The "Announcement Terminal" was a map button, one that is missing from the current map. Nothing we can do code-wise. However, as Ozzekiel mentioned above, there is an accepted suggestion about a manual workshift announcement terminal, which will be coming with the Gears of Industry update. Denied.

Implemented. Any crafting recipes that required Breen's Water now instead require a Crafting Water which can be acquired by 'converting' any Water Can through the inventory. Crafting Water can be converted back to the original item at any time.
