Nordic Intervention Force Act

City 18 pledges to allocate a socio-stability unit to provide aid to the garrison of City 2.

PROVISIONS
I. A contingent of Civil Protection volunteers shall be sent to City 2 to assist their English brother in restoring the Socio-Stability of City 2. City 2 garrison should expect at least three platoons (around 100 officers) and an Overwatch Legion comprised of Combat Synth Units and Transhuman Arm Servicemen.

II. Civil Protection Volunteers shall be trained in urban asymmetrical warfare to be combat-ready for their deployment.

III. Each Civil Protection Volunteer shall be rewarded appropriately for their Duty. The rewards include but not limited to:
1. Promotion
2. Double Sterilised Credits Reward
3. Receiving a Military Distinction in form of a Medal or a pay raise

IV. Should the Civil Protection Volunteer Force suffer immense losses, it shall be reinforced with a new batch of Civil Protection Officers.

V. Structure of the Intervention Force

Nordic Intervention Force 'LEGION ODIN':

An Overwatch Legion comprised of multiple battalions of freshly produced Combat Synths including NOMAD (Strider), STAR (Hunters), and SKYSHIELDS (Gunships). Along with single battalion-sized Transhuman Detachment.


LOKI 9-9 "Reinforcement Team FROST":

3 platoons of Heavy-Munition Trained Civil Protection volunteers that were sent to City 2 in order to bolster the inner-defenses and Socio-Stabilization. These units come with Reinforced Kevlar vests, P90 PDW's and C8 Assault Rifles, viscerators, and M320 grenade launchers.


Nordic Intervention Force shall operate in cooperation with the City 2 Overwatch Transhuman Arm Command and Civil Protection to maximise battle effectiveness

The scientific act of sector 10 aims to increase the logistical, financial, and general support of scientific and exploration efforts across the sector as well as the creation of dedicated organisms to complete this task.

In these troubling times, we must come together and prove to Our Benefactors that we are worth of ascension. Let our grievances aside and unite ourselves in this combined vision.



PART I

I.a

The CPRD shall openly start conscripting certified workers from the civil population as well as from the Civil Workers Union and Union Medical of Sector 10.


I.b
A new Laboratory shall be constructed on a strategic and secure location within Sector 10, away from dangerous human and Xeno elements. This facility will be focused on the research of human biology and Xenobiology. The human condition, its limits and its capacity.

I.d
Prisoners of war and others that have proven to be dangerous shall be assigned to these facilities to assistant our scientists in future experiments.



I.e
All cities part of the Sector 10 jurisdiction shall contribute to the scientific cause.


I.f
Sector 10 shall further contribute an additional 5% of its monthly funds to the research and development of these scientific projects.


PART II




II.a
A joint research group shall be created and properly funded with the collaboration of sector 10 Union Medical and Civil Workers Union for the purpose of expeditionary research across the sector and globe.

II.b

Expeditions to the northern regions of Canada, Greenland, the Amazon, and the Caledonian Coille shall be sent to further collect, document, and understand its unusual characteristics.


PART III


III.a
The sector shall collectively enforce a transhumanist agenda for a period of, at least, 5 years. The technological ascension of mankind under the guidance of Our Benefactors shall be made a priority.

I.
ON THE MATTER OF DEFENSE

I.I -
City 2, London, will be secured immediately. Extensive bombing campaigns, chemical warfare, and the deployment of authorized volunteer forces (See I.III) will be authorized. London will be reclaimed at all costs.

I.II -
Volunteer Forces, as defined in this legislation, will be backed civilian and volunteer based military units. They are authorized for use of armaments and are recognized by Overwatch, but approved and created by the Cities. They are authorized for deployment in any City within the Sector, including London.

I.III -
The First Volunteer Forces, which may operate under any name, will be approved for training and deployment within two [2] weeks of the passage of this legislation.


II.
ON THE MATTER OF LOYALISM

II.I -
City 13 and City 32 (Paris and Rome) will be approved as Loyalist Cities within the Sector. City 24 (Geneva) shall be stripped of its status as a Loyalist City.

II.II -

The Sector, as a collective, will pursue a policy of Transhumanism and Biological Ascension within the next 5 years. Including, the extension of the work-force, artificial and out-of-body gestation, and a Space Program to colonize Sol. II and Sol. IV for resources.

II.III -
Conformity, within this legislation, will generally be defined as "compliance with standards, rules, or laws." Loyalty within this legislation will be defined as "a strong feeling of support or allegiance."

