I'm going to quote this before anyone applies on this page.

These are City Administrators, which by default are expected to be of the highest quality. You will be involved in some exceptionally deep political roleplay. I advise that you read up the lore of your city and also understand the additional conditions and lore articles (political alignment) if you are either playing City 13, City 59 or City 48.

Do not apply for City 48 until its lore has been created. The Lore Team will be onto that in the next week or two.

The most trusted District Administrator underneath Raymond Arceneaux, brought along as he is seen as the "right hand man" to Arceneaux

He acts as a the more "unofficial" mouth of Arceneaux. When something needs to be "off the record" he is the man sent to convey the message.

A curious man, will attempt to gather as much information as possible for Arceneaux, perhaps sticking his nose in too far and annoying the CA's

He does have a secret that he keeps from the combine, not one of rebellious nature but in the interest of presenting himself in the most promotable light, if reveled it will not be anything that the combine really cares about, but It will stress him out.




OOCly, what is your motivation for joining this series?: As the SS manager I have missed out on recent events from the position of a player, and I don't quite want to take a position that a player may better enjoy, so a smaller role in the background to which I can RP to a high standard would be the best role for me I believe

Hes a man who mostly focuses on the number than the conditions the citizen might be, if he sees that its more effective to keep the citizen in the working class so he could harvest more resources, he'll do so. (example: The fact the industrialization in the city has gone so far to the point of the air being lethal, the CA continues on the production, as it could possibly be cheap and easy to work with, without having too much complexity)

I'm hoping to have a situation where my character talks about the production in the sector and how everything is going. As he believes the production is what keeps everything going smoothly for every city.

(I hate to be that guy but I'm better with talking about it vocally or just showing it ic than explaining it.)


OOCly, what is your motivation for joining this series?:

My motivation to join this series comes with my interest in exploring a unique kind of roleplay, as I've always enjoyed participating or creating a scene using my ideas/ways of roleplaying. Making it more 'colorful' and alive.

Another one is that I've wanted to assist Uranio in this roleplay, so if I could jump in to fill the slot for his help would probably mean a lot for him.

I've been in the last Long Haul episode but I don't believe it counts as I haven't done a lot of roleplaying. But I've been doing quite a lot of events for people and sometimes introducing them to an interesting character to speak with.

  1. He will be a character that cares for his City and it’s occupants
  2. He will listen to all counter points to any idea he puts forward but won’t hesitate to make a snarky comment
  3. He would be weary of the other city administrators but not disrespectful he understands that issues excise out with his city.
  4. He, much like the other CAs will be serious during the meeting(s) and will make sure that if he doesn’t agree with a point that the others know it in the most formal way he can.
  5. Despite being a CA he would still be Scottish and from the East coast, I would do my best to portray this in a serious manner, e.g using phrases most commonly used in Scotland.
OOCly, what is your motivation for joining this series?: OOC, I myself am Scottish, although from the west coast. I saw a great opportunity to fully RP as a Scottish Character, that and the event sounds like a great idea and I would be honoured in being apart of it.

- Calm and reserved

- If met with a disagreement, remains tranquil and relies on facts and logic to defeat his opponent verbally

- Hardcore and 'by the book' Loyalist; the man would also have some anti-Vortigaunt sentiments, stating they should be used for labour or are subject to deportation; questions the Casto doctrine, believing that it has strayed too far from the canonical Unionism preached by Breen

- Humanist; values the lives of humans more than those of aliens (Vortigaunts, Headcrabs, Antlions)

- Syndicalist at heart; the man understands that trade and industry is most efficiently governed by those who stem from those fields, that's why he believes that CWU, CRU, and CMU must have individuals in charge who are best acquainted with those respective spheres.

- Hidden rival of City 24; according to the Server lore, City 18 and City 24 have been toe-to-toe in almost every aspect. Administrator Lund is looking to surpass City 24.

- Sceptical towards Futurism; unlike Casto's approach to Union Politics, he prefers to remain careful with his speeches and statements.

- Pan-Scandinavianism sentiments; the Administrator feels that it is best to become allies with Administrators from the Nordic region, due to the similarity in mentality and outlook on Union matters

- The Danish Honesty; the man is against any sort of corruption, believing that is how the Old World ended. Now that he is in charge of the City, he has begun cracking down on corrupt officials and members of Civil Protection. Instead of getting foreigners to take up important posts in his CIty, he has opted for giving leadership positions to native Danes.

OOCly, what is your motivation for joining this series?: Political roleplay explores a niche of roleplay that is not covered extensively by combat-driven events. I believe that a bit of passive roleplay in this series is a good opportunity to partake in activities that would later on influence the server lore, even if it is done to a minor extent. I also speak Danish (IRL), so it would be interesting to incorporate some authentic Danish into RP scenarios.

Which city are you applying for: City 9
Character Moral alignment (Lawful Good, Lawful neutral, etc.): Lawful Evil

- Rory being the CA of Dublin, a massive city of relocation, he doesn't see Citizens as anything other than pins on a board that can be moved for optimization. He believes in less rights for the working class of citizen.

- He is a snooty upturned nose Irishman who speaks with a HEAVY accent, and probably has had too much given to him in the past as reward for his stalwart means of rule over his City.

- He is very bent on getting the most out of any situation, and cold heartedly looks for the outcomes that mean the best for himself, or the Union.

- While he leads Dublin with an iron fist, he disagrees with Casto and believes that Citizens shouldn't be given more wills other than to work, eat, and sleep. Sociostability can be most upheld with family cohesion. Work, and your family will be safe.

- In the debates he has, he is known to sometimes get a hot temper and go on bouts of insulting. Because of this, when he made his way to the top, he simply removes anyone who disagrees with his way. He has deep seeded fears that it may one day be his downfall. Others trying to climb the ladder in City 9 tread very carefully to rise to the top, likely planning behind his back to possibly remove him one day. But the UU like him there, the City remains stable under his rule.

- He is known to speak charismatically when it comes to broadcasting, trying to maintain a picture of a cult of personality. But it turns out, anyone who meets this man probably comes back with a bad taste in their mouth, and maybe a few social credits deducted because they walked into his office with dirty shoes that stained his carpet.

