-BACKSTORY-
Born in the 60's, USSR, to a family of mid-tier party members, on the face of it you'd expect Arthur to have fit into Union society like he'd been training all his youth for it.
But not long after qualifying as a doctor, with some mandatory practice in general medicine due to USSR requirements at the time, the country collapsed.

With the birth of the Russian Federation came the growth of capitalism and Arthur himself was quick to get through his foot in the door, much to his family's disappointment at the time.

With some decent starting investments and support from international colleagues, he founded his own company focused on treating Neurodevelopmental disorders, a subject he is passionate about.
The company exploded in popularity among the former soviet states and Asia for it's pioneering research in the field, but it always suffered from the perceived view of former soviet education being deemed not-on-par with it's western counterparts.
However for Russia at least, it allowed a more-than comfortable life and international travelling opportunities beyond most people.

When the portal storms began, Irkustk was evacuated. It was the devestation here, the loss of all he had worked hard to earn, that lead to his jittery habits and frayed his nerves. Clean, ordered offices & surgery rooms were replaced by roadside first-aid and cauterising severed limbs, not to mention alien infections he knew nothing about.
Wandering the wasteland in small bands, it was nearly a full year after the invasion before Arthur was actually aware of the Civil Administration having been put in place.
It was during this capture that he was questioned, processed, and relocated. Then year after year, relocated again and again until now he finally arrives in City 24.

-FAMILY-
MOTHER: Nikita Andreevich (Formerly Nikita Sidorov) / Dead.
FATHER: Fyodor Andreevich / Dead.
SIBLINGS: Kirill Andreevich / Brother - Alive
Nikolai Andreevich / Son - Alive
Altai Andreevich / Daughter - Alive
Sarah Andreevich / Wife - Unknown
-APPEARANCE-
Where he can, Arthur takes great care in his appearance. But necessity trumps vanity, and making a cheaply-made uniform look good is difficult even when he has access to sewing supplies.
So instead he focuses on his face, trimming the beard to accentuate his jawline and complement his hairstyle which is grown out just enough to be styled.

-PERSONALITY-

He is forward thinking and kind, but with a pathologic need to carve out backup plans and plan for 'what-if' scenarios.
Arthur was afflicted by the trauma of the collapse of his home country, then further compounded later by the invasion itself. He grew up in a regimented style and did what his family expected of him, only to break from that and then lose it all anyway during the portal storms.

As a result of this trauma and the past few years of struggling to survive, he has the bad habit of hoarding things 'potentially useful' when not focused on a project.

He considers himself a decent person, but has been struggling to actually live up to that self-idealised image of himself through the past few years, in a society where kindness and charity can leave yourself open to threat. But he truly believes he does well by people, even if that is limited by his own fears.

Having grown up in the tail end of the USSR, Arthur veers away from any idea of ideological purity. He knows the dangers of such thinking from personal experience, and this has led him to be willing to work with nearly everyone, with a core focus on finding a middle-ground to get what he needs.

He fears for his family, long since missing, no doubt relocated to other cities. He is slightly paranoid with the occasional jittery nature when trapped and put under pressure. Threat of violence to himself rarely elicits such concern. But a threat towards others, especially those he knows personally, will bring out these nerves.
It's in these situation where Arthur's recently growing drive for self-preservation is fuelled. And how long can you fuel a fire before it risks changing the landscape?

-LIKES AND INTERESTS-

Arthur likes to be busy & focused on a task at hand. Especially if it relates to things he finds interesting, like his former occupation.
Otherwise he tries to make do with DIY projects, or even simple community organisations.

He enjoys tobacco, but not so much alcohol except for special occasions.
He likes the finer things in life, but hasn't had access to them for over a decade now.
He likes to speak his own language when he can get away with it.

He wouldn't ever admit it, but he enjoys authority. He misses running a company, being a doctor of repute. He craves his word to carry some of the weight it used to.

He loves professional conversation about his work.

-DISLIKES AND AVOIDANCES-

Arthur dislikes being in survival mode. He hates what it's done to him. He cannot stand to be struggling as he is.
He is willing to make more and more morally questionable decisions the longer he remains in this state.

He absolutely despises people making fun of the disabled. He dislikes bad doctors who don't do what's best for their patients. He believes firmly in the Hippocratic Oath.

He's also not a fan of dogs. Though nowadays, that's usually not too much of a concern. Though bullsquids have since taken their place at the top of his phobias.

"Would that I could be like you. Free. Bold. Violent. But it is not me. It is not in my nature. I am too afraid. I am a coward. But I will help where I can. I believe in you. I still have hope, I promise. When our day comes, I will listen. I will be by your side. Please, believe me."

