Civil Protection

Introducing the new world order's power-tripping jackboots. These guys were definitely bullied too much as kids. It's hard to believe that anyone actually likes them with all the shit they decide to put us through. I have seen far too many executions, beatings, and senseless acts of violence over the years that were committed for little to no reason. Even so, I wouldn't mind doing business with a unit or two if there were some money involved. Though it doesn't matter how you look at it, you can't trust any of them. Watch your back around these guys because with their itchy trigger-fingers that baton or gun almost always has your name written on it.



Overwatch

Beefed-up goons for a bunch of corrupt bureaucrats. These things are the real threat to the rebels and the rest of the civilians in the city, just a bunch of mindless droids ready to be used by an entitled bureaucrat on a bad day. I've heard stories about them, but with their recent involvement in "counter-terrorist" operations against the rebels, I've seen what they're capable of. Civil Protection? I'd be worried if I was a unit living with these things, they're dangerous, unpredictable, and barbaric beings that have zero value for life of any kind, friend, or foe.


Combine Civil Administration

A group of entitled and rich bureaucrats with no purpose but to serve themselves. Seriously, these guys are the shot-callers in the city, they oversee all local government operations, from the CWU, to the loyalists, hell to even the Civil Protection. Watched your friend get executed because of a minor infraction? That's on these guys. Wonder why a pair of gloves cost 30 credits? Probably these guys too. Shitty healthcare? You betcha. I mean seriously, if they actually started to care about the general population besides protecting their own interests, maybe the city wouldn't be in such a rough state.

Civil Wor
kers Union

A front for the Combine war machine of tyranny and brutality. Pay is always low when it comes to work shifts, and even worse? It's full of loyalists. If you're in a pinch and need some extra cash or social credits, they're pretty much the only people you can turn to. Not to mention all we ever do is produce equipment to fuel the Combine and aid them in their occupation of this city. Though I will say, without them a lot of people wouldn't be able to get off the ground, and I have several clients who work within the CWU. They're not all bad, but a majority definitely isn't good. Sometimes the fruits of workers' labor go to protecting and rebuilding the city, but a majority of their resources have different priorities than rebuilding this dump.

Civil Medical Union


Dedicated and brave men and women who stepped up to the plate in a time of need. They provide an essential service to a district that sees a lot of anti-civil action, brutality, and famine in the majority of the city and slums. Having been a first responder myself, I hope they continue to provide good care to ordinary citizens. However, I know that this organization is equally as corrupt as all of the other ones that supposedly serve the city, but I can't complain. At least this one decides to serve the general population in a different and more positive way. Though I can't stand how it's full of these weak-minded weasel loyalists.

Vortigaunts & Biotics

Brave, tough, intelligent, and wise. In the beginning, Vortigaunts along with their Xenian friends invaded Earth through the portal storms. When I was a cop back in Las Vegas, I worked the front lines and had to personally kill a few of these beings; they're tough and brave warriors, and it's something I still regret to this day. Now that I have been able to talk to them a lot more and learn about their species, different clans, and sacred traditions; I have nothing but respect for them. I admire their wisdom and intelligence.

A majority of the Biotics are fair and intelligent Vortigaunts that have met an unfortunate fate, maybe someday they'll be freed to go back to their fellow clansmen.
Though there are those certain individuals amongst their ranks that actively collaborate with the Combine. Can't blame them, but you also can't trust them.

Citizens & Loyalists

Not much to say about your everyday citizen in the city. Some of my business operates from selling and buying from them so I guess that's about the only positive relationship I have with them. Often you'll find out that they're just ordinary folks with varying opinions trying to establish a name for themselves. Good for finding eager recruits willing to prove themselves and make a bit of coin.

Boot-licking, weak-minded, and weasel-like mentality in all of them. I'm not talking about your fakes, I'm talking about your full-blown loyalist here, it is absolutely pathetic how much they suck up to our totalitarian overlords. As a man, or a woman, you should have the common decency and respect to befriend and work together with others for the benefit of everyone; news flash, that ain't them. They're looking out for themselves with no care for what happens to anybody else, or how their decisions impact other people's lives.

