They are not common for those that are not part of groups. Those with access to the intra-net can literally request one to come to THEM.

Instead of a BMD I'd just allow people to make an authorization where: - They have to pay X amount of chips. - Require 50 crafting and a specific amount on the intelligence attribute. This gatekeeps it a lot more but would allow for the schematics to work. Auths team can choose who to give it...