- Between other CA's he is very big business-board like, and sees at least the others of his rank as equals.

OOCly, what is your motivation for joining this series?: I've never participated in any of these styled events before on Willard, and would love to get involved in some of the story process. I love political RP that gets down deep into debates and passive between players, and this would provide a fresh breath of air and allows a look into the seeded political nature that the Combine has established on the higher class Administrators of their cities.

Which city are you applying for: City 35 or City18 (Due to large amounts of people applying for C35, I'll just leave C18 as an option as well due to the similarities between the two.)

Character Moral alignment (Lawful Good, Lawful neutral, etc.): Lawful Neutral (Bordering Lawful Evil)

(Before I start, I won't lie I'm pretty high on Painkillers right now, so there might be something I miss that I will possibly add on later, but this is the final draft for now)

Somewhat Compassionate, yet Selfish -

When it comes to the Politics, Kofold will always try to push his own interests for his own Jurisdictions first. He cares little for the problems of others but will likely offer a lifeline in dire circumstances or if the lifeline would have no poor repercussions towards him. But in the end, he doesn't go along with just anything unless it contains a benefit for him.

In regards to the City's inhabitants, Kofold would rather throw all sorts of amenities and benefits at them wherever he can, after all, a content and fed population would be preferable to an oppressed and starving population, one that would be more likely to openly revolt. As such, he tries to picture himself in ways that would show him actually providing for the Citizens, rather than stamping down on them.

Care Free, and Pride for the City -

A Danish Man himself in a Danish City.

Kofold has the tendency to be a rather Care-Free person to interact with outside of the public eye, often cracking jokes in attempts to lighten the mood. This is largely an attempt to hide his nervousness when it comes to High-Stakes situations. He also has his own pride obviously, for the progress and stability of that of his City, it is likely he will defend his City vigorously if challenged about the efficiency of City 35.

The Back Seat -

Kofold would rather not get involved with the conflicts of those that do not involve him, lest he gets swept up in a storm that would negatively affect him, his standing, or his City. He holds a mild dislike to those who stage interventions in the interests or concerns of others when the parties are uninvolved and trying to push their influence upon others, especially if they try to infringe of his 'Territory' per say.

Indecisive, Anxious, and apparently Distrustful-

Despite being a City Administrator, Kofold is often sitting on the fence when it comes to certain decisions that carry weight should problems and conflicting parties of interest arise, often requiring him to consult multiple individuals or MAYBE cave to the demands of one party to ensure he doesn't end up failing as a CA. Concerning the Futurist-Republican feud, its likely Kofold will be hard-pressed to make any decision out of fear that things could go horribly wrong for him. Instead opting to remain neutral unless one side wins him over in a way that is beneficial to him in a definitive matter.

However, little people hold his trust, consistently taking the Intervention route when an issue arises, he asserts his position whenever he feels that something isn't being handled correctly in the slightest, or in most cases, not in his way. Though most of the time he does relent and let the core Departments and Ministries do their jobs, his behaviour in getting his nose everywhere has some of the Administration slightly disgruntled. One of the more notable cases of this was the propsal for the employment of a Loyalist Militia that was under the Administration's control that basically acted as the Administration's more 'personal' arm into the City. Though Overwatch and Civil Protection forces were obviously given total authority over them to ensure that it didn't look like Kofold was trying to distance himself. In addition to this, consistent lobbying and an rather unsteady 'partnership' between the Administration and the GPD-PMD Bloc members have given him and his Government a standing, albeit a shaky one.

An Interventionist Economist somewhat, and yet and a rather Authoritarian Politician -

Kofold would rather have a hand in anything than trust those who he does not know very well. In this case, the Civil Administration has a hand in everything, from businesses to Law Enforcement, from Political Parties to investigations. He distrusts many, but yet trusts few, which results in an Authoritarian System, both for Economic and Political wise, as Political Parties such as the Republicans of Paris, and the Futurists of Rome, are both heavily regulated so that they don't "Overstep" their boundaries, or cause any trouble for the acting administration. Additionally, active workforce entities like the Civil Workers Union and Civil Medical Union are also regulated by "Auditors" from the Administration, that frequently conduct inspections on facilities and staff to ensure that 'Standards' are upheld. It may not seem very different from your standard city, but the rate of which these actions occur and the unseen shackles on the Entities of the City are evident to those who hold the chains.

For Law Enforcement however, Civil Protection are kindly encouraged to be actual Protectors and maintain a somewhat positive attitude to Loyalists as they should, but they've been generally told to try and facilitate Loyalist behaviour where possible in order to uphold the "Benefits" his Administration provides. Dissidents though are often quickly stamped out should they be a problem through faux reasoning of a Status Elevation and Relocation to City 18, where in reality they might have been sent to Overwatch Facilities for 'Rehabilitation' rather than straight up Stalkerization. All kinds of Citizens can be utilized as assets if done correctly, after all.

OOCly, what is your motivation for joining this series?:

I've always liked Political Drama, its peaked my interest more than several times. I may not be the best roleplayer but the events on Nebulous that included their Senates have always peaked my interest, and Politics that could possibly influence the fate or events of Willard's Main Server in City 24 would be a blast in my opinion, it gives people actual entertainment and story outside of Faction-Specific events or Admin-Dictated outcomes.
I've also always wanted to try my hand at Politics in RP, its always seemed like a fun idea and I hope to experience some good stuff here as this is practically the first time I've seen an event like this before considering I've also been looking to take part in the server as a Civilian element. Since those who know me are pretty much aware I only play Overwatch Factions (Every single char I have is either CP, Disp, or OTA). Politics have been a rather appealing option to me but with the rather closed-off CCA faction of the server, this event would give me a chance to partake in at least some form of Political RP.

Leon Kofold is an adult at the age of 41 as of 2017, practically borderline early Middle-Age, but would be considered by some to be young for his position. He retains a fairly tanned skin complexion with a rather thin beard and mustache. Nothing of note really, his haircut would be that of a well-combed or gel'd hair combed neatly forward. There would be a visible scar on the right side of his neck should anyone see it, a short and precise one. Single at the time with parents already near their death beds was a rather harrowing experience for Kofold and a lonely life proceeded. After all, how could two dying elderlies defend themselves against the horrors of the Portal Storm? Though its not to say he didn't grieve when he had to accept that they were likely dead.

