The easy temp-solution to this is allowing people to buy an apartment with clicking like f4 on a door, and then remaking the shop-section on the terminal, where you have "Tenants" and "Employees" to be renamed and revisualized.

So for example

Tenants: People who pay rent
Employees renamed to housemates: Pay no rent