Resistance Factions

Good on them, they want to overthrow a totalitarian government, and I'm here to make sure they're armed! Pleasure doing business. Though they fail to realize how much their actions actually have an impact on the rest of the district, they don't give a shit after all, they live in the sewers like rats. Not their problem what happens in the aftermath of a shooting or bombing caused by one of their groups. I understand though, just bad business. However you turn your back on a group and they might just betray you if you both share different ideas for the future, ideologies, or just simply have much better shit than them. Thugs, murderers, outlaws, rogues, wannabes... that is honestly the best description of "The Resistance" anyone could give you. Not my crowd. Since a majority of my business revenue comes from them, I encourage them to keep on coming and buying shit for their futile war effort. But I don't take kindly to bad business partners and transactions. I mean they just stuff it away in some hole deep underground anyways while they run around with all their armor and guns in the sewers or at the beach. I mean it's no wonder you never see these guys do any real good for the surface since they'd rather sunbathe in body armor and create plans to attack the Combine, but inevitably never carry anything out. Acting as sitting ducks underground, they might as well sign a death wish for when Overwatch inevitably sweeps; dying with all the precious guns and armor they hoard and never use.

Civil Protection Unit 70
One of the bastards who permanently disabled me. Hah! Didn't last long, Vorts helped me shortly after that stunt. Can't believe I offered to buy this guy and their dork buddies breakfast since I knew they were already sniffing in my direction. Just like the rest, they aren't special. Not in my eyes or in the Combines. Just another brainwashed goon who believes they are serving a higher purpose; hope they eventually snap out of this trance and realize the harm they are causing to other people. No amount of money, food, or shelter is worth oppressing, murdering, and disabling innocent people.

'Sweed'
Sweed, darling! I remember when we first met, I think you were basically brand new to the city. You have progressed a lot already, both as a person and in your extremely useful skills. This right here is a smart woman. Originally she came to me as a personal chef... though there wasn't much cooking besides a dozen head crab skewers. She is a very talented individual who I hope comes back to work for me, I think she would make a fantastic full-time employee in my organization. Reliable, loyal, smart, and resourceful. This is exactly the type of person you need to run a successful business operation.


Mark "Squid" Holt
Squid and I have worked together on several things, though I will say they are few and far between. I believe most of our relationship is strictly business only. I know you have several useful skills I could use, and I hope that you come to me sometimes and inquire about more jobs to prove your worth. After all, I love hiring resourceful and talented people. I pay pretty damn good too.


'Fireant'
Heard that this person was a chick, I won't lie when I tell you that she is a certified badass for pointing a 12 gauge in my face. Seriously though, let me get that gun; it looks cool. Anyways, 'Fireant' and I conduct some business together frequently and some of my men enjoy buying nice goodies from her on behalf of the Nachtigallen. Down to earth dealer that I hope to work more with in the future, as I see us having a very successful and profitable business relationship.


Dismas
Originally, Dismas was a dead man in the eyes of myself and my organization. After all, we just figured he was another bootlicker whose times were coming to a quick end. But that all changed after I met him, and we had a long conversation about his charges and associations. When the dust had settled... I felt bad for him. Really bad. His situation reminded me of some previous problems for myself. I feel bad for this kid, and now that I've taken him under my wing, I'm going to make sure he is well-protected and he is never alone in this dark world again. He has had to learn a lot of hard lessons, not just about his friends; but people in general. I believe he truly is a good kid. Together we stand strong or divided and we die alone.


Dave 'York' McAllen
Some glorified jackboot sent to do the dirty work of dumbass bureaucrats who couldn't do anything themselves. Just as bad as 'Rhea' if not worse considering the things we know about him. Hopefully, he gets killed sooner or later - don't care if it is us or the Combine. Though I remember what happened to Dismas, and maybe what I've been told is wrong. It is worth investigating further.


'Rhea'
Another mindless puppet for our totalitarian overlords. The only thing I hate more than loyalists is a brain-washed drone sent to destroy and kill innocent people. Even though we have never officially met, I hope that you decide to come forwards and speak to me about these charges, I believe everyone deserves a second chance... but it better be a good reason. The boys and I don't take kindly to boot-lickers, and neither do any of the other slummers.