Kofold would have been one of the more fortunate ones to be in a more safer position, his position in the Danish Government early on as a simple Clerical Assistant in the Prime Minister's Office, given relatively safe sanctuary among the Government's figures during the Portal Storms, and he was among the few that were surrendered unharmed in the Combine's brutal invasion. Noted for his competency in his previous occupation, he was accepted into employment for the next Civil Administration for the Occupation Government of City 35. Slowly climbing through the ranks by acting as that one average "Okay" kind of guy, while being helpful here and there but not so much that would get him seen as a threat by others. Though eventually his talents would earn him the title of City Administrator after the previous was deemed unfit for duty and relocated.

I love Uranio and Uranio's events. I love taking part in server politics and I love bringing RP to others either through events or characters. I wish to also enjoy it myself and bring possible new Lore to the server. I would also like to be part of this big event series because until now I've been just part of the events mostly as an actor not as a player

- Delmond is a despotic delusional radical loyalist. He rules his ever-dwindling city with an iron fist, refusing to believe he is in a losing war.

- Other city administrators are weak, weak-willed and weak-minded, they don't understand how to rule their cities.

- He's totally disillusioned. He believes he is winning the war and sees City Two at the forefront of Combine Rule.

- He's strict, to the extent where he believes his followers, soldiers, and civil protection should fall in line, or he will make them.

- He doesn't hesitate to use propaganda, or his civil protection division to get his way.

- He holds a strict no-excuse policy, any and all excuses are a direct move against the Union and should be treated as such.

Outline a few points through bullet-points on how you are intending to play your character during the Event.

I. A failed demagogue whittled to no more than being a puppet by his liberal cabinet, propped up by his popularity and glory days.

II. An alcoholic, drowning his worries in a drunken stupor and remaining indifferent to his environment and city affairs. He no longer has the patience or cares to administrate his city, instead, having his cabinet take it upon themselves to manage it in his stead, in which they would pass on all the City's innovative accomplishments to him undeservingly and unwanted.

III. Once an avid supporter of the Combine, he has since then become indifferent and sympathetic towards the people while still maintaining his harsh, neoconservative views.

IV. Administrator of the model city of the Combine; ever since Summit 24 delegated the task of overseeing the re-construction of City Fifty-Seven to him, the city would thrive under his early leadership, with re-construction efforts completing years before schedule as the city's architect. Ever since the de facto transfer of leadership and enter into his depressive state, re-construction efforts have slowed, however, in its stead, the city has gone through a wave of liberal reforms pushed by his cabinet with him as its figurehead.

Due to such and his hands-off approach relating to the city, it has become the most tolerant city within the Combine's occupation on Earth, employing even Vortigaunts in the administration, to the dismay and hatred of the xenophobic Administrator.

V. His cabinet re-directs their accomplishments to him to his dismay, although he has resigned himself to such a practice. This has earned him further praise and admiration from both Summit 24 and the local population. The reasoning behind such stems from his popularity and connections to Summit 24, with him being a crucial component for his radically reformist cabinet to maintain power.

VI. He is neutral regarding the Futurist-Republican, opting to conform to neither and instead of going his own route of whatever the fuck he wants. With his city's liberal reforms being falsely attributed to him, some would expect him to be aligned with Republicanism instead, but he is largely apolitical, only sympathizing with Contemporary Humanism due to their xenophobic views on Vortigaunts and human centrist ideology.

VII. With him wallowing in his own self-pity and despair, he secluded himself to his offices and has not been seen by the public eye for years, only surrounded by his ministers and his guard. He has completely opted out of work, instead, spending his remaining years observing construction and demolition projects, performing his official duties as goated by his cabinet with the utmost minimal effort required, leading him to approve major legislative changes and laws without so much as even glancing at the document.

VIII. His hands-off approach to City Fifty-Seven has led to a large underground black market to develop and for resistance to prosper underneath his rule. Ironically though, his city has also seen some of the lowest crime rates imaginable within the Combine's occupation on Earth, though not because there's little to no crime. In reality, Civil Protection often overlooks petty crimes and is even bribed by both his cabinet and resistance groups alike. The Overseer is also complicit in such an action, with the entire Civil Protection Force riddled with 'legalized' corruption.

The Administrator of City Fifty-Seven

The means of defense against foreign dangers have been always the instruments of tyranny at home, that is what he once believed. In a way, he was his own tyrant. Sitting alone in his office, late at night, his breath tainted with the fine smell of wine and Cuban cigars. Over forty hours of his time was spent observing construction & demolition projects, reviewing budgetary expenses, and bickering with his cabinet with barely any sleep in between. It was a foolish endeavor, he thought. At the end of it all, he ushered his guards and ministers out of his office, cursing himself as he reached for another bottle, popping its cap and pouring it into the small glass atop the coaster that sat on his desk.

The primordial man approached the balcony in his office, leaning across the rail as he’d twirl the hard liquor in his glass, staring off into the distant city. He heard nothing but the wind chiming against metal and cloth. He pondered for a moment, reminiscent of his older days when he first arrived, reliving his past glory. He recalled the vivid memories of his arrival, the trust Summit 24 placed in him when they designated him as the city’s Administrator. He was a Patreon of the arts, an architect, and man championed by the civil and loyalist classes as their savior, his name spoken with utter reverence, the man who singlehandedly rebuilt the city from the ground up as its architect.

City Fifty-Seven was made a thriving center of liberalism and reform within the Union. Since his arrival, he had dismantled corrupt oligarchies, reformed civil laws, gained the admiration and support of the city’s inhabitants, and was praised time and time again by his superiors at Summit 24. There had been no resistance against his regime, and crime plummeted to an all-time low. The city was a beacon of stability--meant to be the model city of the Combine. He had rebuilt the city from the ground up, restored the power grid to supply clean water and electricity to homes, and overturned years of setbacks for the regime! But it was simply all too dull.

