It's no secret that the Nexus and its' adjunct facilities get meager activity from those outside of administration (and its' ministerial bodies,) the civil-protection, and lastly-- the Overwatch Transhuman Arm. This is a bit of an impudence, with all of the work Atle has done to create a relatively sprawling region of the map dedicated to the strongest collaborators and humanity-stripped denizens of Twenty-Four. I believe that it is possible and, more importantly, manageable to give more life to this section of the city for the betterment of the citizen and transhumanists. As it stands, the citizen and it's subfactions (the rebel, the loyalist, etcetera) are the main characters of the story. These are the numberless joe's and jane's that constitute the majority of writing on Willard Networks. My suggestion aims to provide the opportunity for citizens to have stronger interactions with characters they do not seldom see, that some people may never see, save for the intermittent broadcast or event that has them enter the city streets.
What am I proposing, exactly?
Allow the Nexus gates that operate entry into the courtyard to remain open when there is a sufficient number of Transhumanists online, and in addition, when there is a sufficient number of players online to allow Overwatch some freedom in hopping online. Allow citizens to visit and enter the administration wing.
How could this be done without it being a clusterfuck?
You have to trust the players.
As a concept, this isn't altogether that difficult to piece together and plan. When the doors are open, citizens should be able to enter the courtyard and find passage into the administrative wing of the city when the prementioned requisites of OTA and a suitable population on the server are met. Citizens can be searched at the discretion of transhumanists patrolling throughout the confines of the Nexus, allowing citizens to present a potentially very real threat to important administration figures. Alternatively, this allows citizens who are less malign in their intentions to become more proactive with loyalist characters-- making player involvement in various groups and ministries all the more possible due to in-character encounters with leaders and figureheads of aforementioned parties.
What does this do for administration characters?
The possibility of creating new storylines with people they may not have ever talked to without the advent of a more public location.
What does this do for the Overwatch Transhuman Arm?
OTA will be able to satisfy their desire to play their characters without it ending in travesty for rebels or vortigaunts. The suggestion in place serves to create another passive-roleplaying environment where they have to be vigilant, but they are not actively attempting to PK the opposition. Being background characters that highlight the regime of the Combine is where the OTA excel. This will allow them to exercise their capabilities in writing passively, such as adjusting the stock of their weapon or dragging their boot against the carpeting. Things to create a tense and unnerving atmosphere-- utterly betraying of the happy veneer the administration attempts to masquerade the Combine's atrocities with.
What does this do for rebels?
This gives the rebellion faction more opportunities to hinder the Combine. Who's to say that they don't have the means to plant a bug under a desk, or access one of the Combine terminals if the security forces present aren't performing their duties as expertly as they should be?
