What it does: Adds a re-fillable Water source/script for CP's much like the waterbottle.
How to do it/Why it's beneficial: Units would purchase a "Bladder" or a Camelbak Bladder" and fill it up with water and be able to carry it around in the field, They could icly attach it to their gasmask and use it to drink water on duty and keep themselves in the streets longer. We could have purified water taps in CP-2 and at the Mess hall. The bladder would last a bit longer then a standard water bottle of course but would degrade over-time and need to be replaced.
How it fits in: Camel bak hydration bladders and similar variants have been used by Military and police tactical units since the early 2000's and even the 90's so it would fit into our lore and arguably make sense for CP's to be issued them as the combine would want them to be able to go as long as possible in the field without needing to stop for re-supply.
Possible ways to implement: Using a backpack texture or perhaps a bottle script of some kind which has 20 durability and can simply be re-filled at a pipe in CP-2 CP-1 or in Nexus. So in-concept it's the same Idea as the current waterbottle but since it's combine issued you would have clean water available in the city. Alternatively, Perhaps chlorine tablets could be issued and used to filter dirty water acquired from taps around the city.

Why would the combine want them to be in the field as long as possible as opposed to having to check in periodically for a lunch break and to make sure they don't run off?

Camel packs are for long operations without the ability to source water or take a break to go to the place where the sourced water is, not for being too lazy to walk to the cafeteria
 
Yeah, should be needed since you start dying of dehydration after a couple hours.

That's not preferable when a rankleader is shouting at you to move your ass to PCS-3 And you've got like half an empty water bar and its 1.45 minutes to ration resupply :/ And it starts effecting stats

They're Civil protection not Arteria that's not a massive concern of the combine. Additionally our suits are tracked if you demask it Gives a GPS Location and the unit whose de-masked's tagline.

Think, Why would an alien empire pushing for humanity's final form of evolution to eventually become the transhuman arm. Want to have their Police force as effective in the field for as long as they can. They issue Anti-fatigue which is essentially meth to keep them mentally on task aslong as possible. Why wouldn't they issue hydration to eliminate another feat?