II.IV -
Conformity, throughout the Sector, will be denounced in favor of loyalty. The current "loyalist system" primarily based on points will be modified (See II.V)

II.V -
The following edits will be made to the "Loyalist" System:
a. Upon reaching the score of 160 SC, the following behaviors will no longer yield S.C:


III.
ON THE MATTERS OF POLICY AND INDUSTRY

III.I -
With London's situation, City 31 (Edinburgh) and City 9 (Dublin) will be pursued as new Industrial powerhouses on the British Isles. Existing Industrial Cities will pursue a policy of expansion and help towards the cities.

III.II
A Mining and Harvest program will be established in the Alpine Region by City 32 to assist in on-going resource shortages.

Greetings Casto,

Your proposed legislation has been reviewed and it has been decided that this document must be reformed to fit the ideals that our Benefactors thrive off. I am a man who likes to get straight to the point so I won't waste anytime in pointing a few things out here:

The Ascension act of 2017 is certainly a fine piece of legislation, however, it comes with a lot of noticeable flaws and statements which displease our Benefactors and the Summit. In ACT 1, clauses 2 and 3 you state you would like a form of militia to be formed. Rather than forming a new militia, the Summit has requested that these citizens are instead conscripted to the Militia Arm-Arteria where they will serve the military for a set amount of time, preferably one year of service at least before being allowed to leave. This is much more preferable to making a new militia.

ACT 2, clause 1 states that City 24's status is to be removed and be replaced by City 13 and City 32. This is not a decision to be made by the cities, but rather to be made by the currently existing Sector Administrators, and our leader, Dr. Breen. This is not the only problem however, City 13 is a good place and certainly has a large loyal element to it, however, it still needs improvement. As for City 32... that is a whole different topic in itself and we would much rather you first focus on production and securing your city before we can even consider City 23 to be marked as a loyalist city.

The CLC currently handle your supply chain along with the other cities, so you must first convince both cities and the CLC to provide the resources you need to put into projects. The first one being to improve city infrastructure. The storms from PISA are known to be affecting your cities production capability and survivability. Courses of action for that should be considered instead.

Clause 2 is already in effect with the Ascension project hosted and developed by the CPRD. As for the space program, this has been denied by our Benefactors. They already have all the space technology they need and do not yet desire us to move up. We must first prove our worth to them before any such action can be authorised. Until that, that part of the proposal is forbidden and not to mention... redundant.

Clause 5 of ACT 2 seems to be more specific to City 24's method of operation with its internal CCA. This will be left to Thomas Newscastle to sort out. (OOC NOTE: This is a bit damaging as well as SC is already a grind to T4, this will make it a grind just to hit T3 and get past the 160 mark.)

Finally, ACT 3 is a CLC matter. However, we can at least influence it with passing this legislation. As for the construction of a production facility or mine in the Alpines, this will be left to the CLC to figure out due to the instability of the environment of Italy and will require further evaluation and discussion among CLC officials.

We request that the legislation be modified to the above comments before we can move forward with its approval to be voted on in the upcoming meeting.

The Planetary Reclamation Experiment Act

Description​

The construction of various test-sites adjacent to an Urban Center, walled off or otherwise restricted from the outside world, to create controlled environments for various environmental experimentations.
These experiments are to consist of various stages:

Stage 1.
Cleanup of Xenian wildlife infestation and the sealing of any containment breaches.

Stage 2.
Biological and Chemical cleanup, aiming to destroy other traces of Xenian infestation and remove any hazardous toxins from the area.

Stage 3.
Rejuvenation of the soil, to either make it usable to be build upon, or used for agricultural purposes.
The aim of these experiments is to find and perfect a process to make areas adjacent to Urban Centers hospitable for Human settlement once again. The purpose of enclosing the areas is to prevent Xenian infestation from making its way back into the area, and thus undo any progress made.

The Act has a secondary purpose next to returning Earth to a mostly Pre-Infestation age. That purpose is to provide the general populace with a goal to work towards. As is well known at this point, the idea of "retaking" Earth has been an infectious rhetoric used by many over the years. This argument can be yanked out from under their feet by providing the populace with a project that will actually return Earth to Humanity, rather than the Xenian infestation that has now plagued it for one and a half decade.

As this Act will only establish a testing phase, it doesn't require a huge investment of resources. Only the materials needed to construct the enclosure, as well as deployment of Overwatch in order protect the test-site. The number of deployed delegates decreasing as the site is stabilized.

While this Act might not seem to address the current issue regarding City 2, from what I have gathered a similar strategy of "Hearts and Minds" may be used to combat the current situation.
An area of what was formerly the Metropol of London is currently infested by Necrotics. A part of the insurgency's forces may be persuaded from their goal of "Liberating" their City to aiding in its cleanup under Overwatch forces. After the area is secured, the insurgency can be resettled there with minor concession which will be taken away over time as they integrate into the general populace.

