Greetings members of the Combine Civil Authority in Sector 10

Operation London Bridge has failed its intended goal of completely destroying the HMMLR. The HMMLR used the chaos of the operation to hide a infiltration operation into the City 2 Nexus in which they were able to set explosives on the Nexus's Dark Matter Reactor. As I write this, the entire central district of City 2 that was previously in control of Overwatch Forces is now a irradiated dead-zone. It is good that City 2 was not a Citadel City because if they achieved the same thing with a Citadel, I do not want to even contemplate the damage.

However, they (the HMMLR) have taken massive casualties in the process and are stretched thin across City 2, which renders them vulnerable to complete dissolution if they are unable to regroup and rebuild. We have other concerns of course, the primary focus of this newly drafted legislation is to deal with the impending refugee crisis (as we are forced to get as many loyal citizens outside of City 2) and to also find new and exotic ways to cover up what happened in City 2. Of course that does not discredit any proposals that could be considered in regards to dealing with the remains of the HMMLR. This is of course with the caveat of being explicitly told to avoid generating too much noise. Sector Administration does not want everyone in the Sector to know of what happened there and deploying reckless operations would be damaging to the Sector-Wide Sociostablity at this juncture.

You are lucky that Administrator Breen had talked down our benefactors or it is likely that OCIN would have ordered a full bombardment of City 2 and nobody would have been able to miss that.

You know how this works. I have the previous drafting process from my predecessor attached to this document. You have a few weeks to propose these before the next Civil Administration meeting. Which will be in City 24 again. Meyers seems to like holding meetings of the Sector 10 Administration in that one district in City 24.

Our Sector must remain Loyal to our Benefactors. We require a theater.

A Public Theater for speeches, theatrical performances, and other loyalist events shall be constructed in each City under our Sector.​

The failure of Operation London Bridge is an unfortunate reality, but a reality that we must face. There is no doubt in anyone’s mind that Her Majesty's Most Loyal Resistance is already planning their next moves to free the British Isles. Coupled with the refugee crisis, we have quite the situation at hand. I propose the Fortress Act and volunteer my area of responsibility, City Thirty-Two, to be at the receiving end. SECTION I - Refugee Crisis and Resources

City-Thirty-Two will receive sixty percent of City Two’s loyalists and will provide all the needed accommodations and necessities for them.

City-Thirty-Two will receive additional resources to ensure that it can provide said accommodations and necessities to the loyalist refugees from City Two.


SECTION II - Fortification

In order to protect against future HMMLR attempts to destabilize the isles, City-Thirty-Two and City Nine will receive construction and military resources to build fortifications in key-strategic locations. City-Thirty-Two and City Nine will be fortresses of the Combine's will.

Any military formations that are deemed to be too depleted, who’s fighting capabilities are too damaged to place a formidable threat against the HMMLR, will be evacuated from City-Two to City-Thirty-Two for resupply and re-strengthening.


SECTION III - Propaganda

An information campaign will be initiated to inform the public that operations in City-Two have been relatively successful, and that victory will be achieved in due time.

Any person voicing a harsh and negative attitude to City-Two and its campaigns will be silenced, to stop any bad publicity about the current situation.

1. Update all Bio-Gate ("FORCE FIELD") software to recognise the Social-Class of all Citizens carrying CIDs.​
   1. If this is not reasonable, or not-possible within a decent time-frame, protection teams shall be assigned to halt the progression of citizens and check their Identifications for SOCIAL CLASS level when walking into "INTACT" or "HIGH PRIORTY" regions.​
2. Reassigning areas of Politicontrol between the Classes​
   1. Areas Considered "HIGH-PRIORITY" sociostability/stabilization-jurisdiction shall only be accessed by those of 'UPPER CLASS' loyalty.

P R E A M B L E
We, the Cities of Sector 10, shall dedicate our efforts towards bringing the crisis of City 2 to an end, either by economic means or by providing manpower to the immediate area.

We are determined to accomplish our goal to provide the Humanity with a safe journey to Ascension, one step closer to the Benefactors, to Enlightenment.

C H A P T E R I
General Principles of Aid to City 2
1. The Cities of Sector 10 shall cooperate with each other and establish a War Fund to provide financial aid to City 2. The collected funds shall be utilised to restore war-torn areas of London, to provide additional equipment and materiel.

2. Each City of Sector 10 shall dedicate a sizeable portion of their funds which would be 30% of their income from civilian industry, like business revenues, taxes, rent payments.