It was not as if he didn’t enjoy his job. It was simply exhaustion, he thought. Since then, the city has grown cold and soft, and in a way, so has he. He spent his days sulking in his office as his cabinet took it upon themselves to continue his ideals, his projects, and to manage the city in his place. Occasionally he would bicker with his cabinet and watch ongoing construction and demolition projects taking place, drowning himself into a drunken stupor, uncaring and unmotivated to put any more effort into anything than the bare minimum, approving every document to land on his desk without placing any care to checking it, while his cabinet effectively managed the city in his absence, earning him both unwanted and undeserving praise from Summit 24 who falsely attributed the city's success to him in his later years, propped up by his cabinet who he was no more than a puppet to so that they can maintain power and push their reformist-liberal degenerate agenda.

He sighed, a brief thought crossed his mind regarding the upcoming Summit 24 meeting. Surely it’ll be like the rest, lavishing him with unwanted nor undeserving praise for accomplishments that weren’t even his own. He didn't like to disappoint the people who looked up to him, admired him as Krueger -- Champion of the People, something which was no more than a facade. He gulped, wallowing into his own despair, as he can't help but feel an immeasurable weight and pressure. What will be his legacy if it wasn't something of his own? He stared out into the vast sky from the balcony rail, the stars infinite and vast, taking solace in his small, insignificant life among the vast stars-- a small significant life who can only shed a tear for his pitiful failures.


The Perfect Lie
Once having complete faith in the system during his initial days as Administrator and the architect of City 57, Johannes Krueger has had his faith whittled away slowly over the grueling years by the Combine's bureaucracy, draining his youth and ambition for the city as he now only views the Combine's occupation, their tyranny, and everything within his vicinity with indifference.

He has given up on his primary task of administrating his city, instead, allowing his opportunistic, liberal cabinet to have full authority over such trivial matters he has viewed as a foolish endeavor. In exchange, his cabinet has propped him up as a champion of the people and a beacon of liberal reformism within his city, opting to string him up like a puppet and lavish praise on him for their accomplishments rather than replace him.

Masquadering as something he's not, unbeknownst to Summit 24 who charters Johannes Krueger as one of their greatest Administrators and, like so many others, lavish praise after praise onto him, it is in actuality his cabinet who are owed the bulk of his most recent accomplishments, with them taking it upon themselves to administrate in his absence while he spends his time in his office sulking in a drunken stupor. He was once a man reeling with confidence and idealism, now whittled down into nothing more than a timid, weak-willed, and non-confrontational old man.

He lacked any ability to control his destiny, and so others will control it for him.


The Perfect City
Johannes Krueger's crowning achievement will always be as the architect of City Fifty-Seven. Having aided in transforming the city into an upcoming utopia during his early days within the city, though with minor hiccups, delays & setbacks, and overall issues, he has still managed to push forward and accomplish many things within the city by himself in his first few years as Administrator. Surpassing the expectations of some of the Combine's finest architects, he managed to complete 2/3s of the city's re-construction & demolition projects before schedule. He had also restored the power grip, innovate city architecture, broaden the education of its inhabitants, and was a pillar of hope and stability!

It is unknown how much of this is credible. Perhaps he was responsible for some things they said he was, perhaps he wasn't for others. His name is not his own, after all. His negligence and hands-off approach has even led to several Vortigaunts holding public office within his administration, his city free of discrimination and hate towards all creatures. Leniency and tolerance swept through the city, beginning from his soft liberal ministers and spreading downwards like an infection, corrupting his city with this degeneracy. He could only watch as everything he stood against was washed away, in his name, no less. Even worse is the fact the citizens cheered him as a champion of civil rights for it, which undoubtedly he was, but to include aliens like Vortigaunts?!

The city was worsening.

He could no longer remain different. He had to put a stop to this... He had to leave his office, call his ministers, put an end to this degeneracy once and for a--
"Administrator Krueger! Could I interest you in some bourbon?"

Some would say Johanne Krueger's legacy is his city, and some would say the city is perfect.


If No-one Gets Hurt...
Johannes Krueger resigned himself to his depressing fate, electing to drink away his worries and spend his remaining years as Administrator watching things come and go, the construction of buildings, the disappearance of hate, the creation of a utopia... All in his name. The cruel irony, to be the man who changed the city into everything he despises and to be simply too lazy to change anything about it. He has secluded himself from the public eye despite their admiration for him for years. With his regime and himself hailed as champions of the people-- with their hope, dreams, and the entire fate of the city resting on his shoulders-- why should he deny them the lie?

The curse of being indifferent is the curse of not living your own life.





OOCly, what is your motivation for joining this series?: Recently I got enthralled within Half-Life 2 politics again in part due to Merlinclaw's Futurism and the re-emergence of the Guard of National Consciousness group. I want to play a character who is praised by his peers for accomplishments he believes he is undeserving of and unwanting of. Having become disillusioned with his work, lazy, and unmotivated to continue, his cabinet has largely encharged themselves with the management of the city in his absence, leading to continued praise being lavished onto him for actions pertaining not to his own.

I believe this is a major change-up from the norm for Civil Administrators, with them being devoted loyalists, tyrants, champions of the people... Etc. Instead of all that, I want my character to be nothing more than a conserved puppet, pulled by strings that aren't his own, and simply too indifferent or depressed to care about anything anymore. I want this character to be someone whose opinion is relied on others but fails to meet their expectations.

What is your motivation for joining this series?: I have been assisting Merlinsclaw with the futurist faction since its very beginning - either by contributing with lore to its narrative or by partaking in in-game events that shape the fate of the group. That said, my motivation comes from the dedication and joy I am having playing the futurists. I have no intention of missing any of these events and so here I am applying :).

Which city are you applying for: City 59 (Madrid).

Outline a few points through bullet-points on how you are intending to play your character during the Event.

My character will be solely based on the lore I have written for Spain.

-Spain just went through a period of violence that marked the beginning of futurist rule. Civil Protection, along with the militias, has taken hold of the situation but tensions are still high. The region is on a thin line between stability and instability, but things appear to be stabilizing.

-Although futurist, Madrid functions heavily on a quasi-clan system based on the various ethnical groups that used to live across Iberia and that are known for rivalry. The Portuguese, the Catalonian, and the Basque have been ruled by the Castiline for years and Administrator Navarro, being Castiline himself, has no intention of allowing the others into power.