Administrations - Ambivilance
"I know the type of people that rise to power & prominence in times like these. In societies like ours, psychopaths, men and women without empathy, rise to the top like the scum of the pond. And yet, I know three of you relatively well. Each of them are fine people, who seem to genuinely be trying their best? I want to hate all of you, and a good few I have clear and obvious reason to. Why then am I finding it so hard?"

Civil Protection - Mellow Hatred
"Monsters. But we've always had people like you. That's life."

Loyalists - Frustration
"Do you really believe? I know many of you don't. You're just trying to survive. I can't judge you for that. But I've seen so many others believe with such ferocity it scares me. You're like fundementalists of old and cannot see the forest for the trees. Don't you see we're headed for extinction? They're wittling us down! Why are so many of you so eager to help speed up the process?"

Vortigaunts - Brothers-in-misery
"We are slaves together. They tell us you are lower than us humans. They're wrong. You're older, wiser, stronger. We could learn so much from you. Humans are easily divided and conquered, but not you. I hope you see us as brothers and forgive us our trespass. We will make it up to you when we're free. I promise. I will help any one of you, damn the rules they set. If you come to me, I will heal you."

CWU - Judgemental Scorn
"You're engineers, builders, workers. Your name alone harkens back to the days of old, of Unions and comrades fighting for liberty, health and happiness. But you're not the Unions of old...you're bastards. Individually, I often find many of you quite good people. But I see so many of you rabidly believe. You bark about the glory of the union with a fervent glee that scares me. Your organisations seems to draw such types in. You will find forgiveness difficult to receive."

CMRU - Hope
"I swear by Apollo Healer, by Asclepius, by Hygieia, by Panacea, and by all the gods and goddesses, making them my witnesses, that I will carry out, according to my ability and judgment, this oath and this indenture.
Into whatsoever houses I enter, I will enter to help the sick, and I will abstain from all intentional wrong-doing and harm, especially from abusing the bodies of man or woman, bond or free. And whatsoever I shall see or hear in the course of my profession, as well as outside my profession in my intercourse with men, if it be what should not be published abroad, I will never divulge, holding such things to be holy secrets."

CCDE - Reality
"You are vile propagandists...and yet, so am I. Your people are realists. You know the score and you do not pretend otherwise. You are not like the rabid dogs of our society, but neither are you free people. You simply...are. And that I find the most human part about you."

Known Associates

Alina Tarasov - Aquintance
"A friendly enough young woman. It's nice to have someone to share my language with. Amiable and seems to have a decent head on her shoulders. You shared a ciagrette with me. Thank you."

Abdul Ambrose Father Garcia - Neutral Party
"I don't really know what to think of you. I am no fool. I am not a young adult craving to belong easily swept up in your strange beliefs. But you were kind. You have offered me something to focus on. Perhaps I will take you up on it."
"You are an interesting man, I think. Out for himself. You're not a Loyalist, far from it, but neither are you an idealouge. You're a survivor, I think. A good person to know."

Shakespeare - Intrigued
"A vortigaunt that knows the works of Shakespeare! Astounding. I hope you'll enjoy my quoting it around you. It's been far too long since I've had anyone to discuss theatre with."

Valery Sakyski - Friend
"We met when you couldn't afford a meal. I paid for you. You're an amiable sort, and wonderful company. I hope to see you around more."

Nathaniel Beauford - Colleague
"We work well together! I enjoy having you around and speaking to you. You're a delight. That said, I'm not sure your opinion on things. Are you a rabid dog that wants to beat the underclass? Do you salivate over the thought of mankinds submission like some sort of sex pest in a bordello? Or is there kindness in you? A daring glimmer of resistance. Are you a dreamer? I pray it's the latter."

"You make disparaging comments towards the 'underclass'. But is that out of true belief, or out of necessity? I wonder. Why are you such an enigma? Or do you really not think deeply enough for me to find the spring water of your soul?"

Simon McShain - Annoyed
"I meant what I said. You have absolutely no self-preservation instincts and I'd love to study you under lab conditions. You're obsessed with reporting everyone and anyone. Let's be honest, it's not too uncommon now days. But what makes you different is you brag about it! You tell everyone what you've been doing!! You're an idiot, boy. A plain and simple idiot!
I don't think you realise this attitude of yours will not get you as far as you think. For your own sake, I hope you grow out of this infantile disorder."

Astrid, of the CWU - Saddened
"I didn't know you well. You reminded me of my wife. You were strong. Powerful. Committed. Now I hear you're dead. If you see Sarah wherever the afterlife takes you, tell her hello. I hope God guides you into better things than this. You're free."

Callum Crown - Respected
"A man approaches you in a snazzy suit, a purple armband, and twelve different ribbons cheering his own loyalty. You expect a rabid dog, barking madly for the Union and demanding blood in the streets. Yet anytime I speak with you, you've been a pleasure. You sacrificed your own personal space for the CMU when you didn't have to. You made sure we had somewhere to work and were provided for. You didn't ask for recognition. You did it, because it was right.
I know you're a politician, I know I couldn't see you on the front lines gunning down our 'benefactors' in the future. But for now, you're a fine man. A man of your time, doing what he can."

