The following is copy pasted from Discord, though some stuff is added or edited for details.

Levels of curfew are exactly as they sound, varying levels of curfew and how they are enforced. Some of this may already be how it is (such as the Judgement Waiver) but it will be restated either way.

Soft Curfew
Frequency - Every night time (or a few hours of that night) as per the weather mod.
Effect - Citizens are recommended via PA to head for housing. CPs do NOT enforce this, but will take on a more strict and meaner attitude at night, often telling citizens to go home or outright refusing to interact with them. This is the norm.

Hard Curfew
Frequency - Every few OOC days, at night, for 1-2 hours. Once or twice an OOC week.
Effect - Citizens are ordered to head to housing. CPs DO enforce this, but will only fine or re-educate citizens. They run light patrols, and do NOT lock the doors, nor do they camp outside the apartments to punish players. This can lead into further events, and may feature event characters that are only seen in the apartments that can create RP. Think of this as a more uncommon mini-event like manual ration distribution or a work cycle.

Judgement Waiver
Frequency - Situational. You know how it goes. Something bad happens in the city.
Effect - Citizens are ordered to head indoors (!!!doesn't have to be housing!!!) and stay put. CPs enforce this, but may be occupied with other matters. If enough manpower is present they may run a patrol. Anyone outside is moderately punished (SC deduction, re-education, possible interrogation), and if in a hot zone (where the bad stuff is happening), may be shot. CP do NOT lock doors or force people on walls, but WILL move them indoors forcibly if seen outside.

Autonomous Waiver
Frequency - Situational. Usually involving some pretty ugly stuff such as a mass attack and OTA deployment.
Effect - Similar to a JW (citizens move anywhere indoors) but with a greater punishment if seen outside. Citizens may be given a heavy SC deduction, and may be detained for the duration of the Autonomous Waiver (in a moderated, overseen cell block). It's expected that OTA are handling the actual issue and not CP, so CP are busy patrolling the streets and dealing with prisoners. If citizens cross the path of OTA, they will be shot as an obstruction. CP may also show very little to no mercy for wrongdoers in this moment (on the spot amputation).

Not long ago, I was experimenting with sound files for curfews such as the ones presented and it slightly astonishes me that the timing couldn't have been even more "perfect". Though I'll admit that it might not be the best idea to enforce curfews in constant regular intervals since people will feel castrated of their movement.

But I support this suggestion non-the-less.

Yes. As of now, I would say if this were to be implemented it would be done in slightly longer intervals to ensure it doesn't become overbearing. It is not off the table however.

Memed the discussion about curfew that led to this on the discord, actually a pretty good suggestion, I'm all for it if it can be looked at by CCA and overwatch leads.

I like the idea of a curfew, I've never seen it done in HL2RP before. Why would the combine want you outside in the dead of night? That's just asking for citizens to get up to wacky rebel shenanigans.

Support this idea, would love to see it be implemented.

Consider this accepted, though I'm sure we can find a greater balancing tune to it.

If you're aiming to concentrate people into a common area in order to create roleplay, I'd rather the 'curfew' consist of closing down a sector so that everyone bunches up in a designated district. That way I don't have to worry about being randomly assigned by cops to the one housing block where no one else is, and I can choose whether to roleplay in a café, the street, or someone else's apartment. Same pros, fewer cons.