3. Each Civil Medical Union branch of each City shall establish a Humanitarian Relief Fund to gather donations from good citizens. All funds gathered from each City shall be redirected to City 2 Civil Medical Union to provide appropriate medical care to war-stricken citizens, members of Arteria and Civil Protection. Any embezzlement of the Humanitarian Relief Fund shall be prosecuted under the 48 'Theft' Charge of the Sector 10 Penal Codex.
The donations shall be gathered from willing citizens via a POS terminal bound to the official CMU Union Credit Account. Donations shall be transferred to the account of Ministry of Commerce Branch of the City and rerouted to City 2.

C H A P T E R II
General Principles of Reinforcement to City 2
1. Each City of Sector 10 shall organise one Battalion-sized force of Military Arm Arteria at the minumum. Each Arteria unit shall be trained in accordance with the Classic Union Fighting doctrine along with unconventional, asymmetrical warfare ethic.

2. The recruitment shall be carried out on a Volunteer-based method. The enlistees shall be promised the following upon the completion of their service:
- Superior Housing
- War Decorations for their Duty
- Loyalist Status rewards
- Veteran Discount in shops
- A salary for their service (30 credits minimum, 150 credits maximum)
N.B. - The rewards listed above are handed out at the discretion of City Administrators and their Administration.
Some form of reward is recommended for the Fighting Men of The Arteria.

3. The Administrations of Sector 10 are encouraged to delegate a unit of volunteer and/or 'Blackmarked' Civil Protection officers. The size of the Civil Protection contingent is at the discretion of the MCP Overseers of the City.

4. The Civil Protection officers shall be appropriately rewarded for their Tour in City 2. The rewards include but are not limited to:
- Promotion
- Qualification Points reward (2 minimum; 8 maximum)
- Sterilised Credits reward (5 minimum; 15 maximum)
- Blackmark removal
- War Decorations for their Duty
N.B. - The rewards listed above are handed out at the discretion of the MCP Command (Overseers, OfC’s, Rank Leaders)

5. Cities of Sector 10 are encouraged to delegate their industrial capacity of their Industrial Districts to produce additional armaments to be sent to City 2 to contribute to the War Effort. This includes but is not limited to:
- Infantry Equipment (Firearms, medical supplies, Ammunition)
- Armoured vehicles (Infantry Fighting Vehicles, Scout Cars, Main Battle Tanks)
- Overwatch Synthetic Units (NOMAD, etc.)
- Fire Support Equipment (Artillery, shells, grenades, radio sets)

The Civil Workers' Union branches of Sector 10 are encouraged to conduct additional work cycles to increase supply outflow from their respective Cities to serve as materiel aid to City 2. CWU branches are advised to focus strictly on the civilian manufacturing processes, i.e. medical supplies, radio sets, uniforms, raw materials (recycled metal, plastic, etc.)

6. Logistics shall be conducted via the Dover Hard Light Bridge and City 31, Edinburgh, for efficiency, safety and timely delivery of each shipment to City 2 and any troops operating within the surrounding areas.

As you have witnessed, Operation London Bridge has taken the turn for the worst; and Militarisation Order No. 1 did not yield its expected results. This is why action must be taken. While some of you may choose to disregard the issue of City 2 and its safety, I advise that you to dedicate your City's capabilities to this conflict. We must not allow London to perish. We must coordinate our efforts to lift the Siege and to prevent the collapse of the Capital of the British Isles. Do not fret. Do not ignore this. You must do your part. Do your part for the Benefactors, for Humanity, for the betterment of our species. I heavily encourage each and every Administrator to participate in this legislation.

THE URBAN RECONSTRUCTION AGREEMENT OF 2017

The following Civil Administrations of Sector 10 have agreed upon continuing the construction efforts of the unfinished City 21 Urban Center, Lyon.
City 18, Odense
City 59, Madrid
City 32, Rome
City 13, Paris

We cordially invite other City Administrations of Sector 10 to become members to the current Agreement.​

T H E E F F O R T S​

1. A Joint-Construction Directorate, consisting of all the aforementioned Cities, featuring Civil Workers’ Union Directors, shall be established for the duration of the process, to ensure efficient labour, timely delivery of supplies, and appropriate planning of the Urban Center.

2. Each member to the current Agreement shall provide the following to the operation:
Available workforce, determined by the Directors of CWU and approved by the Administration of the City.
N.B. - The workforce may consist of CWU members, Conscripted Biotics, Military Arm Arteria Penal. Units, volunteer citizens
Addendum: Any City of Sector 10 is welcome to join the Urban Reconstruction Agreement.

3. The Cities are encouraged to provide raw materials to accommodate for a swifter end of the construction plan. Should all the Cities contribute equally, City 21 shall be completed by March, 2018

4. Cities with mighty industrial potential to provide Synthetic Construction Units are encouraged to incorporate said Units in order to speed up the labour process, i.e. Construction NOMAD, etc.

