Why is a char wipe even on the table? What problem does that even solve?
If the rebels are the core of the issue consider forcing them to keep all the heavy gear you would otherwise wipe out in an "stash outside the city" that they can only access for expeditions and events outside the city...

If you're aiming to concentrate people into a common area in order to create roleplay, I'd rather the 'curfew' consist of closing down a sector so that everyone bunches up in a designated district. That way I don't have to worry about being randomly assigned by cops to the one housing block...
Honestly, I just want to see the "new layout" which is probably the only (and fatal) issue with the map, the screens look good and I always loved 24's style, but for this map to be usable by any server, it needs to be way more compact.
