Allow masks to be carried but illegal to wear unless permitted​


To incentivize Rebel RP and allow for more hit & run type actions that don't even need to be hostile ones like quickly spray painting propaganda or delivering a dead-drop.

Realistically a mask is basically just a piece of cloth that's folded or tied into a face obscuring mask. Unfolded and untied it's basically a handkerchief and a handkerchief is one of the most common items on an individual. In my daily life I carry a handkerchief to clean my glasses. Why wouldn't a citizen have a handkerchief? That's turned into a bandana

So I like to introduce the following suggestions.
  1. Allow Mask items (Non gasmask) to be on people's person and be seen as an basic object (Handkerchief) or a piece of cloth adding to the total of resource items one may carry
  2. Make it so the moment the mask item is equipped it's seen as an face obscuring item and not before it's equipped.
  3. Make it so if you equip a mask or take it off it automatically does an emote describing the individual folding out the item and tying it into a bandana

Pros:
- Incentivizes Passive / light Rebel RP by allowing them to easily obscure their face when needed.
- Allows for basic rebellious actions to be more hit & run (Spray painting, disabling a camera, etc.)
- Rewards hit & run attacks by making them easier.


Cons:
- Less W's for CP's

- Can cause more administration if CP's ignore the rule change.
- Makes it easier for rebels to RP.
 
Im for it, got away with it once actually just saying it was a handkerchief. makes sense
 
Makes sense. It's a piece of cloth after all. When not being worn it'd just look like any other old piece of cloth.

However, automated /me's are a no-no to me. It encourages lazy roleplay. We'd rather have people RP taking it on and off themselves.
 
So I have a question regarding a hypothetical scenario.

Say someone reports a character for having something on their face and doing shady shit. That character gets picked up shortly after with this big, mask-sized bit of cloth in their pocket and otherwise match the description of the person.

What happens? Do cops have to be totally blind every single time?

Thing is.. How do they know that character. How are they sure it's exactly that person?

With a mask you can't clearly recognize someone. And with the standardized clothes by the Union it's hard to directly point that person out.

I mean if someone gives height, build, hair or eye colour, accent, etc? A cloth mask isn't going to cover every detail after all.

There are 100% going to be situations where someone masked gets caught shortly after doing something and its better it gets answered now than becoming a huge point of frustration in-game.

Well, if "5'4 black guy with Irish accent wearing a bandana" gets reported for shooting somebody, then CP picking up a 5'4" black guy with Irish accent *holding* a bandana will have found their guy

If somebody reports a 5'4" black guy with an Irish accent for nothing but wearing a bandana, I assume CP will tell them to stop wasting their time chasing every jackass with their scarf pulled too tightly around his face