I understand that "compromising" with infectious forces is an unorthodox proposition, and that other more direct approaches have already been suggested. And while I have no doubts the Overwatch Forces can squash this insurrection in time, we must ask ourselves how much we are willing to risk.
City 2 has not been able to be pacified by regular means, and simply increasing the amount of soldiers and the aggressiveness of their actions may not yield better results in the short term.
To draw a page from the history books, the US intervention into Vietnam. Despite vastly superior firepower, they were forced to pull out in defeat after losing a war of attrition. We must ensure that City 2 does not become our Vietnam. The more force we put on City 2, the greater the backlash if we were to fail in our efforts. City 2 must not become a symbol of resistance. It must be pacified.

Lastly, for this Act, City 58 has already examined potential areas for test-sites and its proximity to the ANVIL Depot will ensure the swift procurement of needed resources. With the Summit's approval, we could begin construction within a month.

Disunity Shall Prevail No Longer

Our Benefactors have granted us a once-in-an-eternity opportunity. The opportunity to thrive among the stars. Disagreements and rows between the Cities shall only serve to slow the inexorable and unfathomable will of the Benefactors. Therefore it is our responsibility to come together and forge an unbreakable alliance, guided by the Benefactors, and for the benefit of all humans who wish for life everlasting.

Therefore, the following triaxial provisions are proposed:

§31A: "The Wealth of Nations Provision"

Free trade is the backbone of any efficient and robust economy. Restricting trade in the form of quotas, embargos, or tariffs is detrimental to the growth of the Cities, and is likewise an assault on progress. The Benefactors, in their wisdom, are above trivialities such as trade disputes. We must emulate their behavior if we wish to propel ourselves toward the stars.

Therefore, the following is proposed:


No City shall, wholly or partially, restrict the transfer of goods and materials or persons between separate urban centers without the express permission of the Sector Administration and/or the Combine Logistics Committee (CLC). Goods include but are not limited to:


- Industrial Products
- Medical Supplies
- Assorted Foodstuffs
- Armaments
- Citizens
- Biotics
- UU Machinery/Hardware
- Vehicles (Military/Civilian)

The CLC shall determine which City is in violation of this law. Any City that is found to undertake an action restricting free trade between itself and another City shall be liable for a fine of five thousand (5,000) credits made payable to the CLC. These funds shall be due three (3) days after the issuance of the fine, and additional payments of one thousand (1,000) credits shall be due every month in which the offending City continues its transgressions.

§52B: "The Anti-Espionage Provision"

It is well known that certain Cities have been exporting various ideologies to other urban centers. Radical thinking in areas which are not ready for it can lead to violence, and in turn, threats to socio-stability.

Therefore, the following is proposed:


No City shall provide, in whole or in part:


-Direct or indirect support to ideologues or political parties within the confines of another City.
-Relocate individuals who are liable to attempt to radicalize the population to a City without the express permission of the City's designated Administrator.
- Oppress a political party, especially from another City, which is not deemed a threat to socio-stability by the Overwatch Central Intelligence Network (OCIN).


Violations of this provision shall result in political sanctions by the Sector Administration in the form of either fines, withholding of material goods, or the direct censure and/or removal of offending individuals and/or administrations, up to the discretion of the Sector Administration.

§28C: "The Heightened Communication Provision"

Communications between individual Cities is vital to the security of the Union. Failing to communicate effectively between urban centers shall only lead to ruin and inferior results. Isolation is the precursor to disaster, and miscommunications can lead to otherwise avoidable damage.

Therefore, the following is proposed:

-
Subsequent to the passage of this legislation, every City shall be required to establish a direct telecommunications link between each individual administration which will be operated at all times by authorized personnel.
- No City shall cut its communication with another City for any reason.
- A convocation of the City Administrators within Sector 10 shall be required every six (6) months at an appropriate venue in order to pass legislation and resolve any outstanding issues.


Attempts to limit communication between urban centers shall be resolved by either the Sector Administration and/or the OCIN. Penalties for intentional restrictions of communication shall lead to fines and/or other sanctions of the offending administration, up to the discretion of the Sector Administration/OCIN.


Increased cooperation between the Cities is necessary if we wish to enact the will of the Benefactors. Petty squabbles are an unfortunate residual of the human condition which our Benefactors are attempting to eradicate through their infallible guidance. With the passage of this legislation, our species will be one step closer to true and total unification, and in turn, closer to reaching the stars. It is the hope of our species, this Administration, and our Benefactors that greater unity may be achieved.