-Administrator Navarro is, above all else, a strong believer in the futurist ideology and despises the Republican lack of vision and submission to the people. He will openly show his distaste for Republicans, diplomatically.

-Administrator Navarro has Madrid under a tight, iron fist. He didn't change his ideas for his own people. Will he change them for his fellow administrators?

-He views the Republican versus Futurist issue as an almost- civil war within the Union. Casto's enemies are his enemies and he would hate to see his beloved Union subjugated to the Republican false moralists!

- Navarro has been called stubborn by some. But he's a man of principles. He does what he believes in. Despite that, his blindness for his ideas sometimes blurry his judgment. He plans on seeing Futurism prevail.

- He has a history of strong and industry-focused policies that, so far, seem to have worked. Navarro is mainly known for two things: the construction of massive habitation blocks across the standard-priority districts in the city, known for a high rate of crime but give shelter to almost everyone. And the creation of a new industrial district within the inner areas of the city. This new district is a major pollutant to the region. Part of it is still under construction.

-Despite this, Madrid has a thriving artistic community, mainly focused on Futurism. Other forms of art have been progressively disappearing.

-Instead of the classic loyalist system, this Spanish city is divided into small unions, similar to the ones in Casto's Rome. There are Unions of artists, cops, farmers, industrialists, etc. These unions are used for recreation as well as professional and political activity. Although, as of late, people haven't been allowed much political voice due to the daily republican and basque attacks on the media.

Which city are you applying for: City 58 Amsterdam Den Haag

Outline a few points through bullet-points on how you are intending to play your character during the Event.

Polderen - Marijke is of the opinion that in order to create well functioning policies, all sides must be heard and have a chance to make their case. What use is a policy that part of the Administration refused to support. Better results can be achieved if all wish for a project to succeed.

Land Reclamation - Marijke laments the current state of her former homeland and the Earth in general. Humanity hides behind the walls of their respective Cities. For some years now she has been attempting to push the idea of using an old Dutch strategy; Encircling unusable land and clearing to make it usable again. If Humanity wills it to show it is not a completely defeated species, let them show our Benefactors we can retake our planet from the Xenians.

Population numbers - While shutting down the suppression field is a reward Humanity has to earn, Miss Rietveld is still worried about the remaining number of Humans. She hopes that by showing good results in a possible Land Reclamation project, our Benefactors might allow for a small-scale population increase program to make up for possible loss of life.

Timid and Calculating - As mentioned before, fitting with her political strategies, Marijke prefers to hear people out before throwing counter-arguments their way. This time does allow her to think about possible arguments while their opponent is still speaking, offering a chance to trap them in a debate on a bad argument.

Blunt - As with Dutch nature, Administrator Rietveld can be rather direct while speaking. There is little need for dancing around the subject to make it sound better of give it a different impression. Other cultures generally have seen this as rude, but to the Dutch it is just how things are done.

OOCly, what is your motivation for joining this series?:
I love what the story and lore teams have made for the Willard Network universe. And with this event I hope to perhaps leave my own little mark on it by participating. This alongside bringing some classic Dutch mentality to the table. I can't say I'm all too seasoned in the political roleplay, but this just makes it a great opportunity for me to gain extra experience. I'd also really like to interact with some other members of the community in a formal passive scenario.

Which city are you applying for: City 31
Character Moral alignment: Neutral/Slightly Neutral Good

City Two Must Not Fall…
Ruben McGuire has a vested interest in ensuring that City Two does not fall at any costs. If City Two falls then City Thirty-One is next on the chopping block, with the chaos that engulfed City Two surely coming to his own city as well. Ruben will plead, bite, yell, bargain, and do whatever it fucking takes to keep City Two well-supplied with manpower, ammo, food, and everything that it needs to keep itself from collapsing. McGuire also has sent plenty of his own aid to the besieged city, sending vast shipments of food and industrial goods that City Thirty-One can produce. If that was not enough then Ruben had also sent over plenty of conscripts of his own city to keep City Two afloat. Ruben McGuire does not want to become the next Blake or worse...This has become a great burden for Ruben, having to spare resources meant for his own city and send them over to City Two instead. Blake has greatly thanked Ruben for helping keep City Two alive, but such thanks do not get rid of the amount of stress that Ruben gets every day as he reads news on City Two.

The Negotiator
Ruben McGuire, even if he is bad at it, is one hell of a negotiator. One way or another, he will try to get a good bargain going. He can talk for hours on end, seeing if he can get anything of worth from every deal or compromise made. City Two is Reben's most particularly talking point, with the city admin having talked to anyone or thing to have supplies shipped over to City Two. He is known to never back down from a good dialogue if it means that Ruben will get something at the end of it - big or small. At times, McGuire can become pretty annoying with his attitude. If he needs it then he will negotiate for it. If he can get his way then that's great! If not then maybe a compromise can be made? If not a compromise then maybe Ruben can help you first and then you help him later? How about something else?

The Workhorse
Ruben McGuire is known for his work ethic, working from dawn to dusk. Unless it is a bathroom break, Ruben sees no reason to stop. He will work and work and work and work...What does he work on? Good question. If it is not work in his own city then Ruben will work to find ways to keep City Two alive. Nothing is more important than work and work keeps a city alive...especially his own and City Two. If any issues arise then Ruben will work to fix them. He will not rest or sleep until his workload is utterly done in its whole for the day. If the work is between himself and others then he will try to force whoever is working with him to finish the task at hand. He will not leave unfinished work.

A Direct Man with Direct Words
Ruben McGuire is a very blunt man. He will not beat around the bush and fancy his words. He will say what he means in a very direct manner. Often, Ruben can be very rude when in a heated argument, but he is honest in his thinking. Why sugar-coast? That wastes time, his time, time that he could be working or doing something else equally as important. After all, time is money and Ruben hates to waste money. With such a method of talking, Ruben's vocabulary is not as refined as some other city admins. While that may be, McGuire can get his point across more easily.

Cooperative
Ruben McGuire is not as cutthroat as one might think. Actually, Ruben is quite a cooperative person. He does not mind sharing burdens and working with others for a greater benefit. McGuire has plenty of real-life experience in this field, especially with Blake. Every day, Ruben is known to call Blake to ask if he needs anything and to ask about the current situation in London. Ruben, if you can get along with him, can be very helpful and nice. Of course, Ruben understands that politics can get very cutthroat and so always keeps his eyes and ears open. You can never be too safe out there.

