Civil Medical Union implies that "Civil Medical" is a union in itself, a group of people sepereate from other unions. This also implies, imo, that Civil Medical Union is an entirely seperate entity outside of the Universal Union. This makes it bad for the UU, as it tells people CMU isn't UU.
Union Medical, for example, makes it seem like it's a medical group within a larger Union. This helps the union's message of everyone being together in a big union! yay!

Jokes aside I never understood this argument. At best, it is a very minor grievance that seeks to alter a very standard template for very little cause. But even more so, unions are a thing that exist within larger powers in real life. The obvious ones would be the workers unions which, while not usually officially titled as such, are unions within a larger power. I mean, a union can literally only be created by two or more entities agreeing to join, thus the definition only escapes those looking for it do so. This is also not appreciating the fact that Universal Union is not even the sole name of the Combine.
Aside from that, Union Medical almost sounds like an incomplete thought and we all know why the C is not being included in that little title. Far as I can tell, if you dislike the title of CMU, you can easily refer to it as the Ministry of Health. as both names apply.

Ministry of Health is actually the canonical name even, so this argument is very unneccessary.

People know it as CMU, call it that and have done for years.

Also, I'm pretty sure no one is going to think that the CMU is an independent entity from the Combine.