Oliver Fournier
I haven't met this guy much - I think once or twice actually. He was probably some loyalist howling at the top of his lungs while some bureaucrat preached about combine scented soap or whatever they talk about. Gotta keep my eye on this guy and see who he really is, where his loyalties lie, and see if he could prove to be someone resourceful in my organization.


Civil Protection Unit 33
Another power-tripping jackboot for the books. This suited oppressor gets a kick out of permanently disabling innocent people, can you believe that? What a sicko. It infuriates me that bastards like this continue to walk around, and I share the same air with them. They even said that they wouldn't wanna break their knuckles on an "ugly piece of shit" like me. Excuse me? I think I take good care of myself... I'm not the ugliest guy in the world... Either way. I hope someone eventually takes this guy out and brings me their facemask as proof of payment; I'll use it as a soup bowl since that is all it's good for anyways.

'Ahmed'
Ahmed! The psychopathic Arabian midget who is good at killing people for me. God I love this guy, he's got my type of style after all! He even told me I was an 'honorary Muslim' after a job we had completed together. Men like this are hard to come by, as 'Ahmed' is not only loyal but he is also dedicated to his work and stands up for justice in the brutal world that we live in. I look forward to working with this radicalist a lot in the future, as he is also very funny. Praise Allah brother!

Daniel Jelczuk/Blondie
I met 'Blondie' at 'The Charity' and asked if he was a bootlicking weirdo like the rest of the loyalists. Safe to say he proved me wrong, though our time together was brief and short... he seemed to have a lot of good characteristics that would make him a valued member in my organization. I hope to interact with him more.

'Dev'
In the sewers, I met Dev while some of the boys were conducting some internal business affairs - he appeared to have overheard and stood up for his friend, Dismas. Among the things I value most in the world are loyalty, and having the honor to stand by friends and colleagues through thick and thin. Despite the fact that you went against me, I respect the courage you had to speak up and contradict me, despite several of my men surrounding you. That takes guts - I hope we have the ability to work more together in the future. Men like you would play an excellent role in my business.

David 'Dice' Osseman

There was no doubt that David was someone you could turn to in a heartbeat if something was going wrong or you needed assistance. Having an unwavering sense of devotion and loyalty is an extremely rare trait that is becoming increasingly rare in our world today. Can you believe I met this guy right after he got off the train? During our short time together we worked on several projects together... You gained my full respect and trust during that time, which is not easy. It's a damn shame you went missing, I thought our relationship would go far. Hopefully, you will make it back home to us soon, and maybe we can share a shot of Bourbon when you do. Cheers buddy.

Wilson 'Warden' Kimberly

Early on in my business, I met Warden, a sharp-minded, quick-thinking, and loyal man. As a matter of fact, he was one of the first men I hired. Originally known as Kimberly, he is one of the few men I trust with my life or any task in the world. I couldn't think of a more suitable person to run the business in my stead now that my time in the City will be much more infrequent. Additionally, he seems to have excellent judgment when it comes to character and is very level-headed when it comes to business matters.

Jindosh 'Mighty' Mighty

To think I had found some random guy willing to make me a trenchcoat! Mighty was one of the first men I met in the district, and I knew very early on that he was someone I could rely on. As a matter of fact, Mighty's skills were one of the original reasons for starting my business. I honestly believe that our business would not exist without his involvement. In addition to being a 'master craftsman', I consider him to be a close friend and a man I can rely on for anything when it comes to personal or business matters.

'Astrid'

Astrid is a reliable, loyal, and independent woman who shockingly came with Warden into the business. Almost like a two-for-one. The trust and respect I gained for Warden and Astrid were earned very quickly. Astrid initially began as a production worker in my business, creating and working on several projects for me. Having realized her true potential, she is now the Head of SSI in my organization, and I am fortunate to have known such a talented and bright individual. I couldn't think of anyone else to stand beside me while operating this place. My hope is that she, Mighty, and Warden do an outstanding job in maintaining the business's success.