5. The Cities are expected to delegate a contingent of volunteer Civil Protection officers and Civil Restoration Union* members to the City 21 region to participate in reclamation efforts from the Xen flora and fauna. Employment of Overwatch Synthetic Units and/or Military Arm Arteria is welcomed.
*Civil Resoration Union - implies personnel employed by the CWU, qualified in containment of Xen infestation

T H E C I T Y 21 D E S I G N ​

1. The Urban Center shall be constructed as per the traditional plan of Universal Union’s City Building Doctrine.

- The City shall feature several Ration Distribution Terminals
- Sector 10 Government institutions (CCA office; CWU, CMU, BOE offices)
- Numerous Residential Blocks
- Industrial Facilities
- One Nexus Stronghold, of the same design as City 24 Precinct 13 Nexus
- Perimeter Restrictors and Perimeter walls
- Citizen Leisure Facilities
- Functional and well-maintained railroad for efficient logistics of both materials and new citizens
N.B. - Overwatch Legion garrison is at discretion of Sector Administration. Overwatch presence to be determined at Summit 24 session on January 2.

T H E P R I N C I P L E S O F T H E C I T Y​

1. Prior to opening the Urban Center to the general populace, it shall be firstly settled by officers of the Civil Protection in order for them to be prepared for the First Citizen Intake.

2. Once the City construction has been finished and the Civil Protection contingent has been notified, the initial intake shall consist of City 2 Refugees, to alleviate any issues in the Sector 10 Cities that have agreed to accept war-stricken dwellers of the British Isles’ Capital.

3. The Cities of Sector 10 who have offered refuge to the dwellers of City 2 within their walls are welcome to provide them with residence in City 21 until the Crisis of City 2 has not been resolved.

4. After City 2 Refugees have arrived, the Urban Center shall be added to the registry within the Union Relocation Program.

5. After the first Intake of City 2 refugees, City 21 will be ready for additional denizens of the Union from Sector 10 and beyond.

Addendum: After the end of the City 2 Crisis, the original refugees are welcome to return back to City 2.

At what point is a machine considered useless? Perhaps when it is no longer needed, when a resource or demand runs dry? Or when a greater, newer machine is constructed? No, a machine is truly useless - and even worse, a burden to bear - when the cost of keeping it running is far greater than the value of what it produces.

From this, I must ask: why spend so much, dedicate so much effort, and funnel so many resources into a city so clearly unwilling to keep its own self afloat? Leaders from across the globe, already overwhelmingly busy with ensuring their own municipalities do not fall into a state of such horrid disrepair born from gross negligence, are called to meetings thousands of miles away to discuss temporary fixes for a city doomed to fail? It shocks me to see that we have thrown away pragmatism in favor of these nebulous ideals.

Allow the city to burn until nothing remains but ash and the blinded ideologues who believe they have won. And, if they somehow manage to rebuild something greater than what our ancestors constructed in the stone age, send forth the bombardment that was (rightfully) discussed.


Just like the overly used symbolism of the phoenix, City 2 shall rise from the ashes - albeit under new leadership, direction, and motive. Why do we currently discuss how to save the city, and not what might make the city whole? Allow it to fall - and while it does, we shall bring forth new legislation and proposition to create the finest city the world, and Union, has seen. Imagine a place constructed using solely Union technology, architecture, and ideals... and then remember that it can come true with this proposal.

(a) The increasing of Overwatch Transhuman Arm assets shall be priority number 1 of our military strategists.

(b) Preparations shall be made for FIVE new legions of transhuman arm assets to be made and deployed on the field.

(c) All current conscripts who have shown extraordinal physical and mental capabilities, as well as combat skills, shall be made priority candidates for transhumanization.

(d) Being eligible for transhumanization shall be the biggest award a soldier can achieve.

(e) The candidates do not have the right to reject transhumanization.

(f) Each city must contribute with a number of candidates, each month, for transhumanization.

PART II

(a) A new processing facility shall be constructed in a safe location in the Iberian Peninsula.

(b) Said facility will house most cases of transhumanization from City 59, City 32, City 48, City 38.

(c) Another facility shall be constructor in another safe location throughout the sector, at the choice of the Sector Administration with accordance to the Civil Administration council.

PART III​

(a) City 2 conscript forces shall be reinforced with additional Overwatch assets to further conduct their task.

(b) All current MAA forces shall be reinforced with additional Overwatch assets.

THE DEFENSE OF MANKIND AND OUR ASCENSION

After the failure of the Conscripted military forces to resecure City 2, the focus of our military strategy shall shift from utilizing standard human subjects to increasing the number of Transhuman assets in their ranks.

Humanity has proved, once again, to be fragile and incapable of defending what Our Benefactors have given us. Thus, no longer shall the conscripts be sacrificed in vain.