Radical Ideas
You must think outside the box as Ruben McGuire would say. The brain of McGuire is always in high gear, thinking of ideas that some might call crazy or radical. To him, it is his way of pushing his city and Combine civilization beyond into a better state. To remain stagnant is to kill oneself, and Ruben has no plans to have himself killed in such a manner. Why limit yourself to normal ways of thinking? The world is full of ideas and those ideas might one day become common. They might revolutionize something for the betterment of the Combine, and Ruben hopes that he will be at the forefront of it.

Heighten Militarism
Fear has engulfed Ruben - the fear of chaos. Seeing what has occurred at City Two and elsewhere in the globe has influenced McGuire to take a pick more militarist stance. The rising of an Arteria army has become an important reality for Ruben. Political power grows out of the barrel of a gun: a statement that Ruben has taken more seriously over the course of his time as a city admin. Without a loyal army then how can a city defend itself from the multiple threats in the world? Xenian monsters, rebels, freed vortigaunts, and whatever else is out are not exactly friends of the Combine. And there is only one cure for them all; the bullet.

The Gentle Giant
Ruben is not known to be rude. Of course, that is only when he is not in a heated debate or likewise. Outside of that, McGuire is a very approachable person. While a bit blunt in his words and extremely busy with his work, Ruben can strike up a basic conversation - if he has time for that. During social events, when the main work is to socialize and to form connections, he fosters a very calm environment around himself.

Time is Running Out...
Time has not been kind to Ruben McGuire. The amount of stress given to him as a city admin has greatly affected his health. Coupled with the fact that Ruben is now in his mid-fifties, McGuire is close to kicking the bucket. At the very best, Ruben has twenty years to live. At the worst, he has less than five years to live. Either way, that is not enough time for Ruben. He has so much to do but so little time to do it. Ruben's personal doctor has suggested lessening the workload, but Ruben will have none of that. Ruben is fully aware of his little time on the Earth, and he must work harder to ensure that he leaves a good legacy for himself and the city...even if it will cost him his life.


OOCly, what is your motivation for joining this series?: I really want to play a city admin and take part in the chaotic world known as HL2RP politics. Plus, I'm a lore writer for Willard and this event will allow me to gain a better insight into the world - allowing me to better write lore for the server.

"The mould maketh the man: this great city has changed me, as it shall change all of you too. Truly, for the better."


- Following the lore highlighted on the world map. C35 is a heavily work-force orientated city, and Henrik will reflect that in the type of administrator he is, the type of politician he is, and the type of man he is.

"Workers of the Union do not bow to anyone but our benefactors, to consider alternative politics is treason."

- Henrik will not conform to Republican, Futurist or any other political ideals. He will instead declare his loyalties and allegiances are alone to the Union and to his 'unparalleled' workforce.

"Humanity cannot serve The Great Union without workers; without workers we are ineffective, if we are ineffective, we are disloyal. Strive heavenward, strive to the stars."

- Despite his oath to being apolitical in the current struggles that plague other cities, many in 35 and political apt individuals may note that Henrik has some rather strong inclinations towards Socialist and Communist reforms, all while remaining utterly loyal to the Combine.

"As your administrator, you shall not witness me in expensive suits, in luxurious clothes and ties. No, as your administrator I am one of you-- a humble servant, to our omnipotent benefactors that shall bring our species to heights never seen before. To forge the way we must raise our productivity, create more, fix more, build more. I for one shall not sit idly by and let others take the glory and privilege of serving the Union in this great undertaking. I assure you, I am no bureaucrat. I am a worker. I shall set the example."

- Henrik, if given the opportunity, will neglect to wear the standard suit made from the finest silks and fashionable ties. At the very most he would wear is a shirt with no tie and the top button released, at worse he will wear something far more practical -- namely a customised workers shirt, an effective hunting jacket or anything else that seems to resonate well with the standard work population. It seems to do him credit as the city does not face any turmoil-- an administrator for the people and the workers instead of a fat bureaucrat sat upon their throne a hundred miles away.

"Under the benevolent eyes of the Union, we are all capable of great things, my friends, my comrades. Even I, a simple worker, has been rewarded for their loyalty, their belief in the cause. You have been brought here because you are hard-working, you are being given a second chance. Do not squander that, for hard work in my city befits only the most prestigious awards. If your arms must bleed in the factories, then your legs will rest by day's end, undisturbed. Do not succumb to the pitfalls of idleness and malignant thought when all those around you are working towards so much more. Prove yourself the best of humanity."

- Unlike many administrators and those in high CCA roles, Henrik was not given the position prematurely, and neither did he seem to begin his career in administration with previous tools, skills and experience. Prior to the war, Henrik was a nuclear engineer and following the Combine takeover he began life simply as a member of a Workers' union but managed to crawl his way to the top through sheer dedication to the Union cause, admiration from his fellow workers, loyalists and even some citizens alike... and to many, the promise of a better life under his guidance. Depending on who you are, that very much seems to have happened -- work hard, rewarded even harder. A system that works right now, but will it last?

"There is no place for those that would do the Union harm. There is no place for dissenters, for political childlike play. We are One. We are Union. I shall never permit childish, primitive political clashing under my watchful gaze. I shall never permit my workers to succumb to this vilest of diseases when we are already free, free to toil for our benefactors. If your thoughts lay with anything but the will of our liberators, you are no friend of mine."

- 35's proposed Administrator is loud, opinionated, confident and proud. He is surprisingly shrewd in the realm of politics, however, he does not take a more careful, calculating approach when interacting with other political peers. He speaks his mind, and if a city is underperforming, or he questions their loyalty or their abilities, he will announce it to their face and all those present. How dare they work so little, offer the Union so little, while the common man of his own city break their backs to bring our species to the stars, after all?

