Allow masks to be carried but illegal to wear unless permitted
Thing is.. How do they know that character. How are they sure it's exactly that person? With a mask you can't clearly recognize someone. And with the standardized clothes by the Union it's hard to directly point that person out.- Mr_Cookie13
