Depends situationally, and which pulse weapon you specifically come across, they're more powerful than normal weapons, but not by a whole lot.
Things like the APF minigun does pierce armour completely, but has very bad spread, so is useless at anything beyond close-medium range
AR2 is just a slightly more powerful rifle, nothing too spectacular
SG1 is very very powerful up close, capable of killing someone in 3-5 shots, but beyond near point-blank again, becomes useless
Pulse SMG afaik is pretty equal to an MP7
T-5000 is obviously a sniper, so can do a lot of damage player dependant as headshots can kill in 2~ shots
TLDR: Close range OTA are very powerful, beyond that they're not a whole lot better than normal people, OTA are normally vastly outnumbered, which is what is supposed to balance out their loadouts assuming the rebels fighting them use decent tactics.
Also the state we're in now, OTA almost never deploy other than Spikewalls (on main) or OCC which are the weakest variants and in limited number so OTA aren't much of a threat outside of expos, which have their difficulty highlighted so you can make the personal choice whether or not to deal with them
