Implemented Add Lore Character Section

First I just want to explain what I would describe a "lore character" to be. A lore character is what I call a character that is a none playable (can still be an event char though) type of character, nor is it in the form of an AI type of NPC. A lore character is something that is in the background, or rather (as the name suggests) in the lore, their purpose might be to act as an influencer of events that may happen in the story. Basically in other words, it's a section for characters that have a major enough reputation to be known by other people and mentioned in RP, or it could explain things better. like for example, a leader of a Combine division, shore it might be mentioned in the divisions description but that just mentions his or hers name and not their backstory or overall profile as a person. I personally believe there should be a spot for them on the forums as a lore section to allow people to create these characters for maybe their own creative stories or just to add more to the world we role play in. Also to clarify what I mean by "creative stories" I mean how some people might write a story in the Creative Writing sub forum for creative corner.

Yes, or casto which is an amazing example as we know little to nothing about him other then the fact he’s the CA of Rome and the inventor of futurism

Well it’s not up to me if a character that is made is used later on as an event character, I’m just saying they could be a possibility

Not a bad idea to have a section for 'official' lore characters but will need to talk to the lore team