31A and 28C are acceptable but your suggestion for implementation of a Anti-Espionage Provision between cities? We are not individual nation states anymore which have to worry about keeping foreign ideas out of their cities lest they cause the collapse of a regime of which in this case (our glorious benefactors) is not possible.
Meyers agrees that giving the ability for City Adminstrators to ban external influence regarding political parties not of their own choosing will result in both your city and the likes of Raymond or Casto to turn their cities into impenetrable ideological bubbles.

If we ever wish to have any of these ideological regimes fall- the first step is not to strengthen their own position.

All Citizens inside the sector will enter a Conscription Lottery.

Upon the reported casualty of a Conscript in City 2, the lottery will draw and recruit a new Conscript to replace the casualty.

Said replacement shall be trained in a 1 week time period and be issued with the equipment from the previous combatant or from the surplus stockpile.

Depending on sector circumstances: upon the restoration of City 2 those Conscripted in the Lottery may return to their respective City or continue their duty.

2) THOSE PUNISHED MUST LEARN THEIR CIVIC DUTY

Those subject to amputation, prison or off world relocation on verdict discretion may be assigned to perform war effort tasks* instead.

Due to the overwhelming response regarding the legislation, Sector Adminstration has determined that there will be a total of FIVE pieces of legislation passed in the upcoming session. However, at least THREE of the pieces of passed legislation must directly involve the assisting of City 2 in one way or another.

PART II


II.a
Expeditions to the northern regions of Canada, Greenland, the Amazon, and the Caledonian Coille shall be sent to further collect, document, and understand its unusual characteristics.

II.b
Two new research outposts shall be constructed on the edge of both major quarantine zones - the Russian QZ and the Xeno Malignancy Zone.

II.c
The Exclusion Zone-001 shall remain restricted to Overwatch functionaries only.


PART III


III.a
The sector shall collectively enforce a transhumanist agenda for a period of, at least, 5 years. The technological ascension of mankind under the guidance of Our Benefactors shall be made a priority.

III.b
The ongoing conflict inside City 2 shall be reinforced with conscripted military divisions as well as volunteers from across the sector.

III.c
If all efforts to secure City 2 fail, the city shall be nuked to avoid spreading the war.

Your act has provisions which leak outside of Sector 10. As a meeting of Sector 10 City Administrators is not a meeting of Summit 24 (which are Sector Administrators) this meeting does not have the authorization to make changes to any laws or directives outside of Sector 10.

Additionally, the Administration does not possess nuclear weapons as our benefactors had ensured that full nuclear disarmament was achieved after the conclusion of the Seven Hour War. They did not trust humanity at that point to keep nuclear weapons as if any serious sociostablity incidents were to occur then that could result in the destruction of urban centers (see: the fate of St. Petersburg).
The combine prefers to use other means to raze cities to the ground if the need arises.

Part III is also seen as a pointless rider as we have other pieces of legislation currently underway that focus on the subject of giving City 2 resources and manpower. I'd advise that you focus on what this bill is really about (Part II and Part I) and keep it inside of Sector 10.

Esteemed Administrators of Sector Ten, the time to act is now. The Futurist Force threatens the stability of our cities. We have all seen what Casto’s so called ‘Redshirts’ can do. In City 59 their actions forced Madrid into unrest, the former Civil Administration had to step down to solve this madness. That may have been years ago now, but it cannot be forgotten. And now, they threatened the heart of our sector, Geneva. Luca Fiano, the leader of the Futurist Force has been apprehended for his violent outbursts during a peaceful debate provided by the finest members of our society. I do not demand for the Futurist ideology to be buried in history, I demand that the Redshirts are disbanded. Members of the Force may instead be offered enlistment in Civil Protection if City 32’s Administrator decides to authorize such. But we must not deviate from what has been standard for the cities so far. Civil Protection and the Overwatch Forces have always been the primary guardians of our society, we cannot trust Futurist fanatics to act rationally.

Sector Administration has concluded that it would be more applicable to target any political party that possesses a paramilitary force rather then just the Futurists. After all, OICN does not trust any political party that possess such a paramilitary group as that could (and has) lead to potential decreases in Sociostablity. Sector 10 is the pride of the Summit and does not need to be seen as a place where its loyalist parties prefer violence to reasonable discussion.

A suggestion - if war supply is needed greatly then the C.L.C might be of aid. City Six is the greatest supplier of foodstuffs worldwide and the East Asian sector is home to the largest centers of industry to date. It might be wise to ask for off-sector imports from those parts to supply your war-front in the event of a deficiency of war goods.