Because of his previous occupation as a Nuclear Engineer, Henrik worked with all walks of life in his home country; the plumber, the technician, the scientist, the bureaucrat, the businessman-- he generally found a strong comradery with those who were associated with manual labour... the men and women that would help bring his designs to life, and he would work side by side in building them, and maintaining them. Henrik was born to a family of a mother and father, and six siblings; he was the only boy, and he was the eldest. Because of this during his youth Henrik often considered himself the man of the house whenever his father went to work, and later divorced his mother, and he shouldered many burdens for his siblings because of that, even as young as twelve years old... what came from this was a fiercely independent man, an utterly mature man, and a deceivingly intelligent man. While the invasion had been devastating for him as it was for many others, Henrik embraced the Union after only a short amount of time, the developments and advancements they offered did pique his interest, but what truly stole his attention was the system of government the Combine offered... all men working towards one goal, an intended sense of unification-- how could he resist?

At forty years of age; sufficiently younger than most political adversaries and allies alike, Henrik Mortensen had been appointed the new City Administrator of City 35. Prior to this most prestigious of appointments he had been an invaluable asset to the Civil Workers Union, even reaching the rank of Director for the city prior to his promotion. Often during times of crisis or a shortage of labour for the city, Henrik Mortensen had been witnessed taking personal charge of work shifts and endeavours of the Union, sometimes even sustaining minor personal injuries due to the less than the optimal standard of some of the equipment used at the time. Henrik's 'for the people' attitude that persisted even as his ranks of loyalism and occupation positions increased garnered him wide support in the city's local population as well as the middle-class equivalents largely in respect to the CWU and the CMU. At this time, the previous City Administrator had begun to be more and more disliked by everyone save for his personal circle, as consistent failures to meet the Industrial Quota as well as more punitive, punishment-laden actions on the citizenry yielded both rebellious thoughts as well as a desire for a replacement.

Despite Henrik's severe distaste for politics, he nonetheless garnered a movement; and although it was associated with his name, 'Mortenism', it was known by the elite at that time as Socialist Unionism and advocated sheer obedience to the Combine cause, greater rewards and empowerment of all the workers of the city (This included Civil Protection, The CMU and The CWU) and less support given to departments that were argued to not directly aid in the Combine's cause (the exception to this was the propaganda ministry). Because of this, it was largely an unspoken rule that the now-director of the CWU held an exceptional amount more influence and power than the economists, for example.

Mortensen's appointment as City Administrator was received well, and despite work production still struggling, the general amount of work that each citizen conducted increased significantly under Henrik's Administration. At the present time, he enjoys a stable city, good political relationships with his CCA, as well as having very rare altercations with Overwatch, as he had yet to fail the Industrial Quota. Above all, however, through all the layers of bluntness and almost rough edges of this particular City Administrator, Mortensen was very much an ambitious man... how could he not be, after all, being in the occupation he was in? The man ever dreams of more for himself, higher promotions, the longevity of life, to see the very stars themselves; all of this the Combine have promised to the most faithful, as has the Administrator of Earth. To his friends, Henrik is a warm and charismatic figure, often seen with an almost symbolic pipe in hand and a glass of whiskey in the other; the alcohol is for you, of course, his most cherished comrade. Although to his enemies, Henrik is a cold and antagonistic figure, almost the exact opposite to the few that he shares a genuine friendship with. There are few people that possess ruthlessness and ambition like Henrik Mortensen, and he can make a perfect ally or an even deadlier enemy.

Henrik's finger hovered over the button that would summon his secretary; it had been years, but now must surely be the day that he put the simple request through to contact his mother and his father, both of which were a world away... no doubt in a loyalist paradise thanks to their son's efforts with the new world. Mortensen had avoided them however, he wasn't entirely sure why, but the notion of speaking to them seemed to fill him with a strange sense of shame, awkwardness and just a tiny bit of despair... which he contemplated made no sense at all, he was quite literally at top of the world, somewhere he never thought he would ever be; he ate the finest food, drank the finest wine, lived a truly luxurious life, but something seemed to be missing.

The Administrator puffed away this pipe, the premium tobacco within being engulfed by the match he'd struck it with earlier; the drug brought some calm to his nerves and he steeled his heart-- to live with regrets is to not have lived at all, he told himself, indicative of the words Mark Thatcher had spoken to him, the previous CWU Director of this city, before he replaced him. He pressed the button, a short buzz echoing somewhere far outside of his office-- his secretary having been alerted.

"Mister Mortensen, how can I help you?"

But the City Administrator didn't reply, something on his computer screen had stolen his attention. Summit 24. He had forgotten, caught up in the gruelling day to day work of his city, administrating, making speeches, making friends and enemies... it had just slipped his mind. All of a sudden his sense of duty overrode his affections and regrets for his family, the former engineer instead focusing on the task at hand, for the Union. No doubt, just as they intended.

"Sir?"

Henrik sighed down the speaker, his eyes briefly closing-- a final act of respite before he spoke:

"I'm out of whiskey, have someone send in another bottle. Thank you."

He clicked off the receiver before he could be given a reply and he sat back in his plush leather chair. It turned a bit, and Mortensen allowed it to take control of his movements, it slowly creaked over towards the giant window at his side, and something prompted him to wander over to it.

"Summit 24..."

He murmured to himself, his finger pressing another simple button that would draw open the windows. Ever a danger, as the toxic smoke still lingered even high up into his place of power... he fought the urge to cough, though it wasn't like he was exactly new to inhaling toxic smokes, now was it? He glanced down below onto his city-- his dreary, polluted, hopeless city. Here was the place that second-chances were given, where the poor and the destitute and the criminal could work to go somewhere else... or remain here, and be granted privileges that could take years elsewhere. Walking those streets meant to always wear a gas mask, for even the air itself was poison... the sky above a vile, rustic brown, but it filled Henrik with a sense of pride and accomplishment. He was turning the city into a far better place than what it was left as-- in the Combine's eyes anyway. He suffered little in the sense of rebellion, and he was largely left alone from the bickering of other cities, his only connection being true with C18. That much was acceptable, and he enjoyed that arrangement.

The thought of leaving the city for C24 wasn't a pleasant one for him. Surely for many, the ability to visit somewhere with fresh mountain air and clean streets, without a mask and without the constant banging and screaming of gears was a haven, but for Henrik it was anything but. It meant he would be out of his dreary sanctuary, into the den of vipers and snakes... the cleanliness almost offended him. At least with C18 there was a rhyme and reason. Perhaps this would be like any other; a chance for alliances, a chance to dine somewhere that wasn't his hardworking miserable corner of the world, perhaps there'd even be a bit of excitement; threats on his life were an absolute rarity, but he strangely found some enjoyment in the pandemonium... not that he had a death wish, naturally.

