains, or refreshments that are needed.
Monetary gains that are given to the state through tariffs on outside traders, or taxes.

Learn that true power comes from the knowledge to fight against the poverty.
Learn that true power comes from the knowledge to work on the District, and help people.
We must learn not to count our weaknesses, but learn to count our strengths.

Either it be, rusted and strewn about refuse metal, festering rotting garbage laden with rodents and other generalized illnesses, or even the foreign Xenian growths slowly writhing into buildings and spewing out toxic spores and even nuclear waste, sitting in the street.

The matter of the very fact is, is if a District cannot eliminate these threats, then in time it'll continue to choke out life slowly but surely.


3. Work, for the workless.


In tandem with manifesto point number two, the people of District-1 have proven themselves to be largely out of work, scraping by and turning to a scavenger-fueled economy to seek their daily bread, if there even was any. All the whilst, valiant groups such as the Salvagers are overwhelmed and over encumbered with a seemingly unending list of maintenance.

If incumbent in victory, close collaboration with the newly dubbed District-1 Engineering Corps, formerly known as the Salvagers Union to on-board voluntary assistance within their re-construction efforts whenever task go-beyond their own small crew of skilled laborers, offering a rationed meal in exchange for a person's time.

I hark upon the labourer and citizen of district one; Think of the future, think of the neighbour standing beside you.
For all we are in the same boat, the same situation which plagues the lives of men and women alike.
Through the mettle of man and the compassion of citizen-work, we can defeat the trials ahead of us and live fulfilling lives as the world turns anew.

Althingi of the People:

The Althingi of the People is to bring every citizen from all walks of life into one communal front to combat the scarcity, wealth displacement and poverty of both the people and infrastructure. With this system, we can bring heads together to ensure that every problem is heard and not missed because one thing missed is an oath-break of service to the people served and those who rely. This extends to relations outside of the district, keeping good and cordial relations to ensure trade, prosperity and peace.

Sanctity of Labour:

The Sanctity of Labour is to ensure the rights of both the citizen and worker are not infringed upon be they shift worker to the more specialized doctor or technician - Their labour is the backbone of the district and the very lives it holds, so thusly should be rewarded well and not taken for granted with a number of benefits and ensured wealth for the sweat and toil of their jobs. The people who provide and work within the district are unsung heroes.

Bread & Hearth for the Worker:

A continuation of the aforementioned; This is to ensure the lives of those who work and provide have enough to make ends meet in finance and to ensure that they are not going hungry while being provided accommodation to live within. A worker without full stomach and a warm bed to return to is one that will not provide a service to the people.

Grand Revival of Services Once Lost:

This was born through the shocking realization, there is no official services nor industry within the district. Those which are there have been ran by criminals and gangsters, to which I say no more to that! We shall put in a series of positions to revive the industry and agricultural sectors, nationalizing them - funded by the taxes coming in through the trade. A healthcare service will be put up, pathing the way when a universal source, support and formation is established. This will ensure the city is producing capital and goods which will make every citizen more wealthy, creating jobs for people to work for an established and guaranteed wage.

Through the labour and mettle of man, we shall bear the fruits of the labour with pride and benediction. A happy person with purpose, food and board has been the richest throughout history.

just like Milada Drsna, I have ties to the underground to alleviate our district's resource issues. plus Civil Protection's networks. also i have been working with many of our locals already in cleaning up the warehouse. so i think that puts me a foot ahead of the competition. no offense they seem lovely though

From the lowest lobby to the highest rooftop, the people of District 1 want Vera as their Governor!

Vera Tanović, pillar of her community, caretaker of Apartment Block Two, and the voice of her people, says enough to the plight of District 1. A fighter, not only willing to fight against poverty, but also for her people's safety, she has managed to carve out a haven for the everyday people of the district.
Having shown her dedication to the people, as well as proven her ability to make positive change, Vera wishes to expand on the success she had with her apartment block, replicating the prosperity district wide. Providing essential services to the impoverished denizens of the district such as free water, shelter, sanitation, and much more without asking for a single franc in return, she is no dictator, but the people's champion.

Fed up with loud mouthed, do nothing politicians, Vera promises to finally get work done by cleaning up the streets, clearing out all remaining salvage, and protecting District 1 from further crises. Empty rhetoric is not on Vera's list, and she intends to keep that promise with action.

Expansion of the agricultural sector is a must in order to alleviate the current food crisis. Vera knows that with hard work 'The Pit' can become 'The Breadbasket'. Not just for feeding the people, but exporting the surplus to rebuild the economy as well. Under her leadership, no denizen will starve again!

While others ignore the not so distant threats that loom overhead- May it be the synthetics of the Combine, the gathering storm, or just the stray headcrab shell from nearby conflicts, Vera intends on establishing emergency supply caches in secure locations. Designating shelter entry points for people to follow in times of crisis, Vera will work have for the survival of District 1.


A Proactive Force
No more sitting in ivory towers. You have seen her in your homes, in the streets, at your shops, by your side. Vera is out there working with you, for you!
A Neutral Voice

An unbiased voice, Vera is the arbiter who will ensure the gangs of District 1 do not become the end of it, while also providing a voice for the common people.

I've fixed the water pumps alongside other brave men that wandered into the sewers to fix the piping network, I've spent whatever dimes I've had on food and water to feed others.
Saved lives with whatever medical knowledge I've had and prevented catastrophes with sheer grit alone.
Where do I stand in the halls of history? A street thug, like many of you, seeking a better life.
Fighting for it, every-waking-hour of my life.

  • Removal of all taxes, remove them entirely. The people of this district are poor enough, we don't need to stomp them into the ground and make sure they can't afford to feed themselves.​
  • Establishment of soup kitchens, we don't have the money to order any more of those unhealthy, plastic boxes of rations. We can already grow our own food and feed our populace with hearty soup.​
  • Creation of a government owned factory to produce goods for export and trade, we need something else to offer to other districts besides scrap.
  • Creation of more ministries designed around representing the many groups of this district besides agriculture, medicine, finance and engineering.​
