Solely gameplay wise, Willard is built around systems that don't work sometimes but to much effort has been put into them to scrap it (ala TBC)
: )

problem is from a casual union main is that too many factions are definitely treating their roles as actual jobs instead of fun avenues to do stuff with the citizenry
Civil Protection is a faceless tool for the oppression of a citizenry that has no reasons to like their new overlords as they are simply too incompatible. This idea is fundamentally incapable of working with a regular roleplay server. Instead this loosely structured paramilitary for making citizens afraid becomes a well structured police force that doubles as a military force doing more than the actual militaries. Yet, are encouraged to be nonaggressive against citizens. Even giving out those annoying menial /me does thing 1/10 tasks as easy sources of Social Credit.

Bringing OSI investigators and bureaucrats, and the OSI role as a whole under their wing, allowing Civil Protection a direct role in managing informants and conducting investigations would act as a more civilian involved role via interrogations and agents without taking away from the rest of Civil Protections outwardly aggressive stance. After all, they are people chosen from the likes who would willingly apply a cattle prod to their fellow man.

As for the Civil Authority, yes. Their entire purpose should be about engaging with citizens. The BOE does that as their core purpose, the MOC is about working with businesses (especially with the introduction of their new subfaction) and the Security Council is some sort of legislative body of confusing status. Seemingly for civil affairs instead of an emergency council with extensive powers. Should probably be changed accordingly, encouraging outward interaction instead of internal political debate as much as possible.

The Loyalist System being tied in with a party is odd. I've seen very little out of the party, with their only actual structure being the chairman, who is basically just the director of changing the loyalist system. Maybe make them an actual faction, representing the interests of loyalists to the SC, and encouraging citizens to join their ranks via whatever method of joining they'd use. The power of changing their methods of recruitment and negotiating their members privileges would be theirs ideally.

bro what

i'm talking about the fact that research RP in the CMU needs a 3 page draft just to be ICly allowed to "/me analyzes beaker"

or how CBU management had a meltdown on forums about needing to use spreadsheets for shops

CP's are fine when it comes to citizen activity, what is all this OSI, loyalism, military force stuff

Having to use 3 page drafts just to type a few /mes sounds pretty dull, nobody loves bureaucracy. I suppose it's so people do not have to step it when something stupid happens by having to authorise everything. Not sure how these closed experiments count as interacting with the citizens though, aren't the CMU just the ones making sure they don't die from the variety of injuries they end up accumulating?