PART I

(a) The increasing of Overwatch Transhuman Arm assets shall be priority number 1 of our military strategists.

(b) Preparations shall be made for FIVE new legions of transhuman arm assets to be made and deployed on the field.

(c) All current conscripts who have shown extraordinal physical and mental capabilities, as well as combat skills, shall be made priority candidates for transhumanization.

(d) Being eligible for transhumanization shall be the biggest award a soldier can achieve.

(e) The candidates do not have the right to reject transhumanization.

(f) Each city must contribute with a number of candidates, each month, for transhumanization.

PART II
​

(a) A new processing facility shall be constructed in a safe location in the Iberian Peninsula.

(b) Said facility will house most cases of transhumanization from City 59, City 32, City 48, City 38.

(c) Another facility shall be constructor in another safe location throughout the sector, at the choice of the Sector Administration with accordance to the Civil Administration council.

PART III​

(a) City 2 conscript forces shall be reinforced with additional Overwatch assets to further conduct their task.

(b) All current MAA forces shall be reinforced with additional Overwatch assets.

my suggestion is lore-wise it doesnt effect whitelists nor anyone will get whitelisted into OTA

CHAPTER ONE
1. In order for the Summit 24 Organisation to operate more effectively, it is important to consider other candidates for Membership within the Organisation.
2. Newly invited members are to enjoy the same rights and priveleges as core members*.
*Core members - the original members as of the previous Summit sessions

CHAPTER TWO
1. Some Cities may be invited into Summit 24 as Observers.
2. Observers are not able to partake in legislation drafting. They are, however, able to adapt legislation passed during Summit 24 Sessions for the betterment of their respective Cities.
3. Observer voting does not hold any projection during Legislation Voting. Observer votes are purely recommendations in terms of character.

Vengeance Act of 2017

"Quality over quantity"

Executive Summary:
This legislation aims to propose the establishment and formation of Earth Devils, a specialized task force. The task force is compromised of Civil Protection Units with specialized training which includes search and destroy, air assault, search and conquer, assault behind enemy lines, infiltration, recon, destabilization of cities under anti-citizen occupation, and more.

The purpose of this task force is to be used as a special assaults team where deploying Transhumans would be impossible due to their heavy equipment.
Through this act, the goal is to establish this specialized task force throughout each City part of Summit 24.

Legislative proposal
I.
The immediate establishment of Earth Devils in each Members' City part of Summit 24.

II.
The task force will be compromised of Civil Protection Units, selected by the Head Commander and/or in duality with the Commandant.

III.
The task force will be under the direct authority of an Overseer and their Commandant in accordance with the indirect authority and will of their respective City Administrator.

IV.
External usage of the task force will be in accordance with Sector.
Internal usage of the task force will be in accordance with the respective Authority (Ref. III.)

V.
The task force will be supplied with more advanced and modern weaponry such as Automat Kalasjnikova, Designated Marksman Rifles, Carbine Rifles, Shotguns, Sub-machine Guns, and more at the discretion of their respective Authority.

VI.
Universal marking of the task force will be designated with a green armband during operations.

VII.
The task force and its operations are of the highest classification and confidentiality from anyone below the respective Authority.

Proposed usage
Earth Devils will be deployed within City 2 as the main infiltration force. City 18, City 13, City 32 will be required to push the enemy from the outside. Once everything is set and Earth Devils are deployed, their tasks will be to capture 3 strategic points which are the CWU, CMU, Overwatch Barracks. By this, we cut the supply of Food, Medicals and ammunition along with weapons to the so-called Resistance cells.

With the help of the Overwatch Sky Legion, outer cities will focus on purging enemies from the outside making City 2 force all their manpower to the outside perimeter. This will allow for easier infiltration. With the outer assault, Combine walls will be deployed and the creation of safety zones will be issued. Starting by deploying Transhumans/M.A.A to the exits not allowing anyone to escape. Once the Earth Devils capture the strategic points, with the help of other cities, they will attempt to find and destroy the current resistance leader among any rogue CCA Elements.​

Conclusion
It is apparent by now that quality exceeds quantity. We have personally in City 24, started the process and establishment of our Earth Devils being spearheaded by our respectable Overseer Stasiuk. We wish to provide this legislative act in hopes that others will follow suit and not simply aim towards success, but actually assure it. We must take charge- we must prevail like we have done before, for our citizens, for their safety, for our future and for our blessed Benefactors. We must prevail. We must act.

Policy regarding expansion of the Transhuman Arm is the exclusive right of the Global Administration and cannot be voted on at the upcoming convocation.
Your legislation will be passed up to Global Administration for consideration but it is highly unlikely that it will be implemented as the policy of the Global Administration has been to act autonomously from the rest of the Civil Administration.