Sophia McCarthy - Friend
"I think you're a bit too hardline. You've eaten the propaganda just a tad too much. But despite that, I know you're just someone trying to get by.
You cut my hair and shaved my beard. I haven't had a touching moment like that in years. I will remember this, Sophia. You're sweet and kind and I cannot thank you enough for giving me a moment that reminded me we're both human. Did you know I cried when I saw myself in the mirror at home?"

Uwe Schulz - Aquintance
"You're friendly, and you've some ideas I enjoy discussing. Perhaps we'll work together closer, one day? Though when we were formally introduced, it did feel a bit like you were surrounded by college students begging for their professors approval!"

Claire Hammond - Comrade?
"Your store is a delight. You're friendly. I hope to see more of you."
"I do not know you well, but I have been told you're a comrade. A rebel fighting the good fight. I hope it's true. I'll do my part, however small it may be."

Piofli - Saddened
"We spoke once. You encouraged me to join the CWU. I was committed to getting into CMRU however. You apologised for what happened at Jerome's. You seemed kind, well-mannered, thoughtful. The CWU could use more of that. Too many of them are blind sheep charging our species off the cliff, even my friend Sophia.
When I heard you'd fled, I cheered inside. I wished you luck on your journey. You didn't have to hide who you were, though you still had to fight.
Then I heard you died. I hope your candle burned bright, my son. I hope it blazed with all the glory of a dying star. I hope they got nothing out of you. Be free."

Felix Poelking - Regret
"I was you. For a scant single hour, I was Felix Poelking. I was the traitor. I dared to don your mask for the amusement of the monsters in power. For a few minutes, I dared to feel free. I glared at those in power and judged them, all under the guise of acting. I dared to embody your confidence. How I wish I could've met you. I did not deserve to wear your shoes. To tarnish your name. But what choice did I have? I'm a coward. I wish I had your strength, man who I only know from legend."

Juniper Stenhouse - Comrade-in-misery
"We suffer together. You are intelligent, thoughtful, but bitter. You have a hatred within you that I fear. But for now, we walk side-by-side in the misery of this life. I enable it. I will treat you with the painkillers you need, for as long as you hurt. I shant stop you drinking. Why would I prevent someone's alleviation of this mire? Maybe one day you won't need it. But for as long as you....do as you will. Let us hate ourselves together."

"I almost told you the other day, when they called your name across the broadcast system. I can get you out, if you need it. If ever you need to run. Ask me. Please I hope you know you can ask me."

Elias Siemens - Respected
"You seem genuine. A genuine politician? I can't really believe it. And yet, you have yet to let me down. You do what you say and mean what you promise. You have been nothing but helpful, supportive, and mindful. Please don't prove me a fool. I beg of you."

Ophelie Latourelle - Pity
"You don't deserve what they're doing to you. You are not a monster. You are a human. Don't let them break you. I beg of you. Survive. Run. Do anything. But don't give in. Don't let them change you."

Agatha Doe - Colleague
"A hard worker within the CCDE. A friend of Juniper's. On the face of it, you seem a Loyalist like any other. I wonder how deep that belief goes. I saw you own up to a mistake in front of the CCA. That is a good trait; honesty. A human one. But is it one that will keep you alive?"

Carter Bradley - Respected
"We are not personal friends, not yet. But I respect your position in the CCDE, and I enjoy hearing your thoughts on the work you do. I trust you to edit my own work and give honest feedback. We would work well together, I feel."

Fyodor Obolensky - DIE DIE DIE DIE DIE
"I saved your life. I hate that I saved your fucking life! If it had just been me in that OR and no one elses lives on the line for failure, I'd have watched you bleed out. Maybe I'd have gone a step further and nicked an artery and blamed the bullets. I'd have gloated, right to your face. You're the worst. You believe your sick words. I see how you revel in punishing people. You're like a boarding school teacher that abuses his abandoned charges. You're a sick man. And I'm getting a commendation for saving you!? I hate myself. I hate myself for swearing that oath and betraying it for my old charges, but not for you. What's wrong with me!? WHAT DID YOU DO TO ME!?"

"Your harsh glare. Your cutting voice. You're terrifying. Being around you makes me feel like a teenager caught breaking curfew. Despite that, I don't feel genuine horror. I don't fear actual harm from you. You've simply an air of terror few can pull off. Perhaps one day that air might be cut through? I cannot find fault with your work ethic, mind. I suppose I'll just try to be a good worker when I'm drafted into your shifts, for now."

Callum Crown - I swear I wasn't trying to assasinate you
"Sorry about the scare, my good man."
