Allow Rebels to make Propaganda In Character

Remove image restriction on Cracked Printers​

Reasoning:
As of now, Rebels are incapable of producing any half-decent IC propaganda using newspapers due to the fact that Cracked Printers, the only viable type for them (AFAIK) as well as the only one that has the 'rebel' aesthetic, is handicapped severely. This is because you cannot upload pictures to the newspapers despite the fact it shares format with the standard Combine newspaper. Cracked printers are already rare and difficult to get all things considered, and the fact the very best you get out of it is a terribly unbalanced newspaper design does not make them any more appealing. Because of this, I've noticed rebel players have resorted to uploading completely detached and entirely untraceable "In character" documents to the forums rather than actually engage in subversive behavior on the server.

A long time ago I was told the reason for this was because people were worried rebels would start using NSFW pictures in the papers, but honestly this just seems like something that can be handled very easily via moderation. Or even a flag. I cannot think of any reason why it benefits rebels to not be able to do this. Could even add some custom camera scripts if its the realism of rebels magically gathering pics people are worried about.

This, while somewhat minor, will give rebels something more to do that doesn't involve deploying bomb #243. Anything that helps that is something that should be implemented.

We would love to add this but we have security and safety concerns. Considering this would allow any player to put any image on a newspaper... you can see the issue. There are minors playing this game, and there could also be copyright complications and other sorts of stuff we'd rather not risk. We thought of adding a list of admin-approved links, but that would be too limiting, so we decided against it.
