Do you know their Discord or Forum name(s)?: https://willard.network/forums/members/oebelysk.767/ (I should note he LIED about not having a forum account.)
Why do you want them to be banned?:
So, this guy's character has been bugging the CMU for the past few days, asking about insurance and if we were a sperm bank ICly (this is context btw, this isn't why I want him banned), and I finally managed to trap him in the CMU lobby. So Rabithunter and I spend nearly two hours to try and get this guy to provide his real name and CID. Finally, Rabit and I decide to just bum rush this guy to detain him and get his CID forcefully, which is where it all falls apart
So initially the action goes well as I throw my suitcase at him to try and hit the syringe he's holding, he rolls as part of combat and rolls higher. So then I decide to just go in for a punch and roll strength, which lands a 19 iin strength while Rabit moves to tackle his legs, and they roll a 18 in agility. His response? To ICly say "I do not consent to a roll.". And he repeats this over and over again each time we press him about it. His claims that we're violating the rules by 'forcing' him to roll, that we can't be attacking him in the first place due to a lack of +4 CPs on the server because we're 'mugging' him (Rabit and I are trying to get his CID to identify him and don't plan on stealing it at all), and that we need to show him what rules allow us to do any of this. Mind you, he's doing this In-Character the entire time, no use of LOOC or at least a '//' at the start of his IC chat.
Looking back, a lot of his behavior in front of the CMU was sort of mingey but passable, but this is just outright baffling to me. We've pointed out to him that he needs to roll in this scenario or he'd lose regardless, and that we don't need to have four CPs on the server because we aren't robbing him or doing any sort of crime, just knocking him down to briefly look at his CID. This was no premeditated crime or even a crime at all, and we're in every right to do this. I have evidence below on the combat scenario itself and the disaster afterwards.
How long do you think they should be banned for?: Permanent, I've asked Rabit and two others that appeared on the scene and they agreed it's due to NITRP
Evidence to support your reasoning (Evidence must be clear and it could be logs, pictures or video):

Names of witnesses that can provide extra feedback on this case?:
@Rabithunter Was with me the entire time
@Cheese Showed up afterwards but witnessed a good deal of the player acting out
@VinylStorm Showed up afterwards but witnessed a good deal of the player acting out
