A HL2RP Citizen concept

So, second post about random HL2RP shit I've thought up. Same as the last post, this is not a suggestion. This system wouldn't work well without heavy development work, and likely wouldn't work at all as intended on Garry's Mod due to limitations. This post'll be sort of whatever I'm thinking of with very minimal structure, so apologies if you get confused. willard.network/forums/threads/ration-units.1384/

The Workforce
A Half-Life Alyx poster described everyone as being apart of the "City 17 Co-operative". In normal HL2RP, Citizens are essentially unemployed and voluntarily work in warehouses for shifts in return for extra payment. Instead, I would make a couple changes to this. Every citizen is provided with free housing, free ration units, and free payment for being employed with the city's workforce. This is their pay, their benefits for being apart of the effort to improve humanity and all that. Each citizen has a position within this workforce, and a requirement of work to be done (usually a 'point' system. This requirement is based on ingame time in the server. For doing production shifts and repair jobs, Citizens receive these points depending on the quality and quantity of work performed. If they don't meet this work quota thing, they will automatically have their social credit count reduced. If they do meet this quota, nothing changes and they're paid in the same benefits you'd usually be given. If they do much more work than expected of them, they may automatically receive social credits and additional ration units.

The CWU alternative is no longer a seperate thing, or a job in a different company. It's different positions within this big 'co-operative', which have a certain average 'point' requirement and may be transferred to that position after an application/interview. Although these people generally have no power over other workers, they may get access to equipment and further supplies to assist them with their increased workload. Their work quota also increases depending on the role, although may not change for others. There would be business owners, housing managers, shift supervisors, and specialised workers. Again, they aren't part of the Civil Worker's Union, or Department of Production. They're a member of the general workforce with a different position, work requirement, and higher pay.

Let's say, a citizen refuses to work and has their pay forfeited. Since their pay is housing, food, and access to facilities provided by the city, they lose everything and may be charged with Workforce Detachment. They're useless to the city if they're unwilling to work, and are apprehended. Upon a first offence, they will be questioned and possibly given a second chance to work depending on the result of this interview. If they again fail, they're officially deemed useless to the combine and charged with... Capital workforce detachment? Sure, good violation name.

While this part isn't too different from what we have now, I feel it gives people an incentive to work and produce materials for the city in their shifts. Ration units, as I mentioned in my ration units post, would help with that. I'd like to have a system for certain production shifts to be open 24/7, although in HL2RP that wouldn't work and would be abused. I've seen it done, and I've seen it abused.


Character Creation
So, character creation. When you create a character in Half-Life 2 RP, you start off as a possession-less and homeless citizen with no record. While this works, it seems bland. A blank slate, sure, but also repetitive. So, what I was thinking of was a character creation system. Someone in discord said it was similar in ways to the Scav system in Tarkov

You first choose your basic genetic details, place of birth, age, date of birth, and everything you'd expect the combine to want to log for whatever reason. After this, there's an option to input a code. Most players won't need to do this, although these codes may automate the next part for you. Usually, this is only done for a custom authed character so that staff can input the details, send the guy a one-time code, and have the gamemode do all the work.

If they don't have a code, they instead move forward with the usual system. It will give you two backgrounds, a non-compliant or compliant background. This isn't a rebel/loyalist thing. Depending on your chosen background, you'll be given a random yet realistic history of minor violations, as well as minor rewards for work. This will end up giving you a social credit count of between 85 to 100 for non-complaint workers, and 100 to 115 for compliant workers. You will also have an average relocation history of between 0.5 to 3 relocations per year, all logged in a document stored on your character, a small passport-like item. Each character will be assigned a housing block and apartment number upon character creation. You will also be given a random set of items based on your background. This would mostly be ration items, money, a partially filled work quota, and some extra clothes. You may also spawn with more luxury items, such as cigarettes or real meat. This pretty much means you spawn as a real character. Your character is a character while still being fully customisable however you'd like it to.

Apartments are run by the workforce, while being supervised and having free electricity, gas, and water supplies given by the city. Any non-structural repairs must be paid for by the manager. This includes doors and furniture damaged due to any means. Housing managers can, with reason, evict and report members of their housing block. They cannot evict residents without a violation having been committed. The resident is then required to find a new apartment block, or appeal their eviction.



Other shit I haven't got the time to organise and will probably update

In HL:A, there's also a City 17 Security Council mentioned. While this is more than likely a fake name for the producers of Civil Protection propaganda in order to make them seem more human in a way (preventing attacks), I'd like it to be included in some form if this system is ever included in some future S&Box HL2RP server.
