Implemented Add vortigaunt clothes to permit

Simple suggestion
Add vortigaunt clothes into the permits so they can be sold in the city.

Only the ones that would obviously be sold such as the pancho, hoodie, etc because I doubt antlion armor would be legal.

I wanna spend my credits on clothes

I think it should just be easier to craft clothing / get cloth. They should be something that is sold "under the counter", but it's hard to do because 8 cloth is pretty precious

please add vortigaunt flatcap bodygroup for awesomeness. also i know there is a bodygroup limit but is there anyway to do the kinda thing that cigarettes do where it kinda just floats in the relative area?