He stood there for a while, musing down at his kingdom below, pipe in hand-- that signature stance that had won over so many. He was only disturbed when his secretary came in with the whiskey in hand; at first, his face appeared like thunder, and the secretary worried that the Administrator was in a bad mood -- which was never a good thing, but his face soon, thankfully, broke into a wide, toothy smile. Mortensen insisted he drank with him, and they did, but of conversation, there was very little. Henrik's mind was truly elsewhere, to the summit yonder, and what it might entail.



OOCly, what is your motivation for joining this series?: Political drama is admittedly not something I initially put much thought into. It was either always off-limits to my characters in other servers or I simply had much more stock into more base, common characters like citizens or Civil Protection. Willard seems to be fostering an environment that is intriguing though, and I like the idea of proposing an apolitical, if not secretly a far more extreme socialist character that can knock Republicans and Futurisim more off canter, while also being far more pleasing to the everyday citizen or CWU. It could add more flare to the political discourse, and hopefully, give more rise to Roleplay for people outside of the administration faction too.

* Administrator of a failing city due to his brutal reforms, he is on the edge and will be nervous even though he won't show it too much.
* A very confident and arrogant person but he is charming enough to "befriend" many other administrators.
* Insecure of his height, he might be passive-aggressive to tall people.
* Doesn't talk much but when he talks, he does so loudly with his deep voice.
* Know-it-all type, he has an opinion on many subjects, even the ones he doesn't know much about.
* A conventionalist, he doesn't like change and will fight against reformist ideas calmly in a very serious way.
* Short-temper, he can easily get angry at people which could result in him making mistakes.

OOCly, what is your motivation for joining this series?: I love the 'politics' side of the CCA and always wanted to play as an important member of it, I love discussing politics IRL and this is a good opportunity for me to enjoy my time. I am also sure that I can portray an interesting and unique character that all other CA players will enjoy roleplaying with.

From an OOC standpoint, I aim to play the character as less of a purely evil sociopath and more of a constantly shifting individualist who stirs the pot. It is quite easy to become tied up with main character syndrome, especially when playing as a high-ranking person like this, but am dedicated to avoiding such at all costs. Taking risks, pushing for change, and devious schemes are all aspects I hope to find myself involved in even if it poses great potential for my character's demise in one form or another.
  • Devout Industrialist
  • A tried and true laissez-faire capitalist, he believes there is nothing that gets in the way of ultimate efficiency and production. Laws, rules, and regulations that inhibit the development of the city's industrial roots are largely ignored, with quotas serving as the primary basis on which the city operates. Deadlines are to be met no matter the cost; citizens are seen as resources, and they are as expendable as any unrefined piece of metal. Personal liberties are merely a means to an end: if the populace shows that they can function with freedom, so be it - if they cannot responsibly benefit, however, there will be no remorse in their revocation.​
  • Ultimate Self-Servitor
  • Every action and decision made by him is for his own benefit - that is, he would not make a decision that he believes would not result in his direct advantage, and by extension, the benefit of the industrial sector. His chaotic moral philosophy is disconnected with humanity, so much so that in many ways he regards himself more as an agent of the universe destined to develop and produce - the Universal Union provided a great outlet and opportunity to expand upon these fundamental ideas, and his dedication allowed for him to rise the rankings.​
  • Experimental
  • Taking risks and capitalizing on unusual opportunities are essential actions one must take for progress to be made. He does not limit himself to only respect or listen to the word of highly sophisticated bureaucrats - there are many examples of the common worker putting forth a new idea or project. If promise resides in a new opportunity, he is one to take it even if there is great risk involved.​
  • Offensive
  • Always moving forward, he prefers to scheme and plan ahead rather than build up a solid foundation. This mentality flows through not only his administrative methods, encouraging constant innovation and growth rather than simply using what already works, but in his intrapersonal relationships as well. Allies and associates must prove to be immediately useful or they will be cast aside for others who fit such standards. This is well-known among those who work with him, as they receive constant reminders that their job is never guaranteed.
  • Grotesque
  • Ugly in all regards. Though he keeps true to the dress code of the Union, he puts little effort in maintaining an outwardly attractive appearance. With poorly taken care of teeth resulting from an endless supply of luxurious delicacies, in addition to a head of ever-thinning hair, this man is not the kind to be swooned for. He lacks any sort of manners and generally ignores niceties - if a conversation is going to be had, it is usually best to get it over with and skip the rest.​
For now, the city proves to be a stable yet productive center. Time will tell if the progressive and ambitious efforts of the presiding City Administrator work in the best interest of the Union, however.

OOCly, what is your motivation for joining this series?: I've always enjoyed playing unique experimental characters designed with a predetermined focus, and believe that this event would be perfect for just that. Being able to be a part of such an interesting concept sounds quite fun and the small tastes of politics I've had on the server have been very enjoyable.

  • - Before the war, Mr. Ward ran as a TD for PFP (People Before Profit) in Wexford and never won. He now runs a whole occupational regime and suffers from severe imposter syndrome.​
  • - Mr. Ward is a weak leader and his failings have led to large-scale food riots and escapes. He hasn't been replaced because the Irish political scene is full of resistance agents. Better a weak leader than a turncoat.​
  • - Mr. Ward is very quiet and reserved, at meetings he has others speak for him and rarely, if ever, gives speeches in public. In fact he barely ever goes out in public.​
  • - The local rumour mill in the government is that Mr. Ward regularly meets with suspected resistance figureheads. Nothing has been proven however and no one really expects Mr. Ward to actually have the balls to be a resistance agent.​
  • - Mr. Ward rarely takes part in things and for long periods of time just does nothing, leaving the work to his cabinet. He isn't well-liked for this.​
  • - In order to save human lives Mr. Ward cooked up a work program in the city which takes in people with valuable skills and transports them to factories in Galway and Belfast where they help work on important projects. The death toll is still high but these lives he saves help him sleep better at night.​
